MEMORANDUM FOR RECORD

SUBJECT: Site Visit, Solicitation - FA4417-14-R-0001

Project title – SABER IDIQ & Seed Project Renovate Common Area Bldg 90352

1. A site visit was accomplished on 12 May 2014.

2. Everyone was asked to sign in and to check the appropriate block if they would like to have their names posted on FBO for sub-contractors and suppliers. Introductions were made: Contracting Officer- Mr. Charles (Mike) Carnley; Contract Administrators- Lt Eric Kastmiler, TSgt Timothy Emeott and Mr. Romeo Reyes, Construction Engineers-Mr. Jim Radford.

3. The following items were discussed:

- Solicitation number FA4417-14-R-0001. Current closing date of 29 May 2014 @ 2 PM. The date and time clock outside this room will be used to determine the time proposals are received. One minute late is still late.

- Immediately following this briefing, we will visit the Seed project site. A map to the site was provided.

- The contract administrators contact information is on page 53 of the solicitation.

- Sections L and M of the solicitation have changed; therefore, it is vital to ensure compliance with all proposal submission requirements in Section L. These two sections contain the proposal preparation instructions and evaluation factors for award. Failure to ensure compliance with all submission requirements could potentially make an offer non-responsive and ineligible for award consideration. For example:

There are two sub factors for Technical: Seed Project requirements and Management Plan and Qualifications.

- Past Performance –

- Identify past contracts for efforts similar to the Government requirement as stated in the RFP.

- All references for work that has not been performed within six (6) years of the issue month of the solicitation will not be evaluated.

- Contracts must include a summary of the previous contracts to include the project name, name and address of customer, name, telephone number and/or e-mail of customer contact or contracting officer, dollar value, period of performance, completion date and brief description of work performed.

- It is your responsibility to mail out past performance questionnaires to your previous customer contacts, and ensure they are completed and returned the contracting POC no later than the closing date of the solicitation.

- Each volume states the number of pages allowed.

- Bid Bonds are required.

- Electronic offers will not be accepted. The only part of the solicitation that is accepted electronically is the Past Performance Questionnaires.

- Attendees are advised of the requirement to submit all questions in writing to the Contracting office NLT COB 19 May 2014.

- All questions must be submitted in Word format. Only those questions asked and answered in writing will be considered binding to the government. Send all questions to Timothy Emeott at email timothy.emeott@us.af.mil And Erik Kastmiler at email erik.kastmiler.1@us.af.mil AND Romeo Reyes at email romeo.reyes.1@us.af.mil.

- An upcoming amendment will be processed to address the following items:

1. Change the suspense date on when questions are due from 17 May 2014 to 19 May 2014.

2. Clarify title of solicitation that was posted on FBO to FA4417-14-R-0001.

3. Clause HF 045 will be incorporated into the solicitation. Clause adds information/guidance for contractors on sending Personal Identifiable Information.

- It was reiterated, this requirement is set-aside as a competitive 8(a) solicitation restricted to companies in SBA Region IV. It was also stressed to thoroughly review the requirements stated in Section L and M. In the past, contractors were eliminated from competition because the requirements stated in the solicitation were not met.

- A question was asked if the Seed price proposal needed to be submitted for evaluation. The answer was “Yes”, as stated in Section L, the Seed project proposal is required. However, the Seed project proposal cost is not an evaluation factor in selecting the IDIQ contractor.

- No other questions were asked and all parties proceeded to building 90352.
