FA3099-17-R-0004, Airfield Management Services Answers to Submitted Questions as of May 23rd 2017
1. Reference PWS Paragraph 2.6: The paragraph states the SP is to provide personnel to fulfill the duties of the AFM, AAFM, and AMOM. Please confirm the Government agrees that one person can fulfill two of these functional responsibilities.
Answer: The AMOM is a dedicated position that must be filled by someone who is not in the AFM and AAFM position. The AMOM may work as the AMOM and the AMTM. The AFM and AAFM duties must also be done by different people.
2. Reference PWS Paragraph 3.1.2.1: The paragraph states the hours of operation for Monday- Friday, Sunday, and during periods of night flying. Please provide an estimate on the number of days per year where night flying will take place.
Answer: The contractor is responsible for all of the night flying hours. Night flying is scheduled for every three weeks and Mondays as mission requirements dictate.
3. Reference PWS Paragraph 3.1.2.1: The paragraph states the hours of operation for Monday- Friday, Sunday, and during periods of night flying. Please provide the window required for the 5 Saturdays/year when services will be required.
Answer: Approximately 8 hours each Saturday.
4. Reference PWS Paragraph 3.1.2.4: The paragraph states the SP will provide support for special events and contingencies. Please provide an annual estimate on the number of hours beyond the normal service windows established for support.
Answer: Estimated at approximately 20 hours annually.
5. Reference PWS Paragraph 3.2.7.1: The paragraph states the SP is to provide vehicles required for AMS. Would the Government be willing to sponsor the SP for access to lease vehicles through the
GSA?
Answer: No, the Government will not be sponsoring access to lease vehicles through GSA.

6. Reference PWS Paragraph 6.4: The paragraph references a security clearance requirement for SP staff requiring access to classified information/materials. There is no DD254 provided with the solicitation. Please provide a copy for review by all Offerors.
Answer: The SP will not have a need to access classified material, a DD254 is not required. The SP will be required to complete a NACI investigation.
7. Reference PWS Appendix D: The workload figures are not recent/current figures. Please provide an updated workload for Offeror review.
Answer: The revised PWS was provided in the update posted to FBO on 5/23/2017.
8. Reference Collective Bargaining Agreement: Are there any conformed positions for this solicitation?
Answer: It is the Government's understanding that for the current contract all employees, other than management positions, fall under the CBA position description "Flight Data Assistant." However, beyond this statement, the Government declines to comment as not to appear to endorse any particular staffing arrangement.
9. Can you please confirm that proposals may be submitted via email.
Answer: Yes proposals may be submitted via email to TSgt Jaclyn Kaiser jaclyn.kaiser@us.af.mil and Mr.
Charles Frerich charles.frerich@us.af.mil. Another acceptable form of submission is via USPS or other commecial package carriers. Fax will not be an acceptable form of submission.
10. Can the self inspection checklists be posted to FBO.
Answer: Yes. The self inspection checklists (SAC) are posted. These are the current versions but they are subject to change at any time.
