AREAS OF INTEREST (AOI): INTERACTIVE LEARNING MODULES FOR AIRCRAFT MAINTENANCE TRAINING
1. General Information
1.1 AoI Background
The United States Air Force (USAF) recently halted the development of aircraft maintenance training publications known as Career Development Courses (CDC) due to the unimodal delivery, outdated publication processes, timing of delivery, and policy restrictions. The USAF is looking to implement an interactive, distributed learning methodology to facilitate enhanced learning of aircraft systems and maintenance concepts.
One or more companies will be selected to design, develop, and test an interactive and immersive training course for avionics maintenance training specific to the F-16 aircraft. This prototype training course will need to be mobile capable, system specific, modular (one training module per aircraft system), interactive and immersive, contain integrated assessments, and be maintenance manual based. The selected company or companies will only be provided aircraft technical material and data necessary to develop the learning modules. The selected company or companies will provide all other resources needed.
Upon completion of a period not to exceed 6 months, the results will be provided to a panel of government subject matter experts for a final feasibility determination.
2. AoI Constraints
1. The selected company/companies will be assigned an Air Force development/design capstone project for the F-16 avionics maintenance Career Development Program (CDP). Their solution shall describe the proposed approach to completing this capstone.
a. Air Force subject matter experts (SMEs) will be available for consulting during the 6-month test.
b. Aircraft specific technical and maintenance data will be made available.
c. Government requires a solution that is mobile capable and implements the Experience Application Programming Interface (xAPI) standard as outlined in DoDI 1322.26 (provided in attachment 1 to this AOI).
d. Government requires a solution that meets the following elements:
i. Interactive multimedia
ii. Structured in a modular (per aircraft system) format
iii. Student centered
iv. Meet various styles of learning
v. Catalogued – meaning training modules are created for every aircraft configuration but the Airmen only access a modules relevant to them at their current duty station.
vi. Aircraft technical/maintenance manual based
vii. Integrated assessments (inter-module progress checks, formative assessments or quizzes, and summative exams)
viii. Tracking of individual grading and completion progress of CDP
e. Government expects the selected company/companies to develop and maintain the proposed solution on a secure system because the aircraft technical data contains sensitive information that cannot be released or made available to unauthorized personnel (such as the public or foreign nationals).
2. Pricing Strategy
a. Contractor will be issued a firm-fixed price award for the prototype.
b. Contractor will be provided a firm-fixed price option to proceed for the development of CDP courses for other aircraft. Contingent on budget and feasibility of proposed solution.
3. Other
a. Competing company prototypes will be assessed. The prototype that meets the needs of the Air Force will be selected for long term contract.
b. Projected test dates:
i. Company 1: 01 June 2020 – 30 Nov 2020 (180 days)
ii. NOTE: Projected dates are dependent on actual contract award date.
c. Location: Testing and evaluation will be performed at Sheppard AFB TX, while development will be performed at the company’s office location.
d. Lodging and transportation: The Company will be responsible for all travel and lodging costs.
e. Security requirements: All projects, data, and discussions will be unclassified but will contain controlled unclassified information. For this reason, security clearances will be required up to Secret for discussions and data delivery between the company and US Government. Ensure all contractors working within the AoI are eligible and compliant with National Agency Check with Inquiries (NACI).
f. Platform environment and software applications must be compatible to operate within the FEDRAMP Federal Information Processing Standard (FIPS) 199, moderate impact level security requirements.
3. Submission Requirements A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 5 June 2020, with subject line stating CAREER DEVELOPMENT PROGRAM PROTOTYPE to 82CONS.RAPiDx.workflow@us.af.mil Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.

**Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contact or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures
