| Are soils and materials testing costs (currently in Division 1 of the RS Means database) to be a direct cost line item or part of the Contractor’s coefficient? |

| The answer is that normal testing covered by the specifications is to be part of the contractor's coefficient. Testing directed by the government in excess of that expected as part of the specifications will be handled on a case-by-case basis. Example: Concrete testing for street pavement may call for a set of three beams for flexural testing for each XXX-number of cubic yards placed. This part of the testing is to be part of the contractor's coefficient. If the government asks for additional testing in excess of this, it will be paid for as additional testing. |
