RE: Insulation Sampling, Hangar 61, Randolph Air Force Base.
In concert with our communications, sampling occurred of insulation within Hangar 61, Joint Base San Antonio, Randolph Air Force Base. The sampling was of the ceiling insulation and the insulation on the side walls which was analyzed for the Texas thirteen total metals. The intent was to have both samples analyzed via of the Toxic Characteristic
Leaching Procedure (TCLP); however, even though a great volume of the ceiling sample was collected, it amounted to only 48 grams due to the type of material. The sample of the wall insulation weighed 92 grams. Normally, 100 grams is the minimum TCLP sample weight but discussions with the laboratory indicated that the wall material could be TCLP analyzed and the ceiling insulation analyzed for total metals with the TCLP calculated for this sample.
The EPA (Section1.2 of Method 1311, TCLP) allows total analysis with calculated TCLP as extracted below.
“If a waste is 100% solid, as defined by the TCLP method, then the results of the total constituent analysis may be divided by twenty to convert the total results into the maximum leachable concentration. This factor is derived from the 20:1 liquid-to-solid ratio employed in the
TCLP. If a waste has filterable liquid, then the concentration of the analyte in each phase (liquid and solid) must be determined. The following equation may be used to calculate this value:

Where:
A = Concentration of the analyte in liquid portion of the sample (mg/L)
B = Volume of the liquid portion of the sample (L).
C = Concentration of the analyte in solid portion of the sample (mg/kg)
D = Weight of the solid portion of the sample (kg)
E = Maximum theoretical concentration in leachate (mg/L)
The value obtained (E) can be used to show that the maximum theoretical concentration in a leachate from the waste could not exceed the concentration specified in the toxicity characteristic (TC) (40 CFR 261.24).”
The laboratory results of the metals analyses, the calculated Toxic, Characteristic
Leaching Procedure, and the limits for disposal are depicted in Table 1, below.

Based on the laboratory analyses and associated calculations (TCLP for total), the ceiling insulation can be disposed of as general construction debris. The wall insulation, as collected at the directed location, must be disposed of as hazardous waste based on the chromium content.
