FOR
GROUNDS MAINTENANCE SERVICE
AT
1. DESCRIPTION OF SERVICES
The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Joint Base McGuire-Dix-Lakehurst (JB MDL) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor’s performance will be based on the Contracting Officer’s (CO) evaluation and Contracting Officer’s designated Representative (COR) and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
1.1. MAINTAIN IMPROVED GROUNDS
Improved grounds are identified in Appendix A and B.
1.1.1. Mow. The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance at all times. The grass height shall be maintained between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping.
The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area.
1.1.2. Edge. The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces.
Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
1.1.3. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.
1.1.3.1. Aircraft Parking Ramp. The contractor shall remove crack grass on the aircraft parking ramp apron by mechanical or herbicidal means. The contractor shall clean up and remove the vegetation debris concurrent with the removal of crack grass from the concrete joints as to prevent of Foreign Object Debris (FOB). The contractor shall following paragraph 1.1.8 in the event of using herbicides. This work shall be issued by the CO or COR using task orders with the respective CLIN.
1.1.4. Irrigation. Reserved.
1.1.4.1. Operation of irrigation systems. Reserved.
1.1.4.2. Maintenance of irrigation systems. Reserved.
1.1.5. Remove Debris / Police Grounds. The contractor shall perform general litter patrol in all areas of improved grounds. The contractor shall remove and dispose of natural debris, (tree limbs, dry brush, etc.), and man-made debris. Empty trash receptacles located throughout base listed in Appendix H. Areas shall be policed to maintain a neat and professional appearance.
1.1.5.1. Dead Animals. Reserved.
1.1.6. Leaf Removal. The contractor shall remove leaves in improved grounds to maintain a neat and professional appearance. Leaf removal must be completed within seven (7) days upon issue of the task order for this special requirement. At other times the contractor shall remove leaves as a part of the litter patrol to maintain a neat and professional appearance.
1.1.7. Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season. Fertilizer and other soil amendments shall be applied to bring soil condition to that suitable for the vegetation being treated. The contractor shall provide the application program to include the initial laboratory test results and the final application results to the COR.
1.1.8. Pest Control. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to abide by Joint Base McGuire-Dix-Lakehurst’s Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner that will ensure the health and general well being of installation personnel for the use of herbicides as defined in DoD and Air Force documents. The contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions as well as New Jersey Department of Environmental Protection laws and regulations related to herbicides and pesticides. The contractor shall ensure that all workers have current state certification for the herbicide control services being performed. Dandelions and weeds shall be controlled in the improved grounds to maintain a professional uniform appearance. Grounds shall be restored when made barren where dandelions / weeds are removed to the level of care of the surrounding area (i.e. semi-improved, improved, etc.) Civil Engineer Asset Management Flight must approve all herbicides prior to use through the submittal of the Material Safety Data Sheet (MSDS). All pesticides, including herbicides, used by the contractor must be on the Armed Forces Pest Management Board approved list of pesticides IAW AFI 32-1053 paragraph 4.5. If non-standard pesticides (including herbicides), are required by the contractor, then approval must be obtained by the Command Entomologist through the installation pest management shop. A copy of the certification shall be provided to the CO and COR prior to performance under this contract.
1.1.8.1. Dandelion / Weed Control. The contractor shall apply an annual dandelion / weed control in the improved areas identified in Appendix B, TE-1 using standard commercial methods and IAW the manufacturer’s product label instructions. The contractor shall complete a dandelion / weed control program only with the prior notification and approval of the COR. The contractor shall provide the COR with written documentation once the annual dandelion / weed control program has been completed.
Lakehurst Specific: This requirement does not apply.
1.1.9. Lawn Renovation. The contractor shall renovate lawns in improved grounds as identified by the CO or designated representative. This work will be issued via a separate task order. Deteriorated lawn area shall be renovated to match surrounding areas. If lawn areas are damaged by contractor negligence, then the contractor is responsible for the renovation at no additional cost to the government.
1.1.10. Prune Shrubs, Hedges and Other Plants. The contractor shall prune / trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. This service will be issued as a task order by the CO or COR. Hedges shall be maintained to a uniform height and shape. Shrubs, plants, hedges, and ground cover / vines shall be pruned / trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned / trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned / trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government.

1.1.11. Aerate Soil. Soil shall be aerated once annually to maintain distinguished visitor (DV) routes in a healthy state. The McGuire DV routes encompass Tuskegee Airmen Avenue, McGuire Boulevard, East Arnold Avenue, and West Arnold Avenue for a distance of twenty (20’) feet from the paved roads. The Expeditionary Center DV route encompasses the grounds adjacent and surrounding the Main Campus Building 5656.
Lakehurst Specific: This requirement does not apply.
1.1.12. Specific Locations.
1.1.12.1. Hot Cargo Loading Area (HCLA). The contractor shall maintain a mowed height of all grasses and weeds within the security fence line surrounding the HCLA at the “Improved” grounds standard. The contractor will mow and trim, to the “Improved” grounds standard, all grasses and weeds outside the site security fence line for a distance of thirty (30’) feet from the fence line. The contractor will also maintain the drainage ditch vegetation for the entire width of the HCLA at a height of eight (8”) inches or less.
When operating in this area, the contractor’s employees will comply with specific airfield operating requirements detailed in paragraph 1.2.3.4. Lakehurst Specific: This requirement does not apply.
1.1.12.2. Expeditionary Center Headquarters / Training Campus. The Expeditionary Center (EC) is located along Texas Avenue on the Dix portion of JB MDL. The EC campus consists of 10 facilities of sited on approximately 11.5 acres of ground. The scope of work includes but not limited to: grounds maintenance, trees, bushes, flower beds, parking lots, and retention pond.
1.1.12.3. Perimeter and Security Fences. As designated in Appendix B, TE-3 and TE- 5, the contractor shall remove all vegetation attached to or growing through all base perimeter, facility, site security, athletic area, and Gate 9 fences free of any vegetation using standard mechanical and herbicide-application methods. Within all areas, the contractor shall maintain a mowed and trimmed height around all fences at the height of the surrounding areas up to ten (10’) feet on the inside of the fence line and up to one (1’) foot on the outside of the fence line. The contractor may use herbicides to control vegetation growth along any fence line only with the prior notification and approval of the COR. The contractor shall apply all herbicides IAW paragraph 1.1.8.
1.2. MAINTAIN SEMI-IMPROVED GROUNDS
Semi-improved grounds are identified in Appendix A and B.
1.2.1. Mow. The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas except in airfield areas designated as Bird Aircraft Strike Hazard (BASH) areas. Maintain grass height between 7 and 14 inches in BASH areas.
Cutting of grass on airfield grounds shall be accomplished only after Airfield Management has approved scheduled times. Maintain a uniform appearance in all areas.
Where possible, maintain adjacent areas at or near the same grass heights. Lakehurst specific: The contractor shall maintain the grass around Building 587 for a distance of fifty (50’).
1.2.2. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area. Lakehurst specific: The contractor shall trim around Buildings 526, 563, 564 and 590 for a distance of 12” to minimize growth to conform with fire / safety regulations.
1.2.3. Airfield Coordination. The contractor shall coordinate all activities on the airfield by contacting Airfield Management. Work will be accomplished only after Airfield Management has approved scheduled times.
1.2.3.1. Flight-line Drivers. Training must be completed prior to operating vehicles or mowers on the flight line. All employees working on airfield grounds shall be required to have an AF Form IMT 483, Certificate of Competency (flightline driver’s license) with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.
1.2.3.2. Airfield Fixtures. The contractor shall cut a twenty (20’) foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles/objects in accordance with improved grounds standards. This service also includes the requirement grass, vegetation and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas.
1.2.3.3. Bird / Wildlife Aircraft Strike Hazard (BASH) Abatement. The contractor shall maintain a mowed height within the airfield boundary of between seven (7”) inches and fourteen (14”) inches to comply with Bird/Wildlife Aircraft Strike Hazard (BASH) standards except for all areas immediately adjacent to facilities within the airfield boundary (reference Appendix B, TE-1, TE-7 & TE-8). The contractor will coordinate all grounds maintenance operations within the airfield area with the Airfield Manager (McGuire: OSAA, 754-6466, Building 1730; Lakehurst: 623-4940). The contractor’s grounds maintenance operations within the airfield shall be conducted IAW the contractor’s schedule previously approved by Airfield Manager. The contractor shall submit a schedule for approval to the COR within ten (10) working days from the contract award. All contractor employees must complete base airfield drivers’ training prior to operating any vehicles, including mowers, within the airfield area. Once training is completed, the contractor’s employees will be issued a Certificate of Competency (AF IMT 483) or equivalent. All contractor employees operating a vehicle within the airfield area shall be required to have in their possession a valid state driver’s license and their issued AF IMT 483 (or equivalent) at all times. All contractor employees operating a vehicle within the McGuire airfield area must obtain a airfield cone from Airfield Manager prior to entering the airfield area. When operating within one hundred (100’) feet of either runway, the contractor’s employees shall be in constant two-way, UHF radio contact with the Base Control Tower. The contractor shall provide the necessary two-way, UHF radio communication equipment to meet this critical requirement. It is important that the Control Tower be able to directly contact all contractor employee(s) cutting grass on the airfield to let them know of emergency situations. In determining what UHF radio equipment to provide, the contractor shall provide reliable equipment with clear communication capabilities to contact the Base Control Tower from anywhere on the airfield. The Communications Squadron (CS) must first approve the contractor’s requested UHF radio frequency prior to equipment being issued for use by the Government and their employees. Once frequency is approved, the contractor will provide appropriate two-way UHF radio equipment to the Base Control Tower, Airfield Manager, COR, and COR supervisor prior to the start of any airfield grounds maintenance operations under this contract. The contractor shall be responsible for maintaining the UHF radio equipment that he provides to the Government and for providing replacement equipment, as required. The contractor shall be responsible for any changes to communications devices (i.e., frequency changes) that the Government requests during the course of this contract. During any grounds maintenance operations within the airfield area, the contractor’s employee(s) shall be able to hear all Base Control Tower calls and comply with specific instructions and directions provided by the Base Control Tower. The contractor shall maintain a mowed height of between seven (7”) inches and fourteen (14”) inches in the areas delineated in Appendix B, TE-1, TE-7 & TE-8. Height requirement includes all grasses, weeds and seed heads. The following restrictions are in effect for the infield triangle and the area southeast of Runway 6-24 as set forth in TE-1. No mowing shall be accomplished on the semi-improved areas in this area between May 1st and July 15th. Mowing may be delayed one additional week or longer after July 15th if threatened or endangered bird species are seen in the infield triangle (as determined by surveys performed by 87 CES/CEAN personnel) during the week of July 15th. The contractor shall be compensated for any additional mowings performed to support this flexible threatened / endangered bird species requirement. The first time the infield triangle is mowed after the week of July 15th, set all mower blade heights to mow not closer than eleven (11”) inches above ground level. During the period of May 1st through July 15th the ditches will continue to be maintained in accordance with paragraph 1.3.1. If between May 1st and July 15th conditions within the infield triangle are determined to be a flight safety hazard, the contractor may be directed to accomplish mowing on an as-needed basis. In this case, set blade heights to mow not closer than eleven (11”) inches above ground level. Between August 16th and September 30th, the contractor shall maintain a mowed height in the infield triangle of between seven (7”) and twelve (12”) inches to eliminate seed heads that may attract Canadian geese.
From October 1st to November 30th, the contractor shall brush hog within the airfield boundary to a mowed height of seven (7”) inches to prevent the establishment of any woody vegetation within these areas. From October 1st to May 1st of the following calendar year, the contractor shall maintain a mowed height within the airfield boundary of between seven (7”) and fourteen (14”) inches. The phragmites shall be maintained to prevent the flocking of birds. All ditches in the airfield area, composed primarily of phragmites, shall be maintained at a fourteen (14”) inch height during the growing season. The phragmites shall be maintained at the surrounding vegetation height during the non-growing season. LAKEHURST SPECIFIC: All BASH and all other airfield mowing shall be done in accordance with the Lakehurst Integrated Natural Resources Management Plan (INRMP), which states to “Administer a mowing contract that maintains grass in a 20 foot strip along the runways below the height of navigational and operational aids and mows to a distance of 750 feet in the airfield clear zones to an eight (8”) inch height on an annual basis”. The contractor’s grounds maintenance operations within the Semi-Improved areas of the airfield shall be conducted IAW the contractor’s schedule previously approved by Airfield Manager. The contractor shall submit a schedule for approval to the COR within ten (10) working days of the contract award.
1 May – 15 July No mowing shall be accomplished on the semi-improved areas in this area.
16 July–30 September* The contractor shall maintain a mowed height in the infield triangle of between seven (7”) and twelve (12”) inches to eliminate seed heads that may attract Canadian geese.
1 October-30 November
The contractor shall brush hog within the airfield boundary to a mowed height of seven (7”) inches to prevent the establishment of any woody vegetation within these areas.
1 October-1 May The contractor shall maintain a mowed height within the airfield boundary of between seven (7”) and fourteen (14”) inches.
*Mowing may be delayed one additional week or longer after July 15th if threatened or endangered bird species are seen in the infield triangle (as determined by surveys performed by 87 CES/CEAN personnel) during the week of July 15th..
1.2.3.4. Additional Airfield Requirements. The contractor shall maintain the grass height between four (4”) and six (6”) inches for a distance of twenty (20’) feet around airfield lighting fixtures, signage and fire hydrants when such devices are located in grass areas. The contractor shall remove all grass clippings from paved areas within the airfield limits the same day the mowing is performed. The contractor shall submit a schedule for performing ground maintenance work within the airfield limits to the airfield manager for approval within ten (10) days of the start of the contract. The contractor shall perform ground maintenance work only during the time periods in the schedule approved by the airfield manager. Lakehurst Specific: a) The contractor shall maintain all the grass height between four (4”) and six (6”) inches for a distance of twenty (20’) feet around the Automated Surface Observation System (ASOS) and for the Tactical Air Navigation (TACAN) driving area. Also maintain a (10’) foot clearance on the road edges leading from runway 24 to the TACAN and the ASOS sites. b) "PAPI" lights located at the four thousand (4000’) foot mark of runway 33 extend out one hundred-forty (140’) feet from each side of the runway. A twenty (20’) foot strip shall be cut on all sides of these lights; c) "PAPI" lights located at the four hundred (400’) foot mark of runway 24 extend out one hundred-thirty (130’) feet from each side of the runway. A twenty (20’) foot strip shall be cut on all sides of these lights; d) For the approach lights and strobes, a complete path of twenty (20’) feet around the entire lights area, to include trimming around all light groups. This area is to begin from the approach end of the runway, to extend fifty (50’) feet beyond the last set of approach lights, and twenty (20’) feet on either side.
1.2.3.5. Specific Locations.
1.2.3.5.1. Middle Marker Site. The contractor shall perform grounds maintenance services at the Middle Marker site located on Dix, ½ mile from the west end of the 06/24 Runway (reference Appendix B, TE-2). The contractor will mow and trim all grasses and weeds outside the site security fence line to a distance of twenty (20’) feet at the semi-improved grounds standard height. The contractor will mow and trim all grasses and weeds inside the site security fence line at the semi-improved grounds standard height.
The contractor will remove all debris and prune any branches or shrubbery that is within twenty (20’) feet of the outside of the site security fence line. Lakehurst Specific: This requirement does not apply.
1.2.3.5.2. Strobe Approach Lights. The contractor shall perform grounds maintenance services at the Strobe Approach Lights areas located at both ends of runway 06/24 at the semi-improved height. The east end Strobe Approach Lights are located on McGuire property. The west end Strobe Approach Lights are located on Dix property running towards the Middle Marker site (reference Appendix B, TE-1). The maintained area starts adjacent to the existing dirt service road and ends no less than two hundred (200’) feet past the last (most westerly) set of strobe approach lights. The maintained area will extend two hundred (200’) feet on both sides of the centerline of the strobe approach lights for a distance no less than two hundred (200’) feet past the last (most westerly) set of strobe approach lights. Lakehurst Specific: This requirement does not apply.
1.2.3.5.3. Far Field Monitor, Building 1629. The contractor shall perform grounds maintenance services at the Far Field Monitor located approximately ¼ mile from east end of 06/24 Runway (reference Appendix B, TE-1). The contractor shall mow and trim all grasses and weeds to a width of twenty (20’) feet outside the facility security fence line at the semi-improved grounds standard height. The contractor shall mow and trim all grasses and weeds inside the facility security fence line at the semi-improved grounds standard height. The contractor shall remove all debris and prune any branches or shrubbery that is within twenty (20’) feet of the outside of the facility security fence line.
Lakehurst Specific: This requirement does not apply.
1.2.3.5.4. Grounds Air Transmit / Receive (GATR) Site, Building 1506. The contractor shall perform grounds maintenance services at the GATR site located approximately 1.25 miles south of Cookstown along the Cookstown-Browns Mill Road (reference Appendix B, TE-1). The contractor shall mow and trim all grasses and weeds (including seed heads) inside the security fence and outside the security fence for a distance of twenty (20) feet at the semi-improved height. This site is located within a high water table area and is not always available on a normal schedule. The contractor shall contact the GATR site personnel (754-4704) to make site access arrangements for required grounds maintenance operations. Rescheduling may be necessary due to weather conditions at no additional charge to the Government. Lakehurst Specific: This requirement does not apply.
1.2.3.5.5. Environmental Clean-up Sites. The contractor shall perform grounds maintenance at five separate (5) environmental clean-up sites that are located along South Crosswicks Creek. These sites shall be utilized by environmental clean-up crews with associated equipment in the event of a fuel or oil spill. The five (5) distinct sites, from West to East, are Boom 1, Underflow Dam, Boom 2, Boom 3, and Diversion Pond area.
These sites shall be maintained at the semi-improved level except for the road supporting the diversion pond that shall be maintained at the unimproved level. The maintenance effort shall typically include the stream bed extending at least ten (10’) feet horizontally from the bank. Saplings shall be removed but root systems shall remain as well as large trees. Only hand-operated tools and machinery shall be utilized employed for this task to protect wetland areas. All vegetation and debris shall be removed in accordance with all state, local, and Federal requirements. Lawn mowers may be used only on high ground, i.e. along the roadway leading to the diversion pond. All Performance Work Statement (PWS) requirements apply to these areas. Reference Appendix B, TE-6 and Appendix G for locations and details. Lakehurst Specific: This requirement does not apply.
1.2.3.5.6. Eagle Flag Training Sites. The six (6) Eagle Flag training exercise areas located at Lakehurst require semi-improved mowing twice a year. Mowing is normally accomplished in the early spring and late summer timeframes. The COR shall notify the contractor of the required exercise dates at least fourteen (14) days prior to the training exercises. The contractor shall mow five (5) locations five (5) days prior to the training exercise event. The contractor shall mow the 6th location in front of Hanger 1 ten (10) days prior to the training exercise event. See Appendix A for acreage requirements.
1.2.3.5.7. Commercial Entrance, Gate 9. The contractor shall perform grounds maintenance at Gate 9 located on Dix off of Saylors Pond Road. The contractor shall mow and trim all grasses and weeds (including seed heads) within the site security fence line. The contractor shall also maintain the grass up to one (1’) foot on the outside of the fence. Reference Appendix B, TE-5. Lakehurst Specific: This requirement does not apply.
1.2.3.5.8. Perimeter And Security Fences. As designated in Appendix B, TE-3 and TE-5, the contractor shall remove all vegetation attached to or growing through all base perimeter, facility, site security, athletic area, and Gate 9 fences free of any vegetation using standard mechanical and herbicide-application methods. Within all areas, the contractor shall maintain a mowed and trimmed height around all fences at the height of the surrounding areas up to ten (10’) feet on the inside of the fence line and up to one (1’) foot on the outside of the fence line. The contractor may use herbicides to control vegetation growth along any fence line only with the prior notification and approval of the COR. The contractor shall apply all herbicides IAW paragraph 1.1.8.
1.3. MAINTAIN UN-IMPROVED GROUNDS
Un-improved grounds are identified in Appendix A and B. The contractor shall maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds once per year to a height not to exceed 14” (except BASH areas).
1.4. MAINTAIN VEGETATIVE BEDS, INERT BEDS AND RELATED AREAS
The contractor shall maintain vegetative beds, inert beds, and related areas as identified in Appendix A and B to present a neat and professional appearance. This service will be issued as a task order by the CO or COR. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping practices for the area. The Air Force standard for maintaining beds in a weed free condition should not exceed 2 times per month.
1.5. MAINTAIN SURFACE DRAINAGE DITCHES
The contractor shall maintain surface drainage ditches to be free of shrubs, trees, phragmites, silt and trash to prevent erosion and ensure continuous flow of water.
Drainage ditches to be maintained are identified in Appendix B.
1.6. PERFORM SNOW/ICE REMOVAL Reserved.

1.7. SPECIAL REQUIREMENTS
1.7.1. Trees. The contractor shall prune or trim all trees as necessary. The COR shall be responsible for identifying all trees that require pruning or trimming. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute ANSI A300 Part 1 industry standards. Pruning shall be required to lift, remove, and / or cutback branches that conflict with normal traffic or safety. In addition, the contractor shall prune or trim trees that pose public safety hazards. Minimum safety clearances are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings. Trees that pose threats to structures or buildings shall be removed. Topping and de-horning are not permitted. The contractor shall be responsible for removing all debris generated from trimming or pruning operations. This service is issued as a task order and must be completed within five (5) workdays from notification. The scope of tree maintenance service does not include forest areas as defined as unimproved areas consisting of continuously dense naturally occurring trees and underbrush.
1.7.1.1. Tree Care. The contractor shall brace, cable, guy (to keep tree vertical), and deep water all damaged trees after identification. The contractor shall remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). The contractor shall adjust wires, cables, and straps as required, to prevent girdling.
1.7.1.2. Tree Standards. The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.

1.7.1.3. Emergency Spot Pruning / Trimming. Emergency spot pruning/trimming shall only be accomplished through issuance of a task order by the CO or COR. The contractor shall complete an emergency spot pruning / trimming within one (1) workday from the task order date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.
1.7.1.4. Tree and Stump Removal. Tree and stump removal shall only be accomplished through issuance of a task order by the CO or COR. The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) workday of the tree removal date. Stump-grinding debris shall be removed the same day grinding is performed. In areas where a lawn sprinkler system exists, the contractor shall backfill with topsoil, and lay sod to match the existing ground grade. In areas where no lawn sprinkler system exists, the contractor shall backfill with topsoil and compact to match existing grades / vegetation conditions. Trees identified for removal shall be considered within the following categories, Large, Medium, Small and Sapling, as based on their diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.
- Large Trees: Diameter 36” and above, remove within 10 workdays from the task order date.
- Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from the task order date.
- Small Trees: Diameter 3” to less than 24”, remove within 5 work days from the task order date.
- Saplings: Diameter 3” and smaller, remove within 2 workdays from the task order date.
1.7.1.5. Emergency Tree and Stump Removal. The contractor shall perform emergency tree and stump removal only after the issuance of a task order by the CO or
COR.
- Large Trees: Remove within 2 workdays from the task order date
- Medium Trees: Remove within 2 workdays from the task order date
- Small Trees: Remove within 1 working day from the task order date

1.7.2. Emergency and Special Event Services. The contractor shall upon notification by the CO or COR through the issuance of an oral or written task order, perform emergency or special event grounds maintenance service. Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO or COR and government evaluator and initiate emergency services. Upon receiving direction by the contracting officer, contractor personnel shall begin emergency work within two hours. Oral task orders for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written task orders. The contracting officer will notify the contractor as soon as a special event requirement is known, but no less than 24 hours prior to the event.
1.7.3. Xeriscaping and Urban Forest Services. Reserved.
1.7.4. Special Cuts. The contractor shall upon notification by the CO or COR through the issuance of a task order, perform special cuts. Pricing is located in the CLIN X010 section of the bid schedule.
1.7.5. Planting trees, shrubs, and vegetative beds. The contractor shall upon notification by the CO or COR through the issuance of a task order, perform planting (to include Government furnished) of trees, shrubs, flowers, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, flowers, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. Pricing is located in the CLIN X011 section of the bid schedule.
1.7.6. Install Snow fence. The contractor shall install, maintain, and remove Government furnished (GF) snow fence upon notification by the COR or CO. The installation and removal of the snow fence shall be dictated by seasonal weather conditions. Typically, the contractor shall install GF snow fence near the beginning of November and remove the GF snow fence near the end of March, respectively. The contractor shall be compensated under the respective bid schedule CLIN X013 section.
2. SERVICES SUMMARY
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection / Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

Contractor shall complete a written Corrective Action Report.
2.1. QUALITY CONTROL. The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. The contractor shall adhere to the inspection system requirements of FAR 52.246-4. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.
2.2. QUALITY ASSURANCE. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results.
Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the Contracting Officer within 10 calendar days of receipt.
2.3. PERFORMANCE ASSESSMENT
2.3.1. Periodic Validations. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.
Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR.
Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO.
Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.4. PERIODIC PROGRESS MEETINGS. The CO, Functional Commander, COR, other government personnel as appropriate, and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues shall be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the Contractor to prevent unsatisfactory occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor.
Should the contractor not concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. FACILITIES
None.
3.1.1. Reserved.
3.1.2. Approximately 5,000 square feet of exterior space at each base is provided if available. The contractor shall not store fuel or oil at these locations. The contractor shall not perform any major maintenance work on the bases.
3.2. UTILITIES
The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The contractor shall not change or modify any utility system or component; or connect any contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities.
3.3. MATERIALS
None
3.4. SECURITY, FIRE, AND MEDICAL SERVICES
The Government will provide police and fire protection. McGuire Security Forces / Dix DOD Police Force can be reached at phone numbers (609) 562-6001/2/3. Lakehurst DOD Police Force can be reached by dialing (732) 323-4000. Base Fire Departments shall provide initial response and fire protection services to the contractor. The Base Fire Alarm Control Centers can be reached at phone number 911 from a base phone. If dialing 911 from a cell phone, the location must be fully identified to ensure that the proper responder is notified. The 87th Medical Treatment Facility may provide urgent health care to any contractor employees or agents for injuries occurring while on duty.
Urgent health care is defined as medical care authorized to the extent necessary to save life or limb and prevent undue pain and suffering. Contractor employees will be transferred to a civilian medical facility as soon as they are appropriately stabilized. The cost of such treatment will be paid for, in full, within a reasonable period of time, by the contractor or the contractor’s employee and will not be borne by the 87th Medical Treatment Facility, the United States Air Force or the government. An AF Form 1127, Hospital Invoice/Receipt / Accounts Receivable Record, will be prepared to ensure collection and/or billing of charges. If a contractor employee or agent cannot pay for the treatment at the time of discharge, a statement of charges and a letter of indebtedness will be completed and billed to such contractor employee for medical services rendered. An accounts receivable record will be established for each contract employee that receives medical care and is unable to pay at the time of discharge. Follow-up on accounts receivable will be conducted in accordance with AFI 41-120, Medical Resource Operations. After an accounts receivable record is established and billing for outpatient medical services has occurred, the SF 558, Medical Record - Emergency Care and Treatment, will be annotated with the date of billing and the voucher number and forwarded to Outpatient Records to be filed in the medical record folder. Contractor employee or agents shall ensure they provide timely notice to their medical insurance company and to the extent an insurance company is to make payment, provide the insurance company with adequate information and documentation necessary to make payment.
