SOLICITATION NUMBER FA3010-15-R-0014 QUESTIONS & ANSWERS

1. Paragraph 1.1.1. What is the current diversion percentage?

Answer: The Solid Waste diversion goals are as follow. FY 2015-2017 - 55%;

2018-2020 - 60%

2. Paragraph 1.2.5. How many roll off containers are required? What size container is required?

Answer: This is a performance based contract and the contractor will determine how many are needed to do the job effectively. Historically, we have used 20, 30, and 40 yard containers.

3. Paragraph 1.2.6. Please provide a description of the Government-provided, Public/Common Use

MSW Receptacles including size and type. It appears that the locations for these containers are listed in Appendix E. Is the Contractor required to provide plastic liners?

Answer: These containers are 35 and 50 gallon concrete receptacles; the contractor is required to provide liners for the cans.

4. Paragraph 1.2.7. Please provide a description of the Public/Common Use Recycling Receptacles including size and type. It appears that the locations for these containers are listed in Appendix D.

Are these containers provided by the Government? Paragraph 1.4.2. states the Contractor shall provide recycling containers. What recycling containers is the Contractor supposed to provide under paragraph

1.4.2.?

Answer: Contractor shall provide containers for cardboard, cans, plastic and paper. See answer to #42 also.

5. Paragraph 1.3.1. Is all shredding performed at the Recycle Center?

Answer: Yes, all shredding is done in the Recycling Center.

6. Paragraph 1.3.3. Are all storage containers used for HIPPA material and shredding provided by the

Government?

Answer: Yes, all of the containers used for HIPPA materials are provided by the government.

7. Paragraph 1.3.3.3. Are the “lock box containers” provided by the Government?

Answer: Yes, these are the same thing as the HIPPA containers.

8. Paragraph 1.5.1. The requirement is to “chip all shrubs, tree limbs…” and “to operate processor”.

Does the Government provide the chipper and the processor? Please describe the “processor”.

Answer: No, the government does not provide chippers or processor. These items shall be provided by the contractor. The processor is a shredder that’s used to pulverize soft materials such as leaves, twigs and other organic debris. The chipper processes heavy wood pieces.

9. Appendix B. Please provide a legend explaining the collection frequencies listed under the column entitled ”Historical Data”.

Answer: These are the days pick-ups have historically been made at these locations.

10. Do you have a breakdown of the MSW and food waste collected at the hospital vs. the tonnage collected on the main base?

Answer: There is no separate breakdown; they are all done as one. The only thing we track separately is the shredded paper generated by the hospital.

11. Do you have historical data for the annual number of roll-off hauls for C&D?

Answer: Historically 18-23 annually with over 80% being between the months of April-August.

12. What is the maximum number of roll-off containers that might be placed in the field at a given time?

Answer: There is no max number. Historically 18-23 annually with over 80% being between the months of April-August.

13. For the Keesler AFB portion,what was the awarded current contract value for base plus options years, split up yearly, if possible.

Answer: Keesler’s (task order 0001) current contract value for the period 1 Sep 2010 – 31 Aug 2015 is

$5,202,764.85.

14. Is the total contract value based on any modification that were applied from the date of award to the current date?

Answer: Yes, modifications incorporated, since award date, total approximately $200K.

15. Is this total contract value answered above, based solely on Keesler AFB or is it based on multiple sites from that solicitation.

Answer: Keesler AFB only

16. From multiple images it seems the current Prime and Sub contractors both park their vehicles at the QRP full time and use that location as their office and staging area. Is this allowed and will it be allowed under the performance of this contract.

Answer: Yes, all contractor vehicles will be allowed to be parked in the service yard of the Recycle

Center.

17. Are the cardboard containers owned by the contractor or by the government? I know they are not listed but noticed them being a different color.

Answer: The cardboard containers are owned by the contractor.

18. In regards to the Marketing and sale of recyclables, who is currently buying these commodities. Is there one buyer or multiple?

Answer: There are multiple buyers throughout the base populace and local area. As long as they can access the base, they can purchase commodities.

19. Where is the current contractor disposing of food and MSW.

Answer: Coast Recyclers Landfill, LLC 14339 Hudson Krohn Road Biloxi MS 39532 and MacLand

Disposal Center Inc, 11300 Hwy 63 Moss Point MS 39563

20. With disposal being a firm-fixed price is it the governments intent for the potential contractors to use the historical tonnage data for pricing for disposal?

Answer: Yes

21. Is disposal paid on what is actually disposed of and at the rate charged?

Answer: This is a firm-fixed price monthly amount based on historical tonnage data contained in

Appendix A.

22. If during the option periods the landfill increases the amount they charge will this be negotiable to the contractor?

Answer: No, this is a firm-fixed price CLIN; therefore, the contractor should take this into consideration when submitting their proposal using historical tonnage provided in Appendix A.

23. Is the QRP open and manned on the weekends?

Answer: No, it’s not required to be manned during weekends, holidays or non-duty hours.

24. Does the government currently require manpower reporting for this contract?

Answer: Yes

25. What was the manpower reporting information for the most recent period turned in by the contractor?

Answer: This is contractor proprietary information and unreleasable.

26. Will the contractor be allowed to park contractor owned refuse and/or recycling trucks assigned to this contract on KAFB?

Answer: Yes you can park them in the refuse yard adjacent to the Recycle Center

27. Will the contractor be allowed to store extra refuse containers assigned to this contract on KAFB?

Answer: Yes, you can store them in the refuse yard adjacent to the Recycle Center

28. Will the contractor be allowed to store food waste collected from the facilities that generate food waste on KAFB?

Answer: Yes, food waste can be stored in the yard but it must be in sealed containers to control odor and unwanted pests.

29. If the answer to question number 28 above is yes, how long will the contractor be allowed to store food waste on base before it is needs to be transported from the base?

Answer: There is no set time frame on the length of time it can be stored. It can be stored until containers are full but must remain sealed and odor free.

30. PWS 1.7.1 Bulk Container Maintenance Methods states that maintenance must be performed at an off-base location. PWS 1.7.2 Bulk Container Cleaning does not appear to address the requirement for off-base cleaning. Will the government allow the contractor to clean bulk containers on KAFB?

Answer: Bulk containers must be cleaned at an off-base location.

31. PWS 1.8.2 Vehicle Inspection Report states the contractor will provide this report on a monthly basis. Can the government provide the minimal details of the information required on this report? Is the government requesting copies of our standard VCR’s (Vehicle Condition Reports)

Answer: Yes, standard VCR’s will suffice.

32. Will the contractor be required to man the Recycle Center with an attendant during normal working hours?

Answer: Yes.

33. PWS 1.4.1 states that yellow cooking oil shall be recycled. Will the contactor be required to collect these oils from facilities on base?

Answer: Yes.

34. Please reference PWS 1.4.1 and 1.4.3 relating to proceeds from Recycling. Will the contractor be allowed to retain any portion of the proceeds from recycling sales to offset his operating expenses?

Answer: No, all proceeds will go to the Government which will be used to offset operating expenses.

35. Please reference PWS 1.4.6. Sales Receipts. The last sentence states that the contractor shall also submit an invoice of costs associated with collection, processing, and transporting, and the sale of recyclable commodities for reimbursement. It appears all contractor expenses associated with his proposed fee for the recycle related CLINS will quality for this reimbursement. Is this correct, and if not, please clarify.

Answer: Yes, these will qualify for reimbursements.

36. Please reference page 3, CLIN 0001 description of supplies/services. Is this CLIN unit price considered to be a total of all contract line items 0001-0014 as described, or should it represent the total for all refuse collections associated with the main base collections? This CLIN description appears to change for the option years, leaving out the reference to “all contract line items”. Please clarify.

Answer: CLIN 0001 is for Main Base Solid Food Waste collection only. The total amount of CLINs

0001-0014 should not be entered in CLIN 0001. All CLINs, X001-X014, are stand-alone CLINs and should be proposed on, with the exception of the Not To Exceed CLINs X006, X007 and X013 which the Government will supply upon award.

37. Can the government please identify the hospital collection stations in Appendix B that are considered Hospital Refuse Collection customers assigned to CLINS X002 for all years?

Answer: Bldgs 404, 420, 468 and 824 are applicable to CLIN X002.

38. It states for the recycle center that the base QRP manager will be appointed by the Base

Commander. Does this mean that this person works for the base or for the contractor? I was under the impression since the contractor has to run the recycle center we would put an employee in there.

Answer: The QRP Manager is a Government employee and does not work for the contractor.

39. Disposal. Does the base pay the disposal or does the contractor? Does this include all disposal

C&D and MSW?

Answer: The fees are paid by the contractor; they are then reimbursed by the government.

40. CLINS 0010, 0011, et seq. Base and Hospital Disposal respectively. Please confirm that this is to be broken out as a total monthly amount of landfill cost that the contractor will be charging the

Government, and that costs per ton are not needed nor required in this line item.

Answer: Yes, this is to be broken out as a firm-fixed price monthly amount for both CLINs. They are broken down by Base and Hospital only because of the way they are funded. Costs per ton are not required at this time.

41. CLIN 0013 Government Furnished Equipment Repair (1 Each): I am not sure how the contractor could submit a price for this line item because we are not sure of what equipment(s) are in need of repair. Please clarify if we need to bid a price for this line item, or if this line item is only there as a billing mechanism in the event that repairs is needed in the future.

Answer: CLIN 0013 and all option CLINs (1013, 2013, 3013, 4013) should not be bid. A Not To

Exceed lump sum amount will be provided upon award. Awardee will be responsible for providing repair receipts to support claimed amounts.

42. CLIN 0003 and CLIN 0009, et seq.: Could the Government please identify the containers and locations that are to be billed for under CLIN 0009? With the exception of the hospital shredding services containers, it appears that the collection of Base recycling containers in Appendix C and D would fall under CLIN 0003, et seq.

Answer: CLIN 0003 is for recycling containers located inside buildings (Appendix D) while CLIN

0009 is for receptacles located outside (Appendix C)

43. Please define “Bi-Weekly” in Appendix E of the historical data.

Answer: We define Bi-Weekly as twice a week.

44. Section 1.1.1. DoD diversion metrics/goals: Please clarify if the ISWM Contractor can utilize diversion metrics from other base recycling entities (i.e. DECA, AFFES) to meet the required DoD goals and if the ISWM Contractor is ultimately responsible for meeting and submitting these diversion metrics/goals for the entire Base, or if the contractor will be held solely responsible for meeting DoD diversion goals of the entire Base without the other entities metrics.

Answer: The Contractor can use “numbers” from other base entities to achieve DoD goals.

45. Section 1.1.1. DoD diversion metrics/goals: Please clarify. In the event that the ISWM contractor is allowed to use metrics from other base recycling entities, and is held solely responsible for the submission of the diversion metrics/goals of the entire Base, but is unable to obtain the data due to lack of cooperation from these entities, how will the Government handle this situation? Or is the ISWM contractor only responsible for submitting its data to the Base QRP Manager and doing its part to assist in meeting the goals, but not ultimately responsible for actually meeting the required DoD goals?

Answer: If the Contractor is having issues obtaining “numbers” from other base entities the COR will assist in obtaining this information.

46. Who is the incumbent contractor?

Answer: Zero Waste Solutions, Newark CA
