3.0 VOLUME I – PRICE PROPOSAL

Volume Organization

I. VOLUME I – PRICE PROPOSAL

(a) General Instructions: The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the CO determines that adequate price competition no longer exists;

offerors may be required to submit other than certified cost or pricing data to the extent necessary for the CO to determine the reasonableness of the price.

Unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an Offeror’s proposal. Compliance with these instructions is mandatory and failure to comply may render your proposal ineligible for award. Offers shall be sufficiently detailed to demonstrate their reasonableness and balance. The burden of proof for credibility of proposed costs/prices rests with the Offeror.

(b) Bid Schedule: The Offeror shall complete the Bid Schedule of the RFP and submit with Volume I Price Proposal and the electronic Bid Schedule provided at Attachment 3 of this RFP, and submit with volume II Technical Proposal in accordance with these instructions. A unit price shall be proposed and inserted for each Firm Fixed Price (FFP) Contract Line Item Number (CLIN) for each performance period and shall be rounded up to two decimal places.

The extended amount must equal the unit price multiplied by the number/quantity of units.

In the event of a discrepancy between the electronic version and the hard copy submission of the Bid Schedule, the hard copy shall take precedence. The proposed prices shall be based on the Offeror’s own technical approach submitted in the Technical Proposal (Volume II) and the Government’s Performance Work Statement (PWS) requirements as set forth herein.

(c) The Offeror's proposal shall include a signed copy of the solicitation. Complete blocks 12, 17, 26, and 30 of the SF 1449. Signature by the Offeror on the Standard Form 1449 constitutes an offer, which the Government may accept. Complete all contract clause fill-ins if applicable. The Offeror's proposal shall include a signed copy of the Representations and Certifications. The Offeror may submit a signed copy from the Online Representations and Certifications in the System for Award Managagement (SAM) website in lieu of completing the representations and certifications included in the solicitation.

(1) The Technical Volume shall be specific and complete. In the Technical Volume, address your proposed approach to meeting the minimum performance or capability requirements of each technical Sub factor.

(4) Your responses will be evaluated against 52.212-2, Evaluation Factors.

(5) Provide as specifically as possible, the actual methodology you would use for accomplishing and satisfying the requirements.

(END OF ADDENDUM TO 52.212-1)

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

1. This acquisition will utilize the Test Program for Certain Commercial Items, in accordance with FAR Subpart 13.5. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR.15.101-2. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable Offeror with the lowest evaluated price, who is deemed responsible in accordance with FAR Part 9.104 and whose proposal conforms to the solicitation requirements.

The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by this solicitation. It is the Government’s intent to evaluate proposals and award contracts without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price, and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer (CO) later determines them to be necessary.

2. The Government intends to award 1 contract for this, 100% Service-Disabled Veteran Owned Small Business Set-Aside, Furnishings Management Operation Services acquisition. The resultant contract will have a 12-month base ordering year. The contract will include four options, with the potential to extend the contract and additional 6 months beyond the awarded contract performance period. In the event the Government requires continued performance, the Governments evaluation of the prices proposed will be considered fair and reasonable as applied to the extension of services. Should an extension of services be required rates will only be adjusted only as a result of revisions to the applicable prevailing Department Of labor wage rates.

3. Unless specifically identified in your proposal, by submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or sub factors.

All technically acceptable proposals shall be treated equally except for their cost/price record.

Failure to meet a requirement may result in a proposal being determined ineligible for award in the absence of discussion.

4. All offers received by the time specified in the solicitation will be ranked based on initial assessment of total overall evaluated prices, followed by a full evaluation of Technical Acceptability of all proposals, then Price Reasonableness of the low priced technically acceptable proposal. Only proposals rated technically acceptable are eligible to receive an award. Initial Proposals: The Government will rank proposals based on Offeror’s Total Evaluated Price (TEP), followed by a full evaluation of Technical Acceptability. Proposals will be evaluated as follows:

Rank by Total Evaluated Price, as submitted. The Government will rank all proposals by the initially proposed TEP, from lowest to highest, including all option years. The Government will select all priced proposals for technical evaluation. An Offeror’s proposed TEP will be determined by multiplying the quantities identified in the Bid Schedule by the proposed unit price for each CLIN. The extended amounts for each CLIN will then be totaled to obtain the total for each performance period. The total for the basic performance period will then be added to the total for each Option period to obtain the TEP. The TEP consists of the base and all options periods. In addition the Option to Extend Services Clause (FAR 52.217-8), is also considered part of this overall evaluation for the base and all option years.

(a) The agency will reject and not consider for award any proposal found technically unacceptable and ineligible for award under the terms of this RFP, in the absence of discussions.

(b) Price Evaluation: the Government will conduct a complete Price Analysis on the lowest priced technically “Acceptable” offer, to determine if proposed prices are reasonable and balanced. All proposed prices for all contract periods will be evaluated for reasonableness, which may be determined based on prices submitted by the competition, historical pricing, current market conditions, comparison to the Independent Government Estimate, and/or other proposal analysis techniques as described in FAR 15.404-1. Evaluation of option prices will not obligate the Government to exercise options. The Government will evaluate option year prices for improper escalation of SCA prices components and that, if prices deemed escalated, this will render proposed unacceptable and ineligible for award in the absence of discussion. The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate price reasonableness. Proposed CLIN prices will be evaluated for unbalanced pricing. Unbalanced pricing exists when, despite an acceptable TEP, the price of one or more CLINs or sub line items appears to be significantly overstated or understated as indicated by the application of price analysis techniques. An Offeror’s proposal may be rejected if the CO determines that the lack of balance poses an unacceptable risk to the Government in the absence of discussions.

Technical Acceptability. The Government will evaluate all proposals for technical acceptability on an Acceptable/Unacceptable basis. All technical criteria must be rated “Acceptable” to be considered Technically Acceptable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. If award is made without discussions, proposal revisions will not be permitted. Offerors are advised that their initial submission should be their best effort. The failure of a proposal to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award in the absence of discussions.

(c) Technical Acceptability: The technical factor will receive one of the ratings listed below:

Acceptable: Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.

(1) Technical Factor 1 – Manning: The Government will evaluate the manpower mix proposed by the contractor to determine if it is sufficient to meet all requirements of the performance work statement. In making this assessment the Government will evaluate the numbers, types, and skills of the personnel proposed against the requirements of the performance work statement. The Government will measure the proposed resource mix against the estimated quantities in the bid schedule as the projected level of work.

The standard for Manning has been met when: Proposed manning mix has sufficient numbers, types, and skills of personnel to accomplish the estimated workload in the bid schedule in accordance with the performance work statement.

(2) Technical Factor 2 - Corporate Experience: The Offeror shall provide the following information for all corporate experience. Corporate experience not accompanied by all the information specified will not be considered by the Government. To be considered, experience shall be commensurate with the size, scope and technical complexity of the requirement. The Offeror shall provide at least one contract where the Prime performed 50% or more of the work. The requirements below could be met through one or more contracts.

The Government will not consider nor evaluate experience that concluded more than three years from the original solicitation release date. Corporate experience shall include all of the following at a minimum:

(i) The Offeror shall provide 3 years of past experience similar in size, scope, and complexity to the entire scope of the PWS. For each contract offeror must provide:

contract number, Contract Title, Period of Performance, customer or company name and Description of work performed.

The standard for Corporate Experience has been met when: The Offeror adequately demonstrates in-depth, comprehensive, technical experience of the entire scope of requirements outlined in the PWS.

(3) Technical Subfactor 3 - Management Plan: The Offeror shall provide an approach and a process to efficiently and effectively measure, track, analyze report, and implement corrective actions on the Furnishings Management Operation Service. This process shall include:

a. Managing delivery consisting of furnishing items physically moved.

b. Managing movement of large scale household of various sizes at multiple locations.

c. Managing warehouse storage.

d. Documenting annual/semiannual inventories of furnishings and appliances.

e. Operate office computer equipment.

f. Effectively communicate via electronic messaging.

g. Ability to enter electronic data regarding household furnishings data as it relate to all warehoused furnishing.

The standard for Management Plan has been met when: The Offeror adequately demonstrates a sound, comprehensive, realistic, effective, and efficient technical and management approach to provide and manage the appropriate qualified workforce to achieve consistent and efficient operations in accordance with the entire scope of the requirements of the PWS with no disruption in operations.

5. The Government intends to award without discussions. However, the government reserves the right to conduct discussions if deemed in its best interest.

6. If the Government decides to conduct discussions, the government will first establish the competitive range. Prior to establishing the competitive range, the government will evaluate all offers against all factors in the solicitation. The government will then establish the competitive range consisting of the most highly rated offerors based on evaluation of all offers against all factors. The Government reserves the right to further limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If, after discussions have begun the government determines that an offeror’s proposal should no longer be included in the competitive range, the proposal will be eliminated from consideration for award. This may occur at any time even if not all material issues have been discussed or if the offeror has not yet been afforded the opportunity to submit a proposal revision. Written notice of exclusion from the competitive range will be provided to unsuccessful offerors. After conclusion of discussions and receipt of final proposal revisions, technically acceptable proposals remaining in the competitive range will be ranked by Total Evaluated Price. The Government will conduct a complete Price Analysis on the lowest priced technically “Acceptable” offer, to determine if proposed prices are reasonable and balanced in accordance with the procedures in paragraph 5. Award will be made to the lowest priced technically acceptable proposal subject to a determination of responsibility.

7. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the options.

8. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
