FINAL QUESTIONS AND ANSWERS
FA4460-10-R-0004
2 Jul 10 Question 1: We have received Amendment 0002 dated 18 June 2010 and Q&As dated 16 June 2010. We are requesting clarification regarding Q&A #11 and #21.
(1) We understand that Sections 1-4 must be bound separately from Volumes I through III. The RFP says one original and three copies are to be submitted for Volumes I, II, and III. Are the same number of copies required for the contract forms (Sections 1 through 4)?
(2) Volume III, Price/Cost, section 1.5.1 (pg 90), states “The price/cost proposal shall consist of separate coefficients as solicited in the Price Schedule and the price for Project Estimating.” However, Q&A #21 states that Section B, Supplies or Services and Prices, is to be included in Section 2 of the proposal but not in Volume III. Please provide clarification as to whether the completed Section B should be included in both Volume III and Section 2, or only in Section 2.
ANSWER Question 1: Yes. Refer to Block 13 of the SF 1442.
ANSWER Question 2: Only in Section 2. Please thoroughly review paragraph 1.5 in Solicitation Section L, it clearly states what an offeror should provide for Factor 3 Volume III.
Question 2: The as-built drawing files provided in Amendment 002 for Project # NKAK00-1047, Replace HVAC Building 536, are missing the following four reference files:
* RCP01-536.dwg;
* MPF01-536-DEMO.dwg;
* MPF01-536.dwg; and
* DET02.dwg.
Please provide the missing files.
ANSWER: Drawings will be uploaded to www.fbo.gov.
Question 3: This question is regarding the requirement in the RFP to include the entire RFP in Volume 1 of our proposal (Section L, Paragraph 1.2). The government provided the RFP only in PDF format, but we are not allowed to include PDF format files on the required CD-ROM (Section L, Paragraph 1.2). Will the government be providing a Word version of the RFP for inclusion on the CD-ROM or is it the government’s intention for us to include the complete RFP in PDF format as it was originally provided to us in the solicitation?
ANSWER: No Word version will be provided. Refer to Solicitation Section L, paragraph 1.2, which states signature and contract forms (SF 1442, SF30 etc.) are not required to be included in the electronic files.
Question 4: In the 16 June 2010 Questions and Answers, Question #11 states the separation of Volumes. Do I need to resend Volume II or will it be included in the package from my previous submission? Also, does it need to be sent to you as a part of the Electronic Volume?
ANSWER: Volume II will be incorporated into each offeror’s package from your previous submission. Please refer to Solicitation Section L, paragraph 1.2 which states that all volumes must be submitted in 1 original and 3 copies. Same paragraph also states the offeror shall submit 1 electronic copy of each proposal part on a formatted Compact Disc (CD).
Question 5: In paragraph 1 sentence 3 pg 87 of the Solicitation it states that “The information provided as the proposal for the seed project is not included in the page limitation for Volume I.” For clarification purposes: In Factor 1, Subfactor 2, are 1.3.2.1 and 1.3.2.2 considered part of the seed project and not included in the page count for Volume I?
ANSWER: Paragraph 1.3.2.1 and 1.3.2.2 are not considered part of the seed project and are included in the page count for Volume I.
Question 6: Is there any secured internet (SIPRNET) in this building that will be part of this project?
ANSWER: No.
Question 7: The windows mentioned to be replaced in the CEO SUPT. office and the office next to the CEO SUPT. between the Break room will we be upgrading just the glass (low-E) only into the existing frame or will it be the entire frame and the glass? If it is the entire frame there may be some concerns with the exterior siding being asbestos transite siding material which may hinder the removal of the frames.
ANSWER: Entire frame and glass. Assume no transite/asbestos, it is supposed to be masonite only.
Question 8: The content of this question has been revised. Contractor asked if particular design could be proposed for the women’s restroom to make it ADA compliant.
ANSWER: The response is yes to the contractor who asked. The contractor is responsible for proposing the design. All proposed designs must be compliant with the Statement of Work.
Question 9: The Women’s restroom ADA concerns; The elevated floor (2”high) makes the ADA requirement difficult and would require the floor to be removed and reset at a lower level.
ANSWER: See response to Question 8.
Question 10: What are the requirements for the return air vents in the ceiling if you are requesting the doors are to have louvered vents installed or undercut for that purpose?
ANSWER: Whatever it takes to have a functional HVAC system. Door grilles and door undercuts should be avoided if at all possible.
Question 11: Are we to frame in the opening at the existing interior window in the wall between the existing office at Service Contracts and the new CEOS-NCOIC office? This is not noted on the SOW or drawing.
ANSWER: If the plans show a wall, yes.
