Question No. 4: The workload provided is for 2008-2011. Please provide the workload from 2012 and 2013.
Answer No. 4: See Amendment 0003. Reference revised PWS (Appendix A) dated 12 Aug 2014
Question No. 5: In Reference to Solicitation number FA3047-14-R-0005 it is noted as a service disabled Veteran owned
Small Business set aside. Does this mean that only companies meeting this criteria can submit?
Answer No. 5: Eligible firms must meet the requirements of FAR 19.1403.
Question No. 6: On page 84, paragraph 1.2.1 “Quality Control Plan” states “The QCP shall be included in the technical proposal for evaluation and acceptance.”
Answer No. 6: QCP is not required to be submitted with technical proposal. See Amendment 0003. Reference revised
PWS, para. 1.2.1, dated 12 Aug 2014.
Question No. 7: Inclusion of the QCP is not included in the instructions to offerors and with the 10 page limit for technical and corporate experience, I would assume this is an error.
Answer No. 7: QCP is not required to be submitted with technical proposal. See Amendment 0003. Reference revised
Question No. 8: Do you want the QCP included in the Technical Proposal – within the 10 page limit, or do you want the
QCP be submitted after award?
Answer No. 8: QCP is not required to be submitted with technical proposal. See Amendment 0003. Reference revised
Question No. 9: Page 43, paragraph (b) Bid Schedule states: “The Offeror shall complete the Bid Schedule of the RFP and submit with Volume I Price Proposal and the electronic Bid Schedule provided at Attachment 3 of this RFP, and submit with volume II Technical Proposal in accordance with these instructions.
Answer No. 9: See Amendment 0003. Reference Revised 52.212-1 Addendum.
Question No. 10: Am I correct in assuming that you do not want the Bid Scheduled included in both the Technical
Proposal and the Price Proposal?
Answer No. 10: The bid schedule is included in price proposal only. See Amendment 0003.
Question No. 11: The Small Business Administration (SBA) Table of Size Standards, effective 1 January 2012, indicates a threshold of $27.5M for NAICS code 484110, yet the SF 1449 within this solicitation indicates the outdated size standard of $25.5M. Please update.
Answer No. 11: The threshold for NAICS code 484110 is $27.5M. See Amendment 0003.
Question No. 12: PWS Para 1 states, in part, “The contractor shall set up the central office for furnishings management operations at building 5187 on JBSA-LAK ONLY.” Is there only one office to handle all locations?
Answer No 12: Yes, See Amendment 0003, per the revised PWS para 1, dated 12 August 2014. The contractor shall set up the central office for furnishings management operations at building 5187 on JBSA-LAK ONLY.
Question No. 13: Must the furnishings management operations at building 5187 on JBSA-LAK ONLY be staffed at all times with a member physically present during all hours of operation?
Answer No. 13: No, As long as building 5187 is secured at all times. However, the assigned supervisor shall be available during normal duty hours as stated in the Revised PWS para 1.2.4., dated 12 August 2014. See Amendment 0003, Question No. 14: PWS para 1.1.5. discusses mass moves. This reference indicates services are billed under an hourly
CLIN. Will the hourly price bee a composite price where the service provider must establish a single rate per hour covering all employees utilized to support this service? Or will the government allow the service provider to bill an hourly rate per employee utilized? Please clarify.
Answer No. 14: The contractor should propose in accordance with the contract CLIN structure. The CLIN hourly rate is
NOT an hourly rate per employee. The unit price for the CLIN should be the price that the contractor is charging for this service.
Question No. 15: Who is the incumbent contractor?
Answer No. 15: There is no existing FMO Service contract for JBSA.
Question No. 16: Within all of the warehouse locations, is there any office space for the service-provider?
Answer No. 16: Per Revised PWS para. 1, dated 12 August 2014, states, in part, “The contractor shall set up the central office for furnishings management operations at building 5187 on JBSA-LAK ONLY.” See Amendment 0003.
Question No. 17: PWS paragraph 1 indicates six warehouse locations are in use, yet PWS para 1.1.16. indicates only four locations. Please clarify.
Answer No. 17: Correction to PWS: The correct number of JBSA Storage Warehouses is FOUR (4). See Amendment
0003. Revised PWS, para. 1, dated 12 August 2014.
Question No. 18: Background. The PWS states per section 1.1.1, “The Contractor shall perform functional areas of managing furnishing responsibilities to include: management of designated storage warehouses throughout JBSA;
accountability and inventory; furnishings and appliance repair; acquire training to operate the government software programs via Automated Civil Engineer System (ACES)/input and retrieve furnishings accountability; and utilize software programs Microsoft Outlook/email, Word Processor, and Excel.” Per RFP, the Pricing file, Attachment_No.3_-
JBSA_FMO_Bid_Schedule lists “Supply / Service CLINs” by worksite but it does not specify a “Maintenance CLIN”.
Since this is a Firm Fixed Price Contract, and furnishings and appliance repair can be interpreted to be a “service”, will the government please provide and or clarify which CLIN is to be used for “Maintenance, Other Direct Costs (ODCs) – furnishings and appliance repair” as there are both scheduled and unscheduled services CLINs listed on the attachment
No.3?
Answer No. 18: Maintenance services are covered by CLIN X001, CLIN X004, CLIN X007. There will be no additional payments outside the approved contract CLIN structure.
Question No. 19: Background. The PWS states per section 1., “The contractor shall provide all supervision, personnel, tools, pallets, materials/banding equipment, transportation, forkifts, dollies, pallet jacks, and materials necessary to operate Furnishings Management Operations a (FMO) as defined in this Performance Work Statement (PWS) and Air
Force Instruction (AFI) 32-6004, Furnishings Management. Additionally, under section 1.1.10, the PWS states “The contractor shall perform refrigerant removal from unserviceable refrigerators prior to delivery of refrigerators to DRMS”;
“Unserviceable refrigerators will be determined by the government”. The PWS does not specify if refrigerant removal IE
“Freon” tank and pump equipment will be provided by the government or if it is a requirement for the contractor to provide.
Will the government provide the equipment for removal of refrigerant per IAW PWS 1.1.10 requirements or is it the contractor’s responsibility to provide this equipment?
Answer No. 19: No. The contractor will provide all refrigerant extraction equipment and dispose of refrigeration according to EPA standards per the Revised PWS para. 1.1.10, and para. 4, dated 12 August 2014. See Amendment 0003.
Question No. 20: The PWS states per section 1.1.8., “The contractor shall perform furnishings management and operation using government furnishing Management Automated Civil Engineer System (ACES) Database/Enterprise
Military Housing (EMH) Database and/or AETC Form 300 Furniture and Equipment Issue/Turn-In Request or equivalent database. Government will provide ACES Furnishings Management and/or Database Training to contractor personnel within 30-90 days after contract award.”
Will the government please clarify the transition period for the contract, since PWS section 1.1.8 implies the government and or incumbent will provide ACES Furnishings Management and / or Database Training to the contractor personnel within 30-90 days after award?
Answer No. 20: There is not a transition period for the contract. However, during the initial phase, contracted personnel will be trained per Revised PWS section 1.1.8., dated 12 Aug 2014. During the 90 day training period the contract managers and local administrative staff will be directly trained by a government representative. Scheduled database training dates will be provided by the COR. See Amendment 0003.
Question No. 21: The RFP states per section 1.0, “The maximum allowable pages for the technical proposal, including attachments is 10 pages.” The PWS states per section 1.2.1, “The QCP shall be included in the technical proposal for evaluation and acceptance”, however, the Quality Control Plan is not addressed in the Technical Volume requirements of the RFP, pages 48-50 in terms of page limitations and or evaluation criteria.
Would the government please consider that the quality control plan, “not” count against the 10 page limitation of the
Technical Volume and or specify any appropriate evaluation criteria within the technical volume for the QCP?
Answer No. 21: QCP is not required to be submitted with technical proposal. See Amendment 0003. Reference revised
Question No. 22: Background: The U.S. Department of Labor Memorandum 216, dtd July 22nd 2014, indicated a new
SCA health and welfare benefit of $4.02 per new Wage Determination, effective 22 July 2014. The Health and Welfare indicated on page 109 of the original RFP states a health and welfare benefit of $3.81.
Will the government be adding the new WD to the RFP to account for the new Health and Welfare increase from $3.81 to
$4.02?
Answer No. 22: See Amendment 0003, Wage Determination No: 2005-2521, Revision No. 15, date of Revision
07/25/2014.
Question No. 23: Can the government provide the estimated level of effort requirements for the subject solicitation?
Answer No. 23: This requirement is Performance Based. The Government does not provide the estimated level of effort.
Question No. 24: Reference Appendix A, Estimated Workload Data; Based on the number of new facilities as well as renovations/remodels that have occurred over the last few years, we request that workload data from 2011, 2012 and 2013 be provided.
Answer No. 24: See Amendment 0003. Reference revised PWS (Appendix A) dated 12 Aug 2014.
Question No. 25: Reference Appendix A, Estimated Workload Data pages 90 of 112; Are we correct that the charts on page 90 are consolidation tables/averages from another source?
Answer No. 25: No, The data provided is from historical data during the period identified. See Amendment 0003.
Reference Revised PWS Appendix A, dated on 12 Aug 2014.
Question No. 26: Reference Appendix A, Estimated Workload Data pages 90 of 112 and 94 of 112; If the charts on page
90 are from another source, are we also correct that the charts on page 94 are one of the sources? If so, please explain how the numbers on page 90 can come from page 94 data? For example, the number of pickup/deliveries for JBSA FSH on page 92 shows that there were 815 pickup/deliveries for the years 2009 – 2011, while the page 90 data for the same period is 140 a month or 5,040 for the 3 year period (140 per month x 36 months). The same disparity exists for JBSA
RND and the JBSA LAK chart on page 94 deals with customers serviced rather than pick-up/deliveries. Please clarify.
Answer No. 26: No, The data provided is from historical data during the period identified. See Amendment 0003.
Reference Revised PWS Appendix A, dated on 12 Aug 2014.
Question No. 27: Reference the Site Visit and PWS paragraph 1.1.10; During the site visit, it was stated that refrigerant removal from unserviceable refrigerators occurs infrequently. What workload are dealing with, because whether we do 5 a year or 105 per year, we are still responsible for using the proper equipment for the task, not to mention the cost involved with transporting and taking the reclaimed Freon and oil to the off installation EPA approved refrigerant recovery center.
Answer No. 27: The estimated number of Freon extractions is 0 - 50 units annually.
Question No. 28: Reference the Site Visit; The warehouse at Ft. Sam Houston had numerous pieces of MHE, will that be available for the contractor to use?
Answer No. 28: MHE will NOT be provided by the government.
Question No. 29: Reference: Page 76, para 3. Installation Access. Criminal History Check will be conducted on all prime/subcontractor employees requiring base access. The contractor shall provide the Contracting Officer and the
Information Protection Office a current list of employees needing access within 3 working days after receiving award or
Notice of Award. The list shall include employee’s name, date of birth, social security number, state driver’s license/state
ID number and state of issue. Notifications of contractor employee additions and deletions shall be provided with the same information listed above and within 3 working days. Within 10 business days after receipt of the list the Government will notify the Contractor that installation access passes are available for those employees clearing the criminal history check. The duration of any pass issued will not exceed one year or the duration of the contract, whichever is shorter. This process will be repeated at the exercise of any option period.
1.2.6.2. LIST OF EMPLOYEES: The contractor shall provide the COR a current list of employees within 5 calendar days after receiving award or Notice of Award. The list shall include employee's full name, social security number and date of background investigation. Updated lists shall be provided when an employee's status or information changes.
These references seem unrealistic to require a new contractor to be able to provide a list of employees within 3 or 5 working days after award. With 2 work areas of this contract not having incumbent employees we suggest the
Government revise and provide the contractor sufficient amount of time to interview, hire, make offers and sign employees. 3-5 business days after award is not sufficient.
Answer No. 29: The contractor will be provided an adequate amount of time for phase-in.
Question No. 30: Reference: Page 77, paragraph 10. Unescorted Entry to Restricted/Controlled Areas. If this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with DOD 5200.2-R, Appendix 1, and AFI 31-501, Personnel Security Program Management (Paragraph 3.24). If the performance of this contract requires unescorted entry to a restricted/controlled area, personnel must have a favorably adjudicated NACI investigation. Does this contract require access, thus escorted entry to controlled or restricted areas?
Answer No. 30: The contract does not require access to restricted/controlled areas.
Question No. 31: Reference: PWS 1.2.1. QUALITY CONTROL. The contractor shall be responsible for quality control for all work accomplished during the performance of the task. The contractor shall provide and maintain a Quality Control
Plan (QCP) which ensures the requirements in this PWS are met. The QCP will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. The QCP shall be included in the technical proposal for evaluation and acceptance. As a minimum, the contractor shall develop quality control procedures that address the areas identified in section 2, Service Delivery Summary.
ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS, does not call for a submittal of a QCP therefore not being evaluated as acceptable or not acceptable. Recommend that QCP be submitted within 30 days after contract award for this
LPTA requirement.
Answer No. 31: QCP is not required to be submitted with technical proposal. See Amendment 0003. Reference revised
Question No. 32: Reference: Amend 1, page 7, Paragraph 3.0.I.(c) The Offeror's proposal shall include a signed copy of the solicitation. Complete blocks 12, 17, 26, and 30 of the SF 1449. Signature by the Offeror on the Standard Form 1449 constitutes an offer, which the Government may accept. Complete all contract clause fill-ins if applicable. The Offeror's proposal shall include a signed copy of the Representations and Certifications.
Is the Government asking for offerors to provide the entire 112 pages of the solicitation (when conformed with amendments) back or just provide the signed SF 1449? Please Clarify
Answer No. 32: The Government is asking for offerors to provide the entire solicitation and all Amendments to include signatures on Solicitation and Amendments.
Question No. 33: Appendix A, Workload Data.
Would the Government please provide a break out of pick-ups that get handled multiple times i.e. Pickups that go to warehouse for temporary storage to be moved again or what percentage go to warehouse to hold due to scheduling with
DRMS and then loaded back up again to bring to DRMS. We assume that all pick-ups do not go direct to DRMS based on scheduling and availability of times/days of DRMS?
Answer No. 33: The workload data (Appendix A) is for informational purpose only, the number of pick-ups may vary depending on DRMS schedule.
Question No. 34: Please confirm that the contractor will not be breaking down and moving modular furniture from offices etc.
Answer No. 34: Modular furniture is not included. See Amendment 0003. Reference Revised PWS para 1., dated 12
August 2014.
Question No. 35: Can you tell us how many FTE’s were utilized in the previous FMO contract that was supporting
Lackland AFB?
Answer No. 35: This information is not available.
Question No. 36: How long ago was the contract in force for FMO services supporting Lackland AFB?
Answer No. 36: The contract was for a base year and 4 options years. The contract expired 30 Nov 2013.
Question No. 37: Are the dorm rooms furnished the same or do they all vary? i.e. – each have 1 bed, 1 desk, 1 desk chair, 2 lamps, etc…..If they are furnished similarly can you give us an idea of what a typical room contains?
Answer No. 37: The information varies from room to room. LAFB & RAFB Permanent Party Dorms have full size beds all other locations have twin size beds. Note: BMT Dorms are Open Bay
Question No. 38: Can you tell us the average number of pieces in each dorm room?
Answer No. 38: Dorm rooms 10-15 and Open Bay is 30-50.
Question No. 39: Please confirm our understanding that the services described in section 1.1.5 (Unscheduled Mass
Moves) are to be priced in the CLIN #’s 0003, 0005, and 0008.
Answer No. 39: CLINs X002, X005, and X008 are for Unscheduled (Mass) Moves.
Question No. 40: Please clarify the process in section 1.1.5 (Unscheduled Mass Moves); Is the mass move to be completed in 5 business days to the point of securing the items at a designated holding area and then once items are approved to be moved from the designated holding area to the warehouse and/or DRMS will another 5 days be given to accomplish this task or is the entire process from dorm building to warehouse/DRMS a 5 business day turnaround?
Answer No. 40: See Amendment 0003. Reference Revised PWS, para. 1.1.5, dated 12 August 2014.
Question No. 41: Do mass moves consist of downloading an entire dormitory building or only designated rooms?
Answer No. 41: See Amendment 0003. Reference Revised PWS, para. 1.1.5, dated 12 August 2014.
Question No. 42: Can you give us an idea of what a typical mass move involves; i.e. number of rooms to download?
The statement of work states more than 500 items but it does not put a ceiling on this.
Answer No. 42: See Amendment 0003. Reference Revised PWS, para. 1.1.5, dated 12 August 2014.
Question No. 43: We notice clothes are listed as items to move; does the government supply the proper boxes or wardrobe boxes for these items? Please clarify that items such as clothes and other miscellaneous items to be moved will be packed and ready for pickup by the FMO contractor; FMO personnel will not be required to pack anything.
Answer No. 43: See Amendment 0003. Reference Revised PWS, para. 1.1.4., dated 12 August 2014
Question No. 44: Reference section 1.1.10; if an outside service is found that is certified to properly remove Refrigerant
(FREON/oils) and to also dispose of the refrigerator is this acceptable or will the FMO personnel need to be certified to perform this service on site?
Answer No. 44: See Amendment 0003. Reference Revised PWS, para. 1.1.10, dated 12 August 2014. The contractor may subcontract out the service to a subcontractor (the company shall be certified) to remove refrigerant (FREON/oils) on site and the recovery of the FREON/oils shall be provided back to the Government.
Question No. 45: Reference section 1.1.14; it states that building 5187 contains furnishings under contractor control in the west end of the building and lodging furnishings that the contractor is not responsible for in the east end of the building. Are these areas secured separately or will non FMO contractor personnel have access to items/areas that are to be under the control of the FMO contractor? If there is access, how is the contractor assured of complete control and security for items under their responsibility?
Answer No. 45: Each responsible area is secured and defined. The contractor will have access, control and be responsible for the items in this building.
Question No. 46: Section 1.2.1 (Quality Control) states that the QCP shall be included in the technical proposal; will this be included outside of the 10 page limit?
Answer No. 46: QCP is not required to be submitted with technical proposal. See Amendment 0003. Reference revised
Question No. 47: Will the contractor be provided day and overnight parking for vehicles used in support of this contract?
Answer No. 47: Yes.
Question No. 48: After reviewing appendix A; we find a difference in stats between the estimated workload data (pg 90) and the historical data (pg 94); i.e. JBSA FSH shows estimated deliveries of 80 and 60 pickups per month; the historical data shows pickup/deliveries ranging between 11 to 35; significantly less than the 140 shown on page 90 estimated workload.
Answer No. 48: See Amendment 0003. Reference Revised PWS Appendix A, dated 12 August 2014.
Question No. 49: We understand that lodging inventory will not be kept or controlled by the FMO contractor; will the
FMO contractor perform pickups and deliveries for lodging furnishings?
Answer No. 49: Yes
Question No. 50: We respectfully request an extension of the due date for submission of proposals so that Offerors will have sufficient time to review the answers to all vendor questions and respond with fully compliant proposals. Also, if sending proposals via overnight delivery the weekend days will not benefit us. If proposals are due on Monday the 11th packages will need to be sent Friday for a Monday delivery.
Answer No. 50: See Amendment 0003. The due date for proposals has been extended.
Question No. 51: Regarding Technical Factor 2—Corporate Experience, request you allow the experience of a sub-contractor to count toward an acceptable rating where scope is concerned.

Offeror shall complete the Bid Schedule of the RFP and submit with Volume I Price Proposal and the electronic Bid
Schedule provided at Attachment 3 of this RFP, and submit with volume II Technical Proposal in accordance with these instructions.” Do you want the Bid Schedule Attachment 3 included as part of the Vol 2 Technical Proposal? This appears to conflict with 2.1.1 Guidance, (h), “All pricing information shall be addressed ONLY in the Price Proposal
Volume.”
Answer No. 52: Bid schedule is included in Volume I only. See Amendment 0003. Reference revised 52.212-1
Addendum.

Question No. 56: Reference PWS paragraph 1.2.1. Quality Control, “The QCP shall be included in the technical proposal for evaluation.” Does the QCP count toward the maximum 10-pages allowed in the Technical Volume? Of the evaluations factors described in FA3047-14-R-0005-0001, is the QCP evaluated in the Technical Subfactor 3?
Answer No. 56: QCP is not required to be submitted with technical proposal. See Amendment 0003. Reference revised
Question No. 57: Reference PWS description of, and CLIN entries for, “scheduled” and “unscheduled” moves, please describe the scheduling characteristics of a work order that constitute a “scheduled” move. Is there lead notification of a
“scheduled” move; how much?
Answer No. 57: See Amendment 0003. Reference to Revised PWS para 1.1.4., dated 12 August 2014.
Question No. 58: Will “scheduled” moves be scheduled to avoid overlap with “unscheduled” moves to allow the work force to focus on the larger move, and delay or “schedule” the smaller move to the period following the “unscheduled” move?
Answer No. 58: Yes. There will be times when overlapping will occur however, all requests must be accomplished per the Revised PWS para 1.1.4 and para. 1.1.5., dated 12 August 2014. See Amendment 0003.
Question No. 59: Reference the PWS descriptions of the semi-annual and annual inventory checks, at any time is the contractor required to inventory the contents of residences, dorms rooms, and non-warehouse space? If so, please identify which inventory check and whether the check is just for “sensitive or pilferable items.”
Answer No. 59: No
Question No. 60: Reference PWS 1.1.17. Emergency Response, “The contractor shall provide the COR with an initial estimated cost for all work to be performed within one hour after arrival onsite.” Since the cost will be defined in CLINS x003, x006, and x009, does “cost” in the PWS reference refer to estimated hours to complete the emergency work?
Answer No. 60: See Amendment 0003. Reference to Revised PWS para. 1.1.17, dated 12 August 2014.
Question No. 61: Reference PWS Appendix A, Estimated Workload Data, what does the table, “Number of Customers

Answer No. 61: See Amendment 0003. Reference Revised PWS Appendix A, dated 12 August 2014.
Question No. 62: Reference PWS Appendix A, Estimated Workload Data, what do the tables for JBSA-FSH and JBSA-
RND, “Number of Pick-Up/Deliveries Last Three Years” count? How many pieces of furniture are in the counted deliveries? If this data is not known, can you identify whether a single unscheduled delivery of over 500 pieces could possibly be counted as a single delivery in this table?
Answer No. 62: See Amendment 0003. Reference Revised PWS Appendix A, dated 12 August 2014. No further breakdown of the numbers will be provided.
Question No. 63: Will there be multiple mass moves simultaneously?
Answer No. 63: Yes
Question No. 64: In order to move 10,000 pieces of furniture in 5 days, between the hours of 7:30 and 4:30 would require approximately 250 furnishings per hour be moved. Can the performance period for large scale mass moves be increased? Or will the Government take into consideration the number of items to be moved during mass moves of thousands of furnishings?
Answer No. 64: See Amendment 0003. Reference Revised PWS, para. 1.1.5., dated 12 August 2014.
Question No. 65: Paragraph 1.1.12 states that the contractor will be required to provide a complete inventory of all furnishings and appliances within 30 days of award.
Will we be expected to perform the other requirements of the contract during this time, or will we have an opportunity to perform the initial inventorying before the rest of the performance requirements begin?
Answer No. 65: Yes
