3.0 VOLUME I – PRICE PROPOSAL

Volume Organization

I. VOLUME I – PRICE PROPOSAL

(a) General Instructions: The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the CO determines that adequate price competition no longer exists;

offerors may be required to submit other than certified cost or pricing data to the extent necessary for the CO to determine the reasonableness of the price.

Unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an Offeror’s proposal. Compliance with these instructions is mandatory and failure to comply may render your proposal ineligible for award. Offers shall be sufficiently detailed to demonstrate their reasonableness and balance. The burden of proof for credibility of proposed costs/prices rests with the Offeror.

(b) Bid Schedule: The Offeror shall complete one original hard copy and 2 copies (hard copy) of the Bid Schedule of the RFP and submit with Volume I Price Proposal and one CD-

ROM electronic copy of the Bid Schedule provided at Attachment 3 of this RFP, and submit with Volume I Price Proposal in accordance with these instructions. A unit price shall be proposed and inserted for each Firm Fixed Price (FFP) Contract Line Item Number (CLIN) for each performance period and shall be rounded up to two decimal places. The extended amount must equal the unit price multiplied by the number/quantity of units. The bid schedule shall be completed as is with no changes made by the offeror. In the event of a discrepancy between the electronic version and the hard copy submission of the Bid

Schedule, the hard copy shall take precedence. The proposed prices shall be based on the

Offeror’s own technical approach submitted in the Technical Proposal (Volume II) and the

Government’s Performance Work Statement (PWS) requirements as set forth herein.

II. VOLUME II – TECHNICAL PROPOSAL

(a) General Information: All the requirements specified in the solicitation are mandatory.

(1) The Technical Volume shall be specific and complete. In the Technical Volume, address your proposed approach to meeting the minimum performance or capability requirements of each technical Sub factor.

(1) Marketing presentations are not wanted and will not be evaluated. Hard and compelling evidence of capabilities is required to receive credit for evaluation factors.

(3) Legibility, clarity, and coherence are very important.

(4) Your responses will be evaluated against 52.212-2, Evaluation Factors.

(5) Provide as specifically as possible, the actual methodology you would use for accomplishing and satisfying the requirements.

(b) Technical Evaluation Criteria:

(1) Technical Factor 1 – Manning: The Offeror shall provide the manpower mix proposed to determine if it is sufficient to meet all requirements of the statement of work.

To include the following as a minimum: the numbers, types, and skills of the personnel proposed against the requirements of the performance work…
