QUESTIONS AND ANSWERS

1. Is refrigerant required to be weighed and reported after recovery? Any specific base requirements on refrigerant reporting?
Government Response:
Refer to Section 01 11 00, Paragraph 1.1.1, Solicitation Specifications. This contract requires the handling of hundreds of pounds of refrigerant and as such, section 608 of the Federal Clean Air Law (40 CFR Part 82, Subpart F) requires the handling be conducted by section 608, Universal Refrigerant License holders. Refrigerant shall be weighed out, containerized, handles, transported and receipted IAW federal law.
2. Have there been any piping modifications made to 10056 since 1994 or are all pipe sizes accurate?
Government Response:
The Government has provided the only information it has available and has been able to find. For the purpose of this solicitation and proposal preparation, the contractor is to rely on the information available within the solicitation. The Government reminds those participating in the solicitation that it is incumbent of the Texas Licensed Contractor IAW their TX license to conduct hands-on field assessment.
3. Is new insulation required on all piping, new & existing, or what is new & disturbed? Are the existing temporary taps to be insulated?
Government Response:
Refer to Section 01 11 00, Paragraph 1.3.1b, Specifications, this solicitation. The Contractor shall assume new insulation is required throughout the replacement chiller side of the facility (west side) and the existing temporary chiller taps.
4. What are the dimensions of all access points?
Government Response:
There are 2 chiller units within same facility and 4 access points. The chiller to be replaced can be accessed via the double door side 91”x 93.5”(height);. Each chiller mechanical room also has one single door 35” x 82”

5. Are there any specific chiller options required? i.e. Automatic Tube Brushing Systems, epoxy coated condensers, anodes welded to end bells, hinged water boxes, marine water boxes, motor monitoring for bearing & winding w/ RTD’s, factory ARI testing, baseline vibration & eddy current analysis, and/or variable frequency drive?
Government Response:
Refer to Section 01 11 00, Paragraph 1.3.1 this solicitation’s specifications. Testing such as AHRI is the manufacturer’s mandatory responsibility.
6. Is flow still going through existing Trane? It looks as if there are multiple temporary taps. Will flow be able to be isolated while the replacement occurs?
Flow is still going through existing Trane. Flow isolation is possible and required while the replacement occurs. Staging of the secondary pumps as to provide continuous flow to the occupied buildings is required. Refer to Section 01 14 00 of this solicitation’s specifications.
7. Has air-cooled vs. water cooled been evaluated? Is that an option?
Air cooled vs water cooled has been evaluated by government engineers and there is no option in this contract to divert from the specifications of a Trane water cooled chiller system. This is essentially a typical one for one type equipment replacement project.
The Chiller is a Centrifugal chiller. The Scope calls for a replacement centrifugal chiller. This chiller feeds a chill water storage tank. A one for one Centrifugal for Centrifugal replacement is what is required.
8. Will need all the existing pump tag & motor for pump replacement and repair purposes.
Government Response:
Refer to Question 27.
9. Will a new refrigerant monitoring system be required?
Government Response:
The Government will expect to see a new system included in any proposals. Any proposed system shall be compliant with ASHRAE Standard 15, e.g. “A new refrigerant detector shall be provided in accordance with Section 7.6.5 where any of the following apply…:”
10. Will any new variable speed drives be required?
Government Response:
Existing variable speed drives will be replaced. The new Taco 2524 horizontal split case condenser water pump and motor assembly compatible with the condenser will require a new variable speed drive. All existing pumps that are to be overhauled do not require new variable speed drives.
11. Section 01 11 00 Paragraph 1.2.1 states that there is no “formal design” requirement. In this same paragraph it states that the contractor shall submit the contractor’s overall “design analysis.” It also calls for Manufacturers Design and Drawings, CAD technician level shop drawings, individual trades shop drawings, and a final set of as-built drawings. Our review of this paragraph would signal that this project is a design build without requiring stamps on the drawings. Please confirm that this project should be considered Design Build?
Government Response:
Refer to Section 01 11 00 paragraph 1.1.1 this solicitations Specifications. The word design’s use in the Statement of Work Section 01 11 00 paragraph 1.1.1 is to be contextually interpreted as the Industry Standard 30/60/90 percent (conceptual, preliminary-intermediate and final-not IFC) Formal design process. No Formal design is required, that is to say, the “30/60/90” level design process is not required. Since this is basically a one for one swap of equipment, manufacturer drawings, shop drawings, schematics, sketches etc., depicting the final as-installed (as-built) configuration(s) are required.
12. 01 11 00 paragraph 1.2.1 indicates that the Contractor is to review the RFP specifications and “tailor as needed to their proposed construction method then submit for review as part of the Contractor’s Design Analysis. There is no required formal design.” If the Contractor is required to issue edited UFGS Specifications as part of this project will they be required to be edited using SpecsIntact?
Government Response:
Section 01 11 00 paragraph 1.2.1 has been removed. Where the Contractor submits manufacturer prepared specifications, it is strongly recommended that any specifications submitted are conducted in SpecsIntact to ensure they are the most current version of that specification and comply with the most current version of the UFGS. Please note; access to SpecsIntact is free for Government Contractors and the Government’s major manufacturing partners. SpecsIntact automatically updates to the latest version each time one logs in.
13. 01 33 00 paragraph 1.1.1 “SD-02 Shop Drawings’ states that the drawings when accomplished shall meet Design After Award CAD and A/E/CD requirements in Section 01 33 16.00 10. Will the Contractor be required to meet the typical JBSA 01 33 16.00 10 CAD Standards when preparing the shop drawings required in 01 11 00?
Government Response:
JBSA 01 33 16.00 10 CAD Standards shall be followed for the shop drawings required in 01 11 00.
14. The RFP includes specification section 01 33 16.00 10 Design After Award which requires a significant quantity of design after award submittals as outlined in paragraph
1.5. Section 01 11 00 para 1.2.1 made clear that the Contractor is not required to submit a “formal design” and that a shop drawing was sufficient. Will the Government clarify if 01 33 16 is applicable to this project?
Government Response:
Refer to section 01 33 16.00 10, Paragraph 1.2.1, this Solicitations Specifications.
15. Please confirm whether the Contractor is required to submit a Design Quality Control Plan per 01 45 00.00 10 paragraph 3.2.2.
Government Response:
Design Quality Control Plan submittal is required. Refer to Section 01 45 00.00 10 paragraph 3.2.2, this solicitation’s Specifications. To clearly document what design and drawing methods will be employed and by whom on the Contractor’s team, the Contractor is expected to provide a Design Quality Control Plan. For the purpose of this solicitation, this may be a formal standalone document or a sectional break-out within the Contractor’s overall Quality Control Plan depending on the Contractor’s chosen method of intended project execution.
16. Please confirm that the government will be responsible for maintaining the existing temporary chiller and removing once the new chiller is brought online.
Government Response:
Government will maintain the existing temporary chiller and remove once new chiller is brought online. Contractor shall ensure that pumps are staged during their overhaul as to provide continuous chilled water to the occupied buildings. Contractor shall disconnect the temporary chilled water lines connected to the temporary chiller once new chiller is fully operational.
17. Section 01 11 00 Paragraph 1.4.f states that any conduit, electrical and communications box, panel, etc. that is currently not used shall be demolished and removed. Can the government provide a quantity of these items not in use as without a site visit it is not possible to quantify the number of feet of conduit, the number of boxes, and the number of panels not in use?
Please refer to the images attached. It is incumbent of the Texas Licensed Contractor IAW their TX license to conduct hands-on field assessment. The actual number of items/devices being demolished and removed can only be determined by the Contractor’s methodology of execution.
18. The site visit video states that the new chiller shall be Trane. Section 01 11 00 Paragraph
1.4.1 states that Trane or Johnson Controls-York is acceptable. Please advise if Johnson Controls-York can be provided?
Government Response:
Refer to Section 01 11 00. For this solicitation only a TRANE® chiller will be acceptable.
19. Please confirm whether 3rd party commissioning is a requirement of the contract?
Government Response:
Refer to Section 01 78 23.33 Paragraph O&M DATA, Paragraph 1.2; “For the purpose of this Project, the term Commissioning and the abbreviation Cx is to mean Test And Balance and Test and Balancing Agent.”.
20. Section 01 11 00 Paragraph 1.4.e states that the existing CAT connection point (jack) located on the wall between the EMCS panels shall be removed and replaced with new and that the contractor shall provide a new panel to house this connection. Please confirm the government is requesting a new communications patch panel?
Government Response:
The Scope is requiring that the new RJ45 receptacle be located in a new securable box, and submit the keys to the Government. Refer to Specifications (amended). No requirement for a patch panel is mentioned in the scope, or is required.
21. Section 01 11 00 Paragraph 1.4.e states that the existing CAT connection point (jack) located on the wall between the EMCS panels shall be removed and replaced with new and that the contractor shall provide a new panel to house this connection. What is the length of the existing conduit run and can the conduit be re-used?
Government Response:
The existing conduit may be used if it can be done so within Code. The length of run will be up to the Contractor to determine.
22. Section 01 11 00 Part 3 mentions an Execution Plan should the system go down. It appears the existing system is being run with a temporary chiller for which we are not responsible. Please advise if Part 3 is not applicable other than notifying the government if we notice that their temporary chiller is not functioning?
Government Response:
Refer to Section 01 11 00 this Solicitation’s Specifications. The existing system is being operated with a Government Owned temporary chiller and a York chiller in the next door (East) bay. The Contractor shall notify government if either chiller is not functioning and notify the government at least 30 days in advance if chilled water flow to the occupied buildings is to be disrupted.
23. Please provide Double Door Width and Height Dimensions. Government Response:
Refer to Question 4.
24. It appears from the virtual walkthrough that there are four structural supports supporting an I-Beam for motor removal. Can these be temporarily removed while removal of old chiller & installation of new chiller are accomplished?
The facility was constructed before the existing equipment was installed thus adequate clearance is available. The contractor is responsible to remove and install required equipment using standard industry practices.
25. Shall a new structural system be planned for motor removal, if needed in the future, to accommodate the weight of the new motor?
Government Response:
No.
26. For item 1.4.1 Item # g. – Can the current chemical treatment provider for the open loop system be provided?
Government Response:
The Government does not recognize the reference. What section of the Solicitation is the Asker referencing? The current chemical treatment provider for the open loop system cannot be provided at this moment.
27. For Items 1.4.1 h., i., j., k., l., & m. - The video from the virtual walkthrough is blurred while panning on the existing pump & motor tag data. Can photos of motor & pump tag be provided showing TACO model #, GPM, & feet of head, as well as Motor HP, frame size, & RPM?
Please refer to the images bellow and Section 01 11 00. As a reminder, it is incumbent of the Texas Licensed Contractor(s) IAW their TX license to conduct hands-on field assessment as necessary. The contractor shall install a new Taco 2524 horizontal split case condenser water pump and motor assembly compatible with the condenser water pump schedule below and in the same location as the existing Taco horizontal split case condenser water pump.
Overhaul one Taco split case TA 1224 20 HP primary loop chilled water pump
Overhaul one Taco split case TA 2524 50 HP primary loop chilled water pump.
Contractor shall overhaul two Taco split case 2530 75 HP secondary loop pump chilled water pumps.

28. It looks as if there is a YORK centrifugal chiller next door in building A. Does the DDC scope of work include this chiller? It’s corresponding pumps? If so, can a count be provided?
Refer Section 01 11 00. The DDC scope of work includes the entire Chill Water Plant which includes the pumps as seen in question 27.
29. It looks like cover plates are missing on the MCC. Do these need to be provided? If so, please provide MCC nameplate info. Is there any other scope or work to be provided for the MCC?
Government Response:
The term MCC is not in the scope of this solicitation.
30. Are Surge Protection Devices required for the new chiller?
Government Response:
The Contractor shall match existing. If surge protection is present, the Contractor will ensure it is there when complete.
31. Can a new expansion tank be provided in lieu of stripping, painting, & insulating existing?
Government Response:
If a new expansion tank is an economically a superior alternative it can be provided in lieu of stripping, painting, & insulating the existing expansion tank.
32. Is an air/dirt separator to be included in this scope of work?
Government Response:
Refer to Section 01 11 00 paragraph 1.3c. of the Solicitation Specifications (amended).
33. It is our understanding that this chiller has been down for several years. Is the cooling tower that serves this chiller and the other centrifugal chiller remaining still functioning?
Government Response:
All cooling towers serving this chiller plant are functioning and operational.
34. Is there any commissioning/repair work needed for the existing cooling towers? Government Response:
No commissioning or repair work is included or required in this solicitation for the existing cooling towers.
35. Page M-3 shows multiple 12” , 8”, & 6” Venturi Flow Control Valves. Are these to be replaced as well?
Refer to Section 01 11 00 paragraph 1.3 c. of the Solicitation Specifications (amended).
