Questions and Answers 16 June 2010

Question 1: Regarding the Specifications, Section 01 11 00 Summary of Work, 1.06 Delivery

Order Procedures, Paragraph B.2. identifies line items in RS Means which are excluded.

Included in the exclusions is Division 02, Subdivision 02 41 19.23 – Selective Demolition, Rubbish Handling. As this is an Indefinite Delivery/Indefinite Quantity contract and the amount of containers or debris handled is very project-specific and is not a typically handled as a percentage of a contract, will the Government reconsider this exclusion? If a majority of project debris is recycled, contractor handling of the debris is still calculated on a project-by-project basis and would vary greatly depending on the scope of work.

ANSWER: No. This is an incentive to recycle and/or divert debris from landfills. See Section

02 42 00 Construction & Demolition Waste Management.

Question 2: Regarding the Specifications, Section 01 30 10 Delivery Order Proposals, 1.07

Progress Schedules and Reports, Paragraph B indicates If the Contractor chooses to utilize MS

Project, Primavera or other scheduling software, the Contractor shall provide one licensed copy

(including updates) of such software to the SABER Office for use during the life of the Contract by the SABER Office at no cost to the Government. However, Section 01 32 16 Design &

Construction Progress Documentation, 1.02 Design and Construction Schedule, Paragraph B indicates the contractor shall submit to the Contracting Officer for acceptance a Design and

Construction Schedule in the form of a MS Project Critical Path Method (CPM), Network

Schedule and a Materials and Equipment Delivery Schedule for Delivery Orders which have performance periods exceeding 120 calendar days. Since utilizing MS Project for scheduling is a requirement, should a copy of the MS project software still be provided to the Government?

ANSWER: Yes. The government will need to be furnished a copy of the exact same scheduling software that the contractor will be utilizing.

Question 3: Section 24, Non-Prepriced Work, on page 38 states:

The Contractor must include justification for any non-prepriced work included in an individual requirement. The Contractor shall first attempt to price all unit prices using the E4clicks

(Premier) RS Means® Master Composite Cost Data. It an item is not included in this massive database, the Contractor shall provide written justification to the Contracting Officer on letterhead, explaining why the item must be considered a non-price item. The Government will negotiate with the Contractor for all non-prepriced items.

Estimates of Non-Prepriced Items are defined as a computerized, ―detailed report‖ estimate organized into the format reflected in the pricing guide listing quantities, prices, and a short description of all items required by the statement of work and drawings for which not price exists in the pricing guide. The Government may request the Contractor demonstrate competitive pricing.

To permit recurrent use, a non-prepriced line item must be incorporated by supplemental agreement into the non-prepriced schedule, and incorporated into the contract.

QUESTION: Because non-prepriced items may occur, will the Government require a non-prepriced modifier (for Contractor OH&P)?

ANSWER: No. The Government does not require a nonprepriced modified for Contractor

OH&P. The bare cost for the non-priced items is added to the bare cost of the priced items and then the co-efficient is applied to that total.

Question 4: Please provide a copy of any record drawings and electronic CADD files for the seed project.

ANSWER: These will be provided via amendment to solicitation and posted to www.fbo.gov.

Question 5: If The Design Standards are different than the current building standards which will supersede? If we follow current Design Standards we may end up with a mix of products (i.e.

doors, windows, hardware, etc.).

ANSWER: Generally, the more stringent requirement shall be followed when there is a discrepancy in requirements. If this occurs recommend you submit an RFI (Request For

Information) on design submittal/proposal per delivery order.

Question 6: Are we going to get as built drawings prior to the deadline to ask questions, so that we can check asbuilts with proposed drawings and have a chance to ask any questions?

ANSWER: As-Builts will be made available by amendment to solicitation and posted to www.fbo.gov.

Question 7: Who is going to disassemble all of the existing cube furniture and move out?

ANSWER: The government will disassemble and store all of the existing furniture and cubicles.

Question 8: Is this project going to be in phases or are we going to have the entire work space at one time?

ANSWER: There will be phasing of the project. It will have at least two phases with the

Resources Area needing to be completed during a different phase than the Superintendent‟s

Office phase.

Question 9: Where are the 15‟ X 6‟ window walls going to be and how many are there?

ANSWER: The window walls are denoted by the blue rectangles along the walls on the resources flight area floor plan (DWG-10). Dimensions have been changed to read a minimum of 5‟ X 6‟; see amended SOW for further clarity to this question.

Question 10: Do we furnish "L" base and wall cabinet in breakroom that runs along new wall built?

ANSWER: Yes. The contractor will need to furnish and install the “L” shaped cabinetry that is shown along the new wall.

Question 11: Upon researching the above mentioned solicitation, I am need clarification on where information is needing to be placed in the proposal binders. The sections – 1-4, I am not quite clear on where it is needed to be placed – will it have its own tab with sections as indicated or will it be place before Factor 1 in Volume I

1.2 Contract Forms: Include the following data in the format indicated. Designate on the cover, which proposal package contains the original, signed, executed copy of the proposal (RFP).

Section 1: Proposal forwarding letter, if any.

Section 2: A complete copy of this RFP (through Section M, less attachments) with the original signature of an official authorized to contractually bind the offeror in block 20B of the SF 1442.

The offeror must complete the following sections within the RFP:

Part I, Section A (SF 1442, Blocks 19-20C). In lieu of completing Block 19 acknowledging amendments, offerors may submit a signed copy of the SF 30 Amendment of

Solicitation/Modification of contract. All amendments must be acknowledged.

Part I, Section G – Persons Authorized to Negotiate or Conduct Discussions

Part IV, Section K, Representations, Certifications, and other Statements of Offeror. In addition to the on line representation and certifications the provisions at 52.204-8, 52.219-28 and

252.247-7022 will need to be completed and submitted. (See directions for Online

Representations and Certifications Application (ORCA) in section K)

Section 3: Any exceptions to or deviations from, any of the clauses or special contract requirements along with justification therefore.

Section 4: Any information, excluding price, which does not properly belong within the other proposal volumes.

Section 5: Proposal volumes as indicated below:

Mission Capability Technical Volume I Factor 1

Mission Capability Risk *

Past Performance Volume II Factor 2

Price/Cost Volume III Factor 3

ANSWER: Sections 1-4 may be placed in multiple, separate binders, or one binder and tabbed to reflect which section it is. Section 5 will consist of your three volumes which also may be broken out separately into individual binders.

Question 12: Page 39 of 97 of the solicitation, paragraph 25: This clause requires a fee for estimating a potential project. If the project is awarded the amount will be deducted from the delivery order amount. Since delivery orders are based on units & cost data, this assumes the estimating/design is included in the negotiated price. This conflicts with paragraph 4 on page 34 of 97 which states that preparation costs are non reimbursable. Are we to assume that projects that fall under paragraph 39, will include the price for proposal preparation?

ANSWER: Project Estimating and Proposal Preparation Costs are two separate entities. Project estimating is used for those times when the Government does not have funds immediately available for the construction project and nonetheless the Government requests you to prepare a proposal. Once funds become available for the construction project, the amount previously paid under that delivery order for the project estimate shall be deducted from the total price of the delivery order issued for the actual construction. Proposal preparation costs are for those times when the Government does have funds available and you are asked to prepare a proposal. The contractor will be notified upfront the type of proposal request it is making.

Question 13: Please clarify Factor 3, Volume III (price): We did not see a clear definition of the term “coefficients). Do we understand that the separate coefficients is the “multiplier” that would be add to the RS Means cost data to include: wage rate variances, overhead, profit, etc.

(assuming all direct job cost, ie, superintendence, bonds, insurance, general conditions, etc are part of cost data base)?

ANSWER: Refer to the SABER basic specification Division 01 11 00 Para 1.06B which shows what the coefficient contains.

Question 14: In reviewing the solicitation you are requesting 3 prices. The IDIQ SABER Cost which is a lump sum price, the work hour coefficient and the various estimating fee prices. We did not see an explanation of what you want included in the IDIQ SABER Cost number. We understand what is needed in the other two numbers but need a clear description of what you want included in the IDIQ SABER number.

ANSWER: The IDIQ, SABER Contract Line and its subsequent option years is not priced.

You are only required to provide the work hour co-efficients and the various estimating fee prices.

Question 15: Can you post the sign sheet from the site visit?

ANSWER: No. Registered, interested vendors can be viewed at www.fbo.gov

Question 16: If the as-built drawings are not available prior to the 2nd of June will there be more time granted to ask questions generated by this change.

ANSWER: The receipt of proposals will be extended. See block 14 of amendment.

Question 17: Can we get the seed project SOW in Microsoft Word format? Everyone will need this to provide the required revised SOW.

ANSWER: Yes, a MS Word format seed project SOW will be posted by amendment to www.fbo.gov.

Question 18: On page 86 of the solicitation, Para 1.1, there is a requirement for a 3-page

Executive Summary. It also states that this summary is not included in the Volume 1 page limitation. Can we assume that the Executive Summary is to be placed in Volume I.

ANSWER: The executive summary is not part of Volume I. It should be placed before Section

1. Please refer to response to Question 11.

Question 19: On page 86 of the solicitation, Para 1.2 specifies several documents including a complete copy of the RFP (through Section M), Section A, Section G and Section K. In which volume to these documents belong.

ANSWER: These comprise Section 2. Please refer to response to Question 11.

Question 20: On page 88, Para 1.3.2.4 Volume I, Completeness of Seed Project; states: provide a detailed unit price cost estimate etc. Is our understanding correct that you want the Seed

Project pricing in Volume I- Mission Capability Technical/Risk.

ANSWER: Yes, seed project pricing should be placed in Volume I.

Question 21: Can we assume that SF 1442 and Section B will be placed in Volume III. In the text it does not specify either of these documents.

ANSWER: No, these documents are contained in Section 2. Please refer to the response to

Question 11 for placement.

Question 22: Is the Government exempt from Arkansas sales and use tax? Will that exemption transfer to the Contractor working on base? If not, is the sales/use tax applied to the gross receipts?

ANSWER: No, the Government is not exempt from Arkansas sales and use tax. The sales and use tax is only applied to materials.

Question 23: At what level is the location of Little Rock AR (720) applied to the Bare Costs?

Division Level: Material/Installation, Division Level: Total, Weighted Average:

Material/Installation, or Weighted Average: Total?

ANSWER: At each line item.

Question 24: In accordance with drawings provided in the solicitation, the office spaces for

Supt-147 sq feet and CEOISupt 139 Square Feet are being enlarged from their existing square footage. This enlargement must come from somewhere. The drawings clearly indicate that this additional square footage is provided by the office space immediately adjacent to the 25 sq. foot area that provides access to the exterior door. At the site visit, we were denied access to this office space and were told by Lt. Hines that this space was not part of the project. This differs from what the drawings indicate. At a minimum, we need as-built drawings to verify the existing conditions. Can we get these drawings or have an opportunity for a second site visit to access subject office space.

ANSWER: The 139 sq ft CEOI Supt room is not part of the seed project. No modification to this room is necessary to perform the work shown in the SOW. The enlargement of the Supt room to 147 sq ft comes from removing an existing wall that currently separates two smaller offices in this 147 sq ft space.

Question 25: We respectfully request As-Built Drawings as soon as possible in order to completely understand the areas or demolition and re-construction for the pricing of the Seed

Project.

ANSWER: Refer to the response to Question 6.

Question 26: For the carpet patching procedure, would it require the use of matched rolled carpet or carpet squares?

ANSWER: The carpet patching can be completed utilizing either method as long as the patterns match the existing carpet and there would be no obvious signs of patching.

Question 27: For Section 1.02-D (IT Office), do we need to demo/install a new ceiling grid system after the walls are removed?

ANSWER: Yes. The ceiling grid system will need to be demoed and a new one will need to be installed once the new configuration is obtained.

ANSWER: Walls will be prepped and painted where wall covering is to be removed.

Question 36: In the scope of work it states to remove and replace Electrical fixtures, are we to use a base standard?

ANSWER: Yes the base standard is to be utilized.

Question 37: Currently there are columns located within the Resource Section that are not reflected in the final floor plan. If they are found to be structural, does the base still request the contractor remove or update plan to leave in place?

ANSWER: The scope does not involve any column work, but if the contractor‟s design incorporates it, then all structural members need to remain unaffected.

Question 38: Will the bid due to the base be required to be in 4-Clicks format or will Cost

Works, using RS means be sufficient until awarded?

ANSWER: Contractor must provide a detailed price cost estimate utilizing R.S. Means Unit

Price Book in CSI Master format through e4clicks software for the seed project. Refer to

Question 45: Regarding the women's restroom ADA configuration. Will it be acceptable for the new configuration to only include one commode and one or two sinks? This will be the only way we can meet the ADA without moving walls.

ANSWER: No walls will be moved to reach a new configuration. It will be up to the designer to best utilize the space in regards to the number of fixtures. One sink is all that is necessary, but two toilets would be preferred if able.

Question 46: Are all items listed on page 86, under section 1.2, “Contract Forms”, to be included in Volume I? If yes, please confirm that they are not included in the 30 page limit for

Volume I

ANSWER: Refer to the response to Question 11. As these are not placed in Volume I, they do not apply to the 30 page limit.

Question 47: In the government construction specifications, Section 01009 – Initial Summary of Work- under “E. NEW CONSTRUCTION-Superintendent Office”; it lists constructing new walls. During the site visit In the area first visited, we addressed the new wall coming across the existing open room. On the provided plans there seems to be another (closet?) set of walls across from the wall discussed that was not addressed during the site visit.

a. Is this part of the scope of work?

b. If so, what is it? It is illegible on the provided drawings

ANSWER: Refer to the response to Question 45.

Question 52: The bathroom floor is raised about 2 inches. To meet ADA requirements this will have to be addressed.

a. What is under the floor causing it to be raised?

ANSWER: The educated guess is that the floor is raised 2 inches to get a sloped floor to a floor drain or to level up a badly cracked old floor slab. Or level up a prior sloped floor. We do not pour concrete over VAT so do not expect there is any down there. Might be some old ceramic tile, but doubt that. Assume there is a reason for the existing floor height and provide a proposal to make it ADA compliant.

Question 53: Are the toilets floor or wall discharge?

ANSWER: The toilets are floor discharge.

Question 54: Is the existing panel board (208/120v) located in the mechanical room?

ANSWER: Yes

Question 55: Is there available capacity and space to install four (4) additional 20 amp outlet circuits in the existing panel board?

ANSWER: Yes there is sufficient capacity.

Question 56: The government scope of work calls for the addition of only one (1) outlet in the new walls located in the superintendent‟s office. The NEC would call out for a minimum of 2 outlets to be located in each side of each wall. Should we follow building codes or government scope, as the two conflict?

ANSWER: The reference to one additional outlet in the SOW has been removed and the contractor is required to follow the NEC and LRAFB electrical design standards.

Question 57: To size the ducts and registers (CFM) for the new offices we would need the number of personnel that will be assigned to each new office space and the total amperage of equipment which will be used inside of each room (computers copiers, printers and such). Is that information available?

ANSWER: The contractor should design the project using basic/common office space configurations. i.e. equipment/personnel/etc.

Question 58: The government scope of work calls for louvers to be cut into new doors.

However, the SABER specifications state that interior louvered doors are not allowed. Which specifications shall the contractor follow?

ANSWER: This is a special circumstance/project. In this case louvered doors shall be allowed.

ANSWER: The doors should be wood to match the existing.

Question 60: To verify, not attending the site visit for the seed project does NOT disqualify from this proposal, correct?

ANSWER: Site visit attendance was not mandatory

Question 61: Is it possible to schedule a site visit of the seed project?

ANSWER: Another organized site visit will be held. See amendment.

Question 62: Does the CD that was handed out at the site visit have the same files found on fbo.gov?

ANSWER: No, the CD contains only the SABER basic specification with access to all folder links and hyperlinks. Refer to Solicitation page 85 for more information.

Question 63: In RFP Section L.1.2 Paragraph 3, it is stated that “the offeror shall submit one (1) electronic copy for each proposal part on a formatted Compact Disc (CD). The files shall be submitted using MS Word, Excel, PowerPoint, or Rich Text Format (rtf). No Adobe files shall be accepted.” However in RFP Section L.1.3.2.4 it states that we must “Provide a detailed unit price cost estimate utilizing the RS Means Unit Price Book in CSI Master format through e4clicks software for the seed project in *.e4c, *.xls, and hardcopy format…”

Could you please clarify which types of files are acceptable for the CD version of our proposal submittal?

ANSWER: The types of files as stipulated in Section L and Section M are correct.

Additionally, the direction stipulated in these sections for submission of the seed project must be adhered to. The Government requires information for the seed project to be submitted in the format identified in Section L and Section M.

Question 64: Page 39 of 97 of the solicitation, paragraph 26: This clause requires providing government with e4Clicks software & Means cost data books on a yearly basis. The cost of these items exceeds the guaranteed minimum yearly contract amount of the SABER. Will the cost of providing the software and books be considered a reimbursable expense?

ANSWER: There is not a minimum yearly guaranteed contract amount for the SABER. The contract minimum will be satisfied through the award of a delivery order for the seed project.

No, the cost of providing the software and books will not be considered a reimbursable expense.

Question 65: Please provide a delivery order history for the SABER program, including the number of delivery orders, value of delivery orders (or value range), in each work category (i.e.

standard work hours, non-standard work hours, etc.). This information will enable bidders to provide more competitive pricing.

ANSWER: Refer to the response to Question 42

Question 66: Regarding the delivery order history, please provide the dates of delivery order awards so we may understand the flow of work during various periods of the year.

ANSWER: Refer to the response to Question 42

Question 67: During the site visit questions were ask about the drawings that showed dimensions of building 536 for the seed project. I understood that those drawings would be available o/a 4 Jun 2010. I‟ve looked and have not seen them, is there another location for me to look or do I need to pickup a copy?

ANSWER: Refer to the response to Question 6

Question 68: It calls for the seed project to be prepared utilizing the e4clicks software. Not all businesses utilize this particular software and the cost to acquire this software is quite expensive especially just to bid on a solicitation you may or may not get. I understand why you would want everyone to utilize e4clicks, however it is an expensive gamble and is hard to justify.

ANSWER: Refer to the response to Question 38

Question 69: Ref: Page 87. The Government is asking for 1 electronic copy of each proposal part on a CD. Files shall be in MS Word, Excel, PowerPoint or RTF.

Certain files for the Seed Project are not created in any MS Office programs. For example, drawings are provided in CAD or Adobe formats, estimating is in e4Clicks. Will the

Government accept drawing and estimating files in Adobe formats (.pdf files)?

ANSWER: No, see the response to Question 63 and refer to the SABER Basic Specification 01

30 10 Page 35.

Question 70: For Item No. 000101 and 000102 in the Base Year and similar Item Nos. in

Option Years 1-4, does the Government want a coefficient or an amount in the line item?

ANSWER: Coefficient.

Question 71: For Item No. 000103, 00104, 00105, 000106, 000107 in the Base Year and similar

Item Nos. in the Option Years 1-4, does the Government want a percentage (%) of the Project

Estimating Fee or an amount in the line item?

ANSWER: As stated in the Solicitation Section H, Paragraph 25, Compensation for Project

Estimating will be determined by a set specified amount assigned to an order of magnitude of the total construction cost.
