AREAS OF INTEREST (AOI): RIDESHARE BICYCLES FOR PERSONNEL ON SHEPPARD AFB

1. General Information

1.1 AoI Background

Sheppard Air Force Base (SAFB) has a large population of personnel without vehicles (approximately 5,000 Airmen in Training) who make frequent trips to various facilities via walking. It is important to note that these Airmen in Training are required per regulations to walk during a large portion of their training. This includes not using bicycles, accepting rides, or hiring a taxi. During later stages of their training, however, they will be permitted to use bicycles for transportation during their free time.

Additionally, SAFB has an estimated 3,000 permanent party members who travel across the installation periodically throughout the day. SAFB is also host to one of the largest in resident leadership courses in the Air Force. While the number of students varies, there are approximately 250 to 350 per cycle. This totals to over 8,000 Airmen traveling around the installation on any given day via personal vehicle and foot.

SAFB is exploring the possibilities of a bicycle rideshare program. Market research has shown the bicycle rideshare industry is quickly evolving and varies in structure per region. SAFB is interested in an innovative approach to introducing this program, within the below listed constraints, for on base personnel.

2. AoI Constraints

1. Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov) and would be required to meet requirements as listed in the Buy American Act.

2. Any customer service related to the function of the bicycles and the associated rideshare would be the responsibility of the contractor.

3. Maintenance and repair of the bicycles would be the responsibility of the contractor.

4. To preserve the professional appearance and order on Sheppard Air Force Base, all submissions must include a means of securing bicycles not in use. This may be accomplished with, but not limited to, the use of locking racks or kiosks. SAFB is interested in seeing what solutions vendors propose and would like to allow maximum flexibility to the industry for providing solutions.

5. The estimated annual magnitude of this program is between $15,000 and $30,000 during the first year.

6. The Government does not intend to have individuals pay for rentals. Rental fees will be assessed against a lease funded by the Government. The contractor may implement a hold against users funds not to exceed $200.00 to ensure return of bicycles.

3. Submission Requirements A written solution must be sent via e-mail submission by 4:00 P.M. (CDT) on 05 May 2020, with subject line stating SAFB RIDESHARE PROGRAM PROTOTYPE to 82CONS.RAPiDx.workflow@us.af.mil Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.

Submissions must detail pricing for 25, 50, and 100 bicycle options. All submission are limited to 10 pages not including a cover page. Pages after the 10th page will be discarded and not evaluated.

**Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contact or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures
