Memo for Record Contract Title: Repair Sanitary Sewer Outfalls

FA3030-18-B-0001

Re: Site Visit Notes

A formal site visit was conducted for solicitation FA303018B0001 on 22 February 2018 at 2:00pm. The site visit started at the 17th Contracting Squadron, Building 707, Goodfellow AFB. The following personnel was in attendance.

The meeting opened with introductions of everyone and who they represented. Basic solicitation requirements were discussed to include deadline to submit questions and the bid opening date and time. It was covered that no questions would be answered at the site visit. All questions must be submitted in writing. It was agreed to extend the deadline for solicitation questions from Friday, 23 February at 2:00pm to Monday, 26 February at 430pm. The deadline for questions was extended by a previous solicitation amendment.

Everyone in attendance proceeded to examine the areas covered under this requirement. The job site presentation for Phase I began at Building 901. Manhole locations was presented for inspections. The site visit continued to Phase II of the requirement. Phase II began at Building 410 giving everyone the opportunity to inspect the manhole locations.

The site visit concluded at 4:15pm. It was addressed in closing that the deadline for questions would be extended.

The following are questions received for this requirement.

1. Can we get location verification of all new and replaced manholes?

Re: The location of all the new and replaced manholes are correct on the drawing provide in the solicitation for this project.

2. Can manholes be rehabilitated? If so what process would be required?

Re: Follow current drawings. Replace manholes and not rehabilitate.

3. Verification of direction of flow of sanitary sewer on drawings and line size of each proposed line involved in project.

Re: We can provide a current base sewer map of all existing sewer lines.

4. Will As-Builts be required to be done? If yes-does government want line sizing, inverts, elevations and depths on As-Builts?

Re: Yes, as-builts are required. The correct line sizing, inverts, elevation and depths are required on the As- Builts.

5. Does contracting have profile drawings of existing lines?

Re: The Government does not have profile drawings of existing lines.

6. As per plans provided project item NO. 0001-400 & 500 Is showing only 1 potential reinstatement that will need to be performed for building 410. If other reinstatements from any other building's need to be performed it could increase quote. Do we quote as per drawings or can we receive more definitive plans showing additional branch lines coming from buildings? Same questions for item NO. 0002-700 & 800. Unknown as per plans where branch lines enter mains. This could also have a detrimental impact on by pass pumping requirements.

Re: Provide quotes per the drawing provided in the solicitation. Attached is our current Base Sewer drawing.

7. Will billing of project be modified as per actually what work was performed, as per line size and length changes, or will contractor be held to quoted amount of contract based on the fact that both item number's being quoted are based on an approximate number?

Re: This will be a Firm Fixed Price contract. Any modification to correct any gross errors in quantities will be processed under procedures found in contract clause 52.236-2, Differing Site Conditions, dated Apr 1984.

8. Work hours are noted as 6am-6pm Monday through Friday. Will any weekends be allowed during this project based on the 180-day schedule?

Re: NORMAL WORK HOURS: The Contractor shall schedule all work to commence between the hours of 7:30 AM and 4:30 PM, Monday through Friday, except on the Federal holidays and days designated as "Family Days" by Air Education and Training Command (AETC) as listed below. Permission to work outside these normal business hours may be granted by the Contracting Officer. Requests to work outside the normal work hours must be submitted in writing to the Contracting Officer at least 3 working days in advance of the date requested. If weekend work is required Contractor shall submit request in writing to Contracting Office a minimum of 72 hours in advance. This is per the SOW

9. Will a staging area be provided for equipment and supplies? Not shown on drawings.

Re: Staging area will be provided. Contractor will request area needed for staging on a Form 3000, and will be approved by the Contracting Officer.

10. Will water be supplied by base for jetting, flushing and hydro excavators? Note 48 of General Notes B-staging does not verify how this will be performed.

Re: Contractor will be allowed to use the base water supply with an approved certified back flow preventer.

11. Will means for dumping of spoil tanks be provided on base or will spoils be required to be hauled off?

Re: Contractor is responsible for disposing of all spoils off base. No dumping allowed on Goodfellow AFB.

12. Approved barricaded? Note lD under General Notes-Section D does contracting have a list of approved barricades required?

Re: Barricades to be used shall be TXDOT approved temporary barricades.

13. REF: Manhole #6 scheduled for replacement for 09-1005 plans-sheet C-2. Does main line continue to another manhole to the east? Sheet C-3 legend shows line to continue -not just serving building 723. Also, on building 723 is there an As-Built showing where grease trap sanitary line connects into main? The same is showing for manhole #1. Main shoes to extend east to another manhole-not just serving buildings 702, 703 & 707.

Re: Refer to sewer main drawing attached G-2. It appears that the existing sewer line does not extend east to another manhole. The grease trap is located on the attached sewer drawing G-2. Drawing G-2 attached show sewer line running east to a man hole between 702 and 703. There is also a manhole north of building 707.

14. Where CIPP is to be installed and suitable install points currently are not accessible or do not exist, what provisions will be made for end of line access? Some lines show termination at a building with no existing Manhole or designation for a new manhole to be installed.

Re: No provisions will be made. It is up to the Contractor to determine the means and methods to provide CIPP on the project.

15. The 66 lf x 4” segment designated for CIPP. There appears to be a manhole (MH4) at the downstream end. What will be provided for access to the upstream end to facilitate the install of this CIPP segment?

Re: Visited the work site during organized site visit. The only information to be given: “there is a 4" clean out on the West side of the building 511 up steam from MH14.”

16. What is the host pipe material to be rehabilitated? i.e. Clay, Concrete, Ductile Iron, PVC etc.

Re: From the information we have the existing host pipes are Vitrified Clay Pipe (VIP) but we are not 100% sure they are all (VIP).

17. Is it intended for the Schedule of Quantities on the Plan Sheets to match each of the 2 Bid Items? i.e. is the item for area 400 & 500 supposed to match the scope on page 5 of the plans? Where is the 135 ‘ of 6” or what specific segments make up that 135 lf that are on the 400 & 500 pay item 0001?

Re: The following lists which drawing applies to which CLIN:
