Amendment A00003 Ask Me Anything Teleconference Answers AOI 002 27 May 2020

An “Ask Me Anything” teleconference addressing questions/specifications for AOI 002: Career Development Program Prototype was held on 18 May 2020 @ 10:00 AM CST. Below are the questions that were captured during and after the teleconference along with their responses.

Q: Can you clarify the classified processing requirements?

A: The program needs to be kept at the CUI (Controlled Unclassified Information) level to be able to be viewed on various media platforms.

Q: What is your definition of “mobile capable”?

A: The Airmen need to be able to access the training materials on the go. Whether that be their mobile phone, laptop, or other platform, we expect them to be able to download materials for use off network. We do not want the Airmen to have to print this in order to take it with them.

Q: Can you clarify “various styles of learning”?

A: We want to be able to address the different learning styles so all Airmen can benefit. Some may not be good readers or able to focus on a written text. We are leaning towards a multimodal learning style concept. If someone needs a video for further understanding, we would like to incorporate that.

Q: Are you planning to use a specific program to manage the Airmen’s performance data?

A: No, at this point we are not set on using a program to keep track of performance data.

Q: Would you like a solution that can be delivered without WiFi?

A: We want to emphasize keeping the solution mobile capable where the Airmen can take this everywhere and anywhere. The focus is placed on this being able to be downloaded or accessible wherever the end user is.

Q: What is the end user experience and/or the key learning objectives?

A: The key learning objective is for Airmen to be able to take the information learned during their technical training with them to their first duty station to build upon with OJT (On the Job Training) throughout the learning continuum.

Q: How do you see the CDC writer engaging with the system?

A: The CDC writer has transitioned into a Career Development Program Manager (CDP) and will be a manager rather than an author. They will be a liaison between the field and the developer for changes and updates as the field comes to us with changes to certain information (ex. This radio no longer has seven knobs, it has six) and be able to come back to the company to make those changes in real-time.

Q: What’s your vision for integrated assessment for test scores and other results?

A: That is not on us at Sheppard to make that integration at this time. That is up to the Career Field Managers and they are not part of this AoI. However, it is safe to assume that there will be a requirement for assessments and progress checks in the final requirement, more than likely a mixture of fill in the blank, step-by-step progression and identification call outs.

Q: What are your thoughts on an AR/VR model (fully immersive) vs. it being mobile capable?

A: It is extremely important to keep this mobile capable for Airmen leaving Sheppard and taking this information with them. The ability to adapt to a mixed reality in the future does exist.

Q: The AoI lists a test date of 1 June. Is that in play or is that being pushed back?

A: The AoI specifies it is a projected test date. Please include a realistic test date that you can meet in your proposal.

Q: Can you expand on” modular” – one training module per aircraft?

A: One module per aircraft system. We want the module to be able to build and move and not be lockstep. We want the Airmen to be able to use an index of sorts to jump to different sections within an aircraft system without having to go through the information they do not need to review.

Q: Do you think an important part of this solution is the ability to integrate with other content being developed? Would being able to import content from other programs be a benefit?

A: Collaboration with other systems could always pose a benefit but it is not a requirement.

Q: Is there a list of avionic systems that the solution should feature?

A: See Attachment 3: F-16 AVIONICS AMA MODULES LIST

Q: Are foreign nationals able to work on the project?

A: Yes.

Q: There was a mention of RAPiDx. Is this SIBR related?

A: Our local 82 CONS squadron has a local RAPiDx Team that handles special kinds of contracting that comes through Sheppard. While this is not SIBR related, our RAPiDx Team is handling this CSO.

Q: Can you provide any avionics maintenance training lesson examples that might be candidates for an initial prototype?

A: See Attachment 3: F-16 AVIONICS AMA MODULES LIST

Q: Does Sheppard use the G081 or a different system for handling training documentation?

A: We currently use Training Business Area (TBA) as the primary training documentation location.

Q: Is DoDI 1322.26 used as standard?

A: DoDi 1322.26 outlines the Experience Application Programming interface (xAPI) standard.

Q: Should we include any travel costs in our cost volume?

A: That is correct. We do not anticipate including any travel CLINs in the award, so anticipated travel costs should be included in your price breakout to be included in the firm-fixed price award.

Q: What devices/hardware does the 365TRS have in terms of smartphones, tablets and VR hardware to support the testing and evaluation of the prototype solution? Can we assume that they have or will procure the necessary hardware?

A: 365 TRS will have smartphones, AFNET computers, off network computers, and iPads/Samsung tablets. They do NOT have VR capabilities at this time.
