Soilicitation No. FA3047-14-R-0005 FMOS Service JBSA
Question and Qnswers 14 August 2014, Amendment 0004
Question No. 121: Section 1.1.9. of the PWS states that: The contractor shall perform maintenance and repairs on furnishing per AFI 32-6004, Furnishings Management, paragraph
3.8.2. The contractor shall perform minor touch-up of surface, tightening and adjusting hardware, and minor re-gluing. Question: will the government consider adding a NTE ODC
CLIN for repairs/maintenance since the amount of repair parts required is unknown. By providing a NTE ODC CLIN for repair parts it will allow for all offerors to be evaluated on a level playing field.
Answer No. 121: No. See Amendment 0004, dated 14 August 2014, Reference Revised Bid
Schedule RFP and Attachment 3.
Question No. 122: Price Proposal: The instructions to offerors says to submit Original plus 2 copies of Volume I (Price) and Volume II (Technical); however, the instruction for the Bid
Schedule(Attachment 3) states to submit only one hard copy and an electronic copy(CD-Rom) of
Attachment 3 with Price Volume I. Question: Does the offeror submit 1 hard copy of the Bid
Schedule or 1 original plus 2 copies and an electronic version? Also, the revised instructions do not reference submission of Schedule B CLIN structure. Does the government intend for the offeror to submit Schedule B (of SF1449) as part of their Price volume or only Attachment 3?
Answer No. 122: See Amendment 0004, dated 14 August 2014. Reference 52.212-1
Addendum, para. 2.1.2, 2.1.3, and 3.0.I(b).
Question No. 123: Reference Appendix A Estimated Workload Data; we are still finding a large disparity in numbers as follows:
(pg 19 of 36) JBSA-FSH Line item 3 & 4; Estimated # of deliveries and pickups total 154 per month in 2012; 170 per month in 2013
(pg 24 of 36) JBSA-FSH Number of Pickups & Deliveries 2012 total 520 annually; 2013 194 annually
(pg 19 of 36) JBSA-RND Line item 3 & 4; Estimated # of deliveries and pickups total 33 per month in 2012 and 36 per month in 2013
(pg 24 of 36) JBSA-RND Number of Pickups & Deliveries 2012 total 95 annually; 2013 88 annually
Please clarify so that we may estimate the proper labor needs for this project.
Answer No: 123: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, Appendix A, See Tables JBSA-FSH & JBSA-RND (Number of Customers Serviced Last Five
(5) Years).
Question No. 124: Please confirm that the workload statistics shown on Appendix A; page 19 for estimated pieces moved, estimated repairs, estimated deliveries and estimated pickups are in fact monthly volumes.
Answer No. 124: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, dated 14 August 2014, para. 1, 1.1, and 1.1.4 (The workload is estimated data for informational purpose only).
Question No. 125: Reference Q&A #32 and #84; Answer to #32 states Offerors to provide the entire solicitation and all Amendments to include signatures on Solicitation and Amendments;
Answer to #84 states Volume I is to consist of CLIN tables and Attachment 3; Do you also want the entire solicitation package of 112 pages plus all amendments included in Volume I submission?
Answer No. 125: Yes.
Question No. 126: Reference PWS paragraph 1.1.5 and associated pricing CLIN’s for mass moves; we respectfully ask that the pricing structure be re-visited. If a mass move must be completed in 5 – 10 days assuming normal business hours of 8 hours per day that would equate to a billing of 40 to 80 hours per move; however that move could range from 500 pieces to as many as 10,000 pieces. A flat hourly rate per job to provide enough labor to move 500 pieces in
5 – 10 days should cost much less than providing a flat rate for enough labor to move 10,000 pieces. Suggest pricing be requested on a per piece rate or an hourly rate per laborer not per job and the number of laborers could be negotiated at the time of the move according to the size of the job.
Answer No. 126: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, dated 14 August 2014, para. 1.1.5 and Bid Schedules RFP and Attachment 3.
Question No. 127: The third sentence in Paragraph 1.1.5. needs some clarification. The sentence as written is confusing. We don't understand the government's intent with this sentence.
Please clarify.
Answer No. 127: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, Question No. 128: Responses to questions 14 and 69 of the Q&A released as part of
Amendment 3 states CLINS 2, 3, 5, 6, 8, & 9 are not hourly rates per employee. However, the bid item states to supply an hourly rate. Is it the government's intent to have the contractor provide a fully loaded (e.g. labor, equipment, supplies, vehicles, etc.) hourly rate for the entire crew supporting the mass move and emergencies?
Answer No. 128: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, Question No. 129: Is Amendment 3 stating that Attachment 3 is the only document we place on the electronic CD? Are we not to place any of the other items - the standard signed forms, Reps and certs, or volume I and II of the proposal onto the CD? Please clarify.
Answer No. 129: Yes, correct.
Question No. 130: For pricing, do we include the completed CLIN tables in Volume I of the proposal, as well as the Attachment 3 spreadsheet? In other words, do we submit pricing in 2 different formats - on the CLIN tables, and on the spreadsheet? Please clarify.
Answer No. 130: Yes.
Question No. 131: With additional questions due today by 1PM and proposals currently due
NLT 3PM on Monday, Aug. 18 - will there be an extension of the due date to permit the government time to answer additional questions and for the offerors to revise their proposals as a result of the new Q&A? Even if final Q&A is released tomorrow (Friday), that will not give offerors time to get their proposals to the government by Monday. I respectfully request that the due date be extended to Wed, Aug 20 in order to allow the government and the offerors time to respond to Q&A resulting from the Q&A released with Amendment 0003.
Answer No. 131: See Amendment 0004, dated 14 August 2014. (extension due date revised)
Question No. 132: Reference Q and A #14: If CLINs X002, X005 and X008 are to be priced as an “Hourly Mass Move Crew Rate” (not per employee) and as the number of furniture pieces per building ranges from 500 to 10,800 ( a difference of 2000%), the number of people necessary to accomplish the task within the required times will vary greatly, not to mention the potential for overlapping mass moves. Question: Please identify the buildings by year and location that will realize a mass move during the course of the contract term in order for the offerors to properly price the proper number of people needed.
Answer No. 132: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, dated 14 August 2014, para. 1, 1.1, and 1.1.4 (The workload is estimated data for informational
Question No. 133: Reference Q and A # 26 and #48: After reviewing the newly released
Estimated Workload in Appendix A (page 19 of 36) and the Historical Workload (page 24 of 36) which was released with the revised PWS in Amendment 0003, disparities still exist. For example, the historical monthly Pick-up and Delivery for JBSA-FSH in 2012 was 43, however the estimated monthly Pick-up and Delivery for the same period is 154. And in 2013 the historical monthly Pick-up and Delivery was 16 while the estimated monthly Pick-up and
Delivery is 170. Question: Which of these numbers should be used to determine the required staffing – the historical numbers or the estimated numbers?
Answer No. 133: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, Appendix A, See Tables JBSA-FSH & JBSA-RND (Number of Customers Serviced Last Five
(5) Years).
Question No. 134: #1 Background: Reference Question #78, and Section 1.1.5, PWS for FMO
JBSA, revised 12 August 2014 (Amendment 0003); states "Performance time for mass move is
(5) to (10) business days, unless specifically approved by the contracting officer. Also stated in
Section 1.1.5, "The contractor shall perform mass move(s) consisting of uploads / downloads of
500 or more furnishings and appliances". Additionally, Appendix A Estimated Workload data list in excess of 12 buildings with 3000 or more pieces of furnishings. Question: Will the government consider increasing the performance time for mass moves to up to "20" days verse limiting the standard to "10" days? This request is strongly requested / recommended based on:
our PP performing similar functions; the large quantities of furnishings in numerous buildings per workload data; the dispersion of installations and work sites in excess of 30 miles from the
"centralized" Program Office (JBSA-LAK); the requirement to the contractor to perform simultaneous "unscheduled", mass moves; and, the government restriction to the contractor to not allow prepositioning of labor or equipment to significantly dispersed work sites. Otherwise, it is the offeror's opinion that the current performance period for completing unscheduled, mass move/s will not be realistic with the cumulative size and scope of the work sites and that requests to the KO for exception to completion of mass moves in excess of 10 days will likely be the norm verse the exception, regardless of the contractor awardee.
Answer No. 134: No. See Amendment 0004, dated 14 August 2014. Reference Revised PWS, dated 14 August 2014, para. 1, 1.1.4, and 1.1.5 (The workload is estimated data for informational
Question No. 135: #2 Background: Reference Question #11, and Section #10 of the original
RFP; indicates the government's use of a NAICS code 484110 for the value and scope of requirements for JBSA-LAK FMO solicitation. The definition for 484110 is: "This industry comprises establishments primarily engaged in providing local general freight trucking. General freight establishments handle a wide variety of commodities, generally palletized and transported in a container or van trailer. Local general freight trucking establishments usually provide trucking within a metropolitan area which may cross state lines. Generally the trips are same-day return." The definition for NAICS code 493110 is : " This industry comprises establishments primarily engaged in operating merchandise warehousing and storage facilities. These establishments generally handle goods in containers, such as boxes, barrels, and/or drums, using equipment, such as forklifts, pallets, and racks. They are not specialized in handling bulk products of any particular type, size, or quantity of goods or products." It appears that the principle contractor requirement to operate four (4) warehouses IAW AFI 32-6004 and required usage of the Enterprise Military Housing (EMH) automated database would permit the usage of
NAICS code 493110 (General Warehousing and Storage). Additionally, there are pricing implications with the use of 484110 that would seem to be more cost efficient to the government with the use of 493110. Question: Will the government consider changing the solicitation
NAICS code from 484110 to 493110?
Answer No. 135: No.
Question No. 136: #3 Background: Question #54, Section 2.1.2 Hard Copies, and Section 2.1.3
Electronic Copies. The answer to Question #54 indicates "No", in response the question, "May the Bid Schedule document identified as Attachment 3 be submitted in PDF for the electronic copy"? Section 2.1.3 states that Electronic Copies (E-Copies), (b) "All copies shall be submitted on CD-ROM) (attachment 3 only); while also stating each volume (indicative of both technical and pricing); "shall be compatible with the following government equipment and software products: b. Adobe Acrobat Reader 9.0. Adobe Acrobat Reader is a program used for PDF files.
The offeror is confused as to whether or not the government wants both the Technical and
Pricing Volumes submitted on CD Rom (E-copies), (Attachment 3 only?) and which type of program files the government will accept with the submission of the CD-ROM (Adobe PDF or
Microsoft Office files or either one?) Question: Will the government please clarify which volumes are required to be submitted as "Electronic Copies" on CD-ROM and in what file program format will the government accept for each volume?
Answer No. 136: See Amendment 0004, dated 14 August 2014. Reference 52.212-1
Addendum, para. 2.1.2 and 3.0 Volume I (b).
Question No. 137: If there are two mass moves going on simultaneously, do we bill that all-inclusive hourly rate twice?
Answer No. 137: See Amendment 0004, dated 14 August 2014. Reference Revised PWS, dated 14 August 2014, para. 1.1.5.
