SOLICITATION NO. FA4417-14-R-0001

PROJECT: SABER IDIQ & Seed Project Renovate Common Area Bldg. 90352

QUESTIONS - ANSWERS:

1 - 30

22 May 2014 Question 1: PAST PERFORMANCE - does the government want the past performance information to be provided at the Master Contract level or at the individual task order level?

Answer: To meet the past performance requirements listed in Section L, provide information at the Master contract level.

Question 2: Page 70 of subject RFP cites that relevancy will be determined using the “Past Performance Information Forms (PIFs).” Is it the government’s intent to provide the PIF template?

Answer: An amendment will be processed to change the PIF reference above to reflect Past Performance Questionnaire.

Question 3: Factor II, Volume II – PAST PERFORMANCE is limited to 20 pages. Section 3.1.2 states that the maximum number of Past Performance references provided is 10 – this works out to be 2 pages per reference. Section 3.1.3 requests that for the Past Performance references provided in 3.1.2, that a summary for each reference be provided, and each reference should not exceed 1 page per reference. Please clarify as it seems contradictory.

Answer: An amendment will be processed to change the reference limitation page from 1 page to 2 pages in paragraph 3.1.3.

Question 4: Are there a minimum number of Past Performance references that need to be provided? Your response will help us decide if we should submit two references – 5 pages each, or ten references - 2 pages each.

Answer: No minimum number of Past Performance references required.

Question 5: Section 2.1.2.2 Qualifications (page 57) states that the key personnel (Project Manager, Project Superintendent, and Project Foreman) are all to have two (2) years of experience in Industrial Construction. Do you mean similar type FEDERAL construction experience? If not, please define Industrial Construction.

Answer: Industrial Construction in this context includes any similar commercial and/or federal construction experience.

Question 6: Note on page 58 reads, “One of the two personnel identified above (Project Superintendent and Project Foreman) shall be on site at all times…” With a potential of 20 task orders concurrently on going, please confirm that this means that one of these two personnel have to be on-station at all times that work is ongoing but not necessarily at the building or location where the work is occurring.

Answer: One of the two personnel identified in paragraph 2.1.2.2, Project Superintendent and Project Foreman, shall be on-site at all times to comply with FAR Clause 52.236-6.

Question 7: Page 58 reads. “Project Foreman: For each TO…” Do you mean to say, “Project Foreman: The contractor shall assign a Project Foreman with a minimum of …”

Answer: Paragraph 2.1.2.2 will be changed to read “The contractor shall assign a Project Foreman with a minimum of …”

Question 8: Are there restrictions on the number of active construction projects at one time that the project foreman can be assigned to, similarly to the restrictions placed on the Project Superintendent?

Answer: The are no set limits to the number of task orders a project foreman can be working.

Question 9: Please define the design and / or drawing requirements for the demonstration project.

Answer: The SEED project identified in paragraph 2.1.1 does not require the contractor to provide a design and/or drawing.

Question 10: If we do not have in-house A/E capabilities, do we need to name the firm, and submit a teaming agreement with the firm, that we intend to utilize to support the design effort required by this contract?

Answer: Per the requirements section 2.1.2, an A/E firm must be identified that will meet all the requirements identified in Section M.

Question 11: Subfactor 2 – Management Plan and Qualifications cites that the plan should be IAW Section 3.1 of the SABER SOW. Should the plan also be IAW with Section 29.2 of the SABER SOW? And if so, please confirm that 29.2.1 through 29.2.5 are to be addressed in the Quality Control Plan that is to be submitting by the winning company post-award, and not in the Management Plan. The clarification is being asked due to the last sentence in 29.2 using the word “proposal” and not “submittal”.

Answer: No, the Management Plan should be IAW Section 3.1 of the SABER SOW only. The last sentence of paragraph 29.2 has been changed from “proposal” to “submittal”.

Question 12: Line item 4.6.6 of the Seed Project SOW says install new AHU. See provided drawings for sizing details. Are we replacing the AHU in kind or do you want us to verify that the ductwork and the AHU are the proper size and react accordingly.

Answer: The current AHU and ductwork is properly sized. Replace in kind.

Question 13: Paragraph 4.2.12 of the Seed Project SOW says install new range hood and associated suppression system. Can we reuse existing hood and suppression system?

Answer: Install new range hood and suppression system

Question 14: We have reviewed the bid documents for Seed Project for the renovations of bldg. 90352 and noticed that the Fire protection As-Builts were not included with the As-Built Conditions drawings. Will the Fire Protection As-Builts be made available prior to bid date?

Answer: Fire Alarm As-Builts are not available for this project.

Question 15: Ref SEED Project - The Specifications section 21 13 18: High Expansion Foam System was included in the bid documents, however we assume this section does not apply to this project. Please clarify.

Answer: The referenced section 21 13 18 is from the base master specifications attached to this solicitation. These specifications cover all base requirements and are not tailored to any specific project. Attachments 3 and 5, SEED statement of work and drawings respectively, do however cover all items under this project and the base master specifications should be used to reference base standards.

Question 16: Ref SEED Project - Vending Room Scope Item 4.2.12 state to install new kitchen range hood system and associated suppression system. Could you please provide the manufacture and/or type of range hood you’re seeking? Clarify if we are to match existing hood type and manufacture.

Answer: Specific data sheets are not available for the existing hood/suppression system. Contractor is not required to match existing system, but to provide a hood/suppression system that meets fire code for a dormitory environment.

Question 17: Ref SEED Project - Current Building code indicates that all Fire Alarm Panels be installed inside of a conditioned space, at the site visit it was determined that the current Fire Alarm Panel is located inside an area that is not currently conditioned. With this project involving new HVAC system, is it the Government’s intention require this room be upgraded with HVAC to bring the mechanical room up to code as well?

Answer: Conditioning the space where the fire alarm panel is currently located will be accomplished by a later, separate project.

Question 18: - Ref SEED Project - Based on paragraphs 4.1.1 and 4.2.12, it appears the Government may intend to replace the existing kitchen hood “like-for-like” with exception of the exhaust ductwork. Our interpretation of the IMC Section 507 is that this range could be used for cooking that will produce grease or smoke therefore requiring a Type I Commercial Kitchen Hood.

18a. Can the government clarify what this appliance is used for?

18b. Will it be used for cooking that will produce grease or smoke and shall the contractor propose a Commercial Type I kitchen exhaust hood with tempered makeup air and fire suppression? Or, alternatively, shall the contractor propose a new hood to match existing?

Answer: This is considered a residential installation and not a commercial, so use NFPA 17A as your reference instead of IMC Section 507. Our intent is to replace the existing kitchen hood with a new kitchen hood/suppression/alarms system. The range could be used to cook anything you would on your household range.

Question 19: What amount is the bid bond supposed to cover, ie task order, base year minimum, base year maximum, etc?

Answer: The bid Bond amount shall be 20% of the base year total price or $3M, whichever is less. An amendment will be accomplished to reflect this clarification.

Question 20: What was the previous awarded coefficient?

Answer: Recent Freedom of Information Act (FOIA) request for this information was denied under FOIA Exemption 4. It was determined pricing information is proprietary to the contractor awarded the contract and cannot be released. Disclosing this information could put the contractor at a disadvantage during upcoming acquisitions if other know of their information.

Question 21: Will an office or any GFE be provided for the successful contractor? If so, what will be provided?

Answer: See paragraphs 14.0 and 15.0 of the SABER SOW Question 22: What has the historical average and type of work been awarded and in what calendar spacings?

Answer: See answer to question 28. Additionally, the award price for the task orders under the current SABER contract can be found on website https://www.fpds.gov . Information can be retrieved by doing an EZSearch using contract number FA441709D0001.

Answer: Currently, the proposal due date is 29 May 2014. However, interested parties must monitor Fed Biz Opps, at website www.fbo.gov for any changes.

Question 24: Ref SABER SOW :

7.0 DESIGN & CONSTRUCTION ORDER – SABER

7.2.4 PE and/or FPE Certification. (Our question is whether the PE can be the FPE if he or she has typically 5+ years’ experience designing fire suppression systems, or does this engineer have to be specifically certified as a Fire Protection Engineer.)

Later you say “All sprinkler and fire alarm designs require FPE certification.” Our question is can this certification be done by a mechanical professional engineer with fire protection experience but not a specific fire protection engineering certification. In the past the Air Force, in our experience has accepted this approach.

Please define the requirements of a Fire Protection Engineer. Can a Mechanical Engineer with 5+ years designing sprinkler systems sign and seal sprinkler systems.

Answer: See Hurlburt Base Master Specification Section13 13 00 and 28 31 00 for further clarification. Certification requirements for both suppression system and fire detection/alarm/ systems are described under the submittals paragraph of each specification section.

Question 25: Ref SABER SOW, Item 7.2.1 second from last sentence, please define engineering fee line items specifically, or direct us to reference.

Answer: If a task order requires A/E design support, the contractor will include the appropriate RS Means line item(s) for the engineering fee.

Question 26: Section 29.2 of the SOW states that the Quality Control Program, as required by FAR 52.246-12, “requires employment of a QC manager for the sole purpose of QC duties and shall not have any overlapping responsibilities.” Please confirm that the expectation under this contract that this person / function be provided in addition to the Contractor Personnel required by Section 3.1 of the SOW.

Answer: The QC manager shall be part of the contractor’s staff but is not included in Section 3.1 of the SOW.

Question 27: What is Governments expectation with respect to annual number of anticipated concurrent task orders, number of task orders annually, and average task order size? We request this information to better aid in the development of our staffing plan and ultimately our coefficient.

Answer: The numbers are anticipated expectations:

Answer: The government’s expectation on anticipated task orders are estimated to be similar to the current SABER contract. See answer to question 28 for historical data.

Question 28: We know that there is an existing current Hurlburt Field SABER that is approaching the end of its 4th option year. Would you please provide for this current Hurlburt Field SABER contract the historical annual contract value; average task order size; task order size range (smallest task order awarded and largest task order awarded) by year; and the number of task orders awarded annually under the existing Hurlburt Field SABER contract.

Answer:

· Number of task orders annually – 40

· Number of concurrent running task orders 25

· Avg size of task order – $100K Additionally, the award price for the task orders under the current SABER contract can be found on website, https://www.fpds.gov . Information can be retrieved by doing an EZSearch using contract number FA441709D0001.

To obtain additional information, a FOIA request must be submitted to HQ AFSOC/A6OK (FOIA), 100

Bartley Street, Suite 137E, Hurlburt Field, FL 32544, or online at https://www.efoia.af.mil/palMain.aspx.

Question 29: Other similar RFPs have required a price development narrative in support of provided coefficient. This RFP states that “the offeror’s price will be evaluated for completeness and reasonableness”, however, the RFP does not require a narrative on how the offeror developed his price. How will the Government determine completeness and reasonableness without requiring a detailed explanation of how the offeror developed his price? Should a narrative be provided in support of coefficient development to aid in the evaluation coefficients for completeness and reasonableness?

Answer: No price development narrative required with proposal. Evaluation of pricing will be accomplished as outlined in Section L & M, and IAW with FAR Part 15.4.

Question 30: As stated in the solicitation, Section L Paragraph 3.1.8.2 states “At the time of the initial contract offer and at the time of award, each business must be 8 (a) certified by the SBA. In order to submit an offer on a specific 8 (a) contract, each business concern in a teaming agreement must be small under the designated NAICS size standard, and must also be small when combined in the aggregate of all teaming affiliates.”

Does this statement exclude a small business from participating in this bid with a large business as a teaming partner?

Answer: In accordance with CFR Title 13, Part 121.103, if teaming with a business that exceeds the applicable size standard; the contractor is ineligible to submit a proposal.
