Solicitation FA301620R0041 Lewis Valley Road & Trail
Virtual Site Visit Questions 18 May 2020
1. The SOW in both Attachments 1 & 2 state: “Contractor shall demolish and dispose of approximately
9,800 cubic yards of old base and subgrade below the existing asphalt road.” The overall road project has less volume of road than the Trail. Is the SOW description in the attachment 2 correct regarding the volume of old base and subgrade?
Answer: 2.5 inches on CYRB130005-Lewis Valley Road Overall.
2. What is the depth of the existing asphalt at the Road and Trail?
Answer: Answer: 2.5 inches on CYRB130005-Lewis Valley Road Overall. 2.0 inches on CYRB170018-
Lewis Valley Trail.
3. Attachment 1, Spec Section 32 17 23 Paragraph 1.1.1.4 requires the removal of pavement markings at the intersection where asphalt was not milled and the restriping of all four legs of that interception.
However, during the site visit, the Government representative stated there is no striping on the project, only the raised reflective markings. Please clarify if the contractor is required to comply with this section.
Answer: There will not be any centerline striping or road edge striping on projects CYRB130005 or
CYRB170018. Instead there shall be yellow raised reflective pavement markers installed along the centerline of the road space 40-feet apart.
At the Marne Rd and Lewis Valley Rd intersection, Contractor shall paint a white reflective stop line, 24-inches wide, approximately 12-feet long, at the stop sign.
4. Attachment 1, Section 01 11 00 paragraph 1.2.1.e states, “Demolition and disposal of existing 24-foot wide pavement and base course down to the top of the proposed lime stabilized subgrade, approximately 14-inches below top of existing pavement.” The section also states in paragraph 1.2.2.4.2 to place a 6” loft of flex base on top of the lime stabilized subgrade. There is to be a 2.5” lift of Hot Mix
Asphalt per paragraph 1.2.2.4.3. The same language is included in Attached 2. Please confirm the contractor is to remove 14” of material and place back a total of 8.5” of material, resulting in a net drop of elevation by 5.5”.
Answer: Contractor is to remove 8.5” of material.
5. Attachment 1, Section 01 11 00 paragraph 1.2.2.4.3 details that a prime cost is not to be applied to the flex base course. However, section 32 12 13 requires to application of a prime coat. This same language is in attachment 2. Please confirm no prime coat is required for these projects.
Answer: Answer: Prime coat shall not be applied to finished base course for either CYRB130005 Repair
Lewis Valley Road Overall. CYRB1700128 Repair Lewis Valley Trail.
6. Section 01 14 00 paragraph 1.4.1.3 limits the working hours inside the hosing area. The work hours are from 8:00 am to 4:00 pm. What are the limits to the working hours on the project site and the remainder of the base? Are there any limitations to the hours material can be hauled to the site and excess material hauled off the site?
Answer: The working hours for this project are 0800 to 1700 (8am to 5pm), Monday thru Friday. For work outside of these hours and days, Contractor shall seek permission from the Contracting officer.
7. Section 01 11 00 paragraph 1.6 of the request for proposal provides specific time frames for the completion of various tasks and an overall time frame for completion of the work of 316 “Calendar Days
Total”. The contract requires separate submittals for the 50% design, the 100% design and final construction documents. The bid schedule in the solicitation identifies item 0001 as the 50% design with a 60 day performance period. It also identifies item 0002 as the 100% design with a 60 day performance period. The bid schedule appears to be in conflict with section 01 11 00. Please confirm the 60 day performance period for the 50% design and the 60 day performance period for the 100% design.
Answer: An amendment will be issued to reflect Bid Schedule change:
Item 0001 50% design 60 calendar days
Item 0002 100% design 30 calendar days for
8. What is the government review period for the 50% design package and the 100% design package? Is this review period part of the 316 Calendar day contract duration?
Answer: Answer: The government will need 3 weeks to review the 50% design and 1 week to review the 100% design.
9. The specifications do not provide a time frame for government review of contract submittals. What will be the government review period for submittals?
Answer: 14 calendar days.
10. Since the project is in a live fire area, will the contractor be forced shutdown construction activities during the contract performance period?
Answer: No part of this project is within a live fire area.
11. The existing bridge with the historical wall appears to have some structural issues. The video shows a crack in the wall over the culvert pipe on one side of the road. The condition of the wall on the opposite side of the road is unclear. The requirement to remove the existing asphalt and base will not be an issue. The effort to lime stabilize the subbase and place new base could be an issue. The vibration from the compaction effort could cause a failure of the wall. Temporary shoring of the wall may prevent overturning but will not stop damage to the wall caused by the compaction effort. Will the contractor be responsible for damage to the wall caused by the required compaction specified in the contract?
Answer: The pavement on the bridge including 20-feet pavement from the end of the bridge on each side shall be milled and over laid only.
12. Would the government consider an alternative design for the portion of the road between the historical walls that would eliminate the potential damage due to compaction of the base material and subbase material?
Answer: No, see answer to Question 11.
13. Section 01 11 00 paragraph 1.2.2.3 requires the contractor to store millings on site for reuse on the proposed shoulder. The scope does not mention a RAP shoulder. The video does not show a shoulder on the beginning of Lewis Valley Road. Does the scope of work include a RAP shoulder and if so, how wide is does the shoulder need to be?
Answer: The project does not have a RAP (recycled asphalt pavement) shoulder. Contractor shall properly dispose of millings.
14. Does the Lewis Valley Trail scope include a RAP shoulder and if so, how wide is the shoulder?
Answer: The project does not have a RAP (recycled asphalt pavement) shoulder.
15. The specifications for Lewis Valley Trail does not require the trail to remain open at all times. Will the contractor be required to keep one lane of the Lewis Valley Trail open at all times?
Answer: Yes.
16. Will P6 be an acceptable format for the construction schedule in lieu of AF IMT 3064?
Answer: No, the Contractor shall use AF IMT 3064.
17. The scope calls for replacing existing culverts with HDPE piping. Will the contractor be able to shut down traffic on both lanes to install the one piece pipe? If not, will the contractor be able to use a mechanical splice and corrugated HDPE pipe to replace the culverts?
Answer: A mechanical splice is acceptable.
