SUMMARY OF WORK

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required to [basic description of requirement], to include design and engineering services incidental to construction. Detailed technical requirements can be found in Appendix A, Technical Requirements. The total Period of Performance (PoP) is

XXX days from Notice-To-Proceed (NTP). Requests to alter these time limits shall be submitted in writing to the Contracting Officer at least ten (10) working days in advance.

All work, equipment, and materials required for this contract shall be staged in an area coordinated with the Base Civil Engineer (BCE) personnel or Government designated representative (i.e. Contracting Officer, Project Manager, Construction Manager). This staging area will not interfere with building operations or access to Schriever Air Force

Base (SAFB). Staging area will be cordoned off appropriately per applicable safety requirements. The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC).

Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with the contract criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. All construction work shall be subject to stoppages and delays due to critical SAFB mission requirements. All work shall be coordinated with Base Civil

Engineering (BCE) personnel, namely the assigned Construction Manager and/or Project

Manager, via the Contracting Officer.

1.2.2. Location

The work is located at [list area on base like a building number etc…] SAFB, Colorado.

Each task order throughout the life of this contract, to include all option years, will define the location.

1.3 CONTRACT DRAWINGS

1.4 WORK SCHEDULING

Each task order throughout the life of this contract, to include option years, will provide performance period by the task. Normal duty hours for work are from 7 a.m. to 5 p.m., Monday through Friday. Requests for additional work requires written approval from the

Contracting Officer seven (7) calendar days in advance of the proposed work period.

1.5 OCCUPANCY OF PREMISES

[Edit as appropriate to project] Work is in areas where SAFB mission personnel occupy the workspace in the majority of the tasks throughout the life of this contract. Before work starts on each task throughout the life of this contract, arrange with the Contracting

Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.6 EXISTING WORK

In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work that is to remain.

b. Repair or replace portions of existing work, which have been altered during construction operations to match existing or adjoining work, as approved by the

Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than what existed before new work started.

1.7 ON-SITE PERMITS

1.7.1. Utility Outage Requests and Utility Connection Requests

Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.

Submit utility outage requests 14 working days prior to need to the 50 CES Construction

Manager. Based on mission requirements the request may be approved for dates requested or may be approved for dates other than requested. The Contractor shall accommodate these variations with no additional costs to the Government in executing the task order.

1.7.2 Borrow, Excavation, Welding, and Burning Permits

a. Borrow pits are not authorized on Schriever AFB.

b. Submit Excavation permits 21 calendar days prior to excavation work. Request will be submitted via AF Form 103. See “LOCATION OF UNDERGROUND

UTILITIES” for additional information.

c. Welding, Hot Work Permits (AF 592) shall be coordinated with the SAFB Fire

d. Burning is not authorized on Schriever AFB.

1.8 LOCATION OF UNDERGROUND UTILITIES (EXCAVATION/DIG PERMIT)

Obtain digging permits prior to start of excavation, and comply with Schriever AFB requirements for locating and marking underground utilities. Contact 50 Civil Engineer

(CES) Construction Manager (CM) a minimum of five (5) working days prior to excavating, to mark utilities, and within sufficient time required if work occurs on a

Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Verify the elevations of existing piping, utilities, and any type of underground [or encased] obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

Identifying the location of underground utilities generally consists of collaboration with several entities. The information within this section is provided to clarify the responsibility of the contractor, Base personnel, and outline the SAFB dig permit process.

The methods presented herein may differ and it is the contractor’s responsibility to collaborate with Base personnel and all other entities to ensure all is safe and adequate before excavation. The contractor shall ensure all requirements are met within the “Final

Dig Permit Package” prior to excavation. All requirements listed herein shall be included with the “Final Dig Permit Package” and shall be provided to the CM:

1.8.1. SAFB Dig Permit Process and Requirements:

1) Method 1a) Contractor’s Independent Implementation (web-based):

The following method is only applicable when the Work Management Tools

(WMT) website is operational at the time the contractor initiates the dig permit process. If this method is available, the contractor will be able to receive comments online from all stakeholders. The contractor is required to execute this method unless directed otherwise. To initiate the dig permit process the contractor shall submit an AF Form 103 online. Contact the 50 CES Construction Manager (CM) for information on how to access the website.

i. Drawing and Description of Work. As an attachment to the AF Form 103, the contractor shall provide drawing(s) showing exact locations and a clear description of the work to be accomplished (e.g. precise perimeter of where excavation will occur). The detail and accuracy of the attachment is crucial, as it will be used by Base personnel to determine the area to analyze for utilities. The 50 CES CM and/or Project Manager (PM) will review the attachment, if the attachment is deemed incompetent by 50

CES, the contractor may be requested to resubmit.

ii. Stakeholders. The WMT allows the contractor to send the AF Form 103

(with required attachments) to all appropriate stakeholders for signatures, comments, and responses. The contractor shall allow for a minimum of 21 days for this process. If the contractor does not receive a response from a particular stakeholder within the specified time frame, it is the contractor’s responsibility to follow up, inform, and keep the process on schedule. At this stage the AF 103 is for information purposes only, and is not confirmation that all field locates have been performed or that excavation is authorized.

iii. Completed Form. The contractor shall ensure all line items have been filled out prior to digging, including line items that might not be applicable. In such cases, ensure that the line item includes confirmation of receipt by the Base personnel (e.g. “N/A,” “no comment needed”, “no utilities in this area”, etc.).

iv. Field Locates. Prior to digging, the contractor shall ensure all field locates have been completed by each Base personnel (i.e. personnel/entities on the form may leave comments such as: “there are utilities in this area, contact me when you would like me to perform field locates” or “field locates were performed on this date”). The contractor is required to obtain written confirmation from each Base personnel that performed the field locates prior to digging. The contractor shall understand field locates performed by Base personnel are not exact and may have a variation of three (3) feet on either side of the field locates. After all field locates have been performed it is the contractor’s responsibility to maintain markings and whereabouts of located utilities for the entirety of the project. It is the contractor’s responsibility to ensure no utilities are damaged under their permitted work.

2) Method 1b) Contractor’s Integrated Implementation with 50 CES:

The following method is only applicable when the Work Management Tools

(WMT) website is not operational at the time the contractor initiates the dig permit process or if directed to do so by the 50 CES CM. To initiate the dig permit process the contractor shall submit the AF Form 103 to the 50 CES CM, electronically. i. Drawing and Description of Work. As an attachment to the AF Form 103, the contractor shall provide drawing(s) showing exact locations and a clear description of the work to be accomplished (e.g. precise perimeter of where excavation will occur). The detail and accuracy of this attachment is crucial, as it will be used by Base personnel to determine the area to analyze for utilities. The 50 CES CM and/or Project Manager (PM) will review this attachment, if detail of this attachment is deemed incompetent by 50 CES, the contractor may be requested to resubmit. 50 CES will internally process this request.

ii. Completed Form. The contractor shall ensure all line items have been filled out prior to digging, including line items that might not be applicable. In such cases, ensure that the line item includes confirmation of receipt by the Base personnel (e.g. “N/A,” “no comment needed”, “no utilities in this area”, etc.). The contractor shall allow for a minimum of 21 days for this process. After receipt of all applicable Base personnel comments and/or responses, the CM will return the document(s) back to the contractor for their records. The CM returning this document to the contractor is for information purposes only, and is not confirmation that all field locates have been performed. Once returned from the CM, the contractor must start excavation within 30 calendar days or a new request must be submitted.

iii. Field Locates. Prior to digging, the contractor shall ensure all field locates have been completed by each Base personnel (i.e. personnel/entities on the form may leave comments such as: “there are utilities in this area, contact me when you would like me to perform field locates” or “field locates were performed on this date”). The contractor is required to obtain written confirmation from each Base personnel that performed the field locates prior to digging. The contractor shall understand field locates performed by Base personnel are not exact and may have a variation of three (3) feet on either side of the field locates. After all field locates have been performed it is the contractor’s responsibility to maintain markings and whereabouts of located utilities for the entirety of the project. It is the contractor’s responsibility to ensure no utilities are damaged under their permitted work.

3) Ticket Locates (Non-Based Owned/Maintained Utilities)

The base has utilities that are owned and maintained commercially by a third party (i.e. not base owned/maintained utilities, local electrical company, etc.). locating-entity to obtain a list of all utilities in the area of concern (i.e.

“Ticket Locates”, typically a list of all applicable entities that have utilities within the area of work). The contractor shall provide this list to the CM

(these also may be required attachments to the AF Form 103). The contractor is then responsible to contact each commercial entity and have those entities perform their field locates. Within the Final-Dig-Permit-

Package, the contractor is required sign off /confirm each entity had conducted field locates on the Dig-Permit-Confirmation-Letter.

4) Contractor’s Independent Investigation (All Other Utilities)

SAFB possesses infrastructure from its original construction that may not be accurately shown on as-built documents. Within the area of work, SAFB may have underground utilities (abandoned and/or live) that cannot be located by base personnel or commercial entities through the processes described above. As a part of this contract, the construction contractor shall perform an independent underground utility investigation. The contractor shall scan the construction site with Ground Penetrating Radar

(GPR), electromagnetic, sonic equipment, or other preferred method, for utilities or other underground obstructions not indicated by the base or commercial processes described above (i.e. locate all other utilities not found in previously described processes). The contractor shall investigate to a depth competent to work being performed or 18 inches below the lowest identified utility with the area (whichever condition governs). The contractor shall develop a site map/report with their findings, summarizing all utilities within the area of work. All requirements listed herein shall be included with the Final-Dig-Permit-Package and provided to the CM for their records.

5) Contractor’s Dig Permit Confirmation Letter

The contractor shall review all conditions, and sign the Dig-Permit-

Confirmation-Letter. Provided as an attachment to this Section.

1.8.2. SAFB Final Dig Permit Package.

The contractor shall package all requirements described herein into a final document referred to as the “Final- Dig -Permit -Package.” The Final- Dig- Permit- Package shall be provided to the CM two (2) days prior to excavation (i.e. giving the CM time to review the package and provide comments/etc.). Once the CM conducts their review and if all is adequate, the CM will provide the last signature on the Dig Permit Confirmation Letter, the contractor then has authorization to proceed with excavation. After approval, the contractor must start excavation within 30 calendar days of the clearance approval or a new request must be submitted. This set of documents ensures the contractor has coordinated all applicable entities prior to excavation. The contractor shall store this document for the

entirety of the project. If any utilities are damaged, the contractor shall immediately contact

50 CES customer service or SAFB fire department.

1.8 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT

If there is government-furnished material or equipment associated with a task order issued for the life of this contract, to include option years, the individual task order will identify as such. The identification of Government-furnished materials and equipment shall be pursuant to Contract Clause FAR 52.245-1 Government Property.

1.10 GOVERNMENT-INSTALLED WORK

In some instances, government-installed work is associated with the installation of systems furniture via separate contract effort.

1.12 SALVAGE MATERIAL AND EQUIPMENT

Items designated by the Contracting Officer to be salvaged remain the property of the

Government. Segregate, itemize, deliver and off-load the salvaged property at the storage area identified in the specific task order requiring this effort. Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.

Not used.

3.1 DESIGN

The expected level of effort for this project is a XX% design in accordance with the 50

CES Design Guide (DG) as modified below:

3.1.1 General: The 50 CES DG details level of effort required for a XX% design level of effort.

3.1.2 Specifications: [Choose one of the following and delete the other]

For FR MACC

These front-end specifications take precedence. For additional technical specifications, the Contractor shall identify the applicable specifications from the FR MACC contract. If there is no specification from the FR MACC that is applicable then, the Contractor should go to the Whole Building Design Guide to find and identify the applicable guide specifications.

For All others:

These front-end specifications apply to the project. For additional technical specifications, follow the requirements of the design guide to determine applicable specifications

3.1.3 Lighting: All lighting must comply with the requirements of the latest edition of UFC 3-

530-01 Interior and Exterior Lighting Systems and Controls. The Contractor shall pay close attention to paragraph 2-8 for any renovation projects and para 3-2 for all projects.

Submit photometric plans

3.1.4 Fire Protection: Fire protection must comply with the requirements of the latest edition of

UFC 3-600-01. Fire protection systems to include but not limited to, wet/dry pipe sprinkler systems, visual and audio alarms, enunciators and control panels shall be designed by a United States registered fire protection engineer. Submit qualification of the Fire Protection Engineer at start of contract.

3.2 MISCELLANEOUS

3.2.1. Scheduling

Factor in the following when developing design schedule. Submit schedule at NTP + 10 days.

A) 14 calendar day government review for following:

1) All plans (i.e Quality Control Plan)

2) Design Submittals

3) After each design submittal the Contractor shall have five (5) working days to review comments and annotate them in preparation for a design review meeting.

4) Plan for one day on site design review meeting to go over comments.

B) Construction shall not commence until design is approved and notice to proceed is issued by the Contracting Officer.

3.2.2 Design Process

A) At each design phase (design kick off, project definition, schematic design) the

Government shall provide the Contractor comments using the Comment Resolution

Matrix (CRM) in Appendix C.

B) The Contractor shall review the comments and the expectation is one of three comments are made: Concur, non-concur, needs clarification. For non-concur or clarification needed provide details on the form

C) At the review conference only non-concurs or needs clarification will be discussed.

3.2.3 Submittals

The submittal register in Appendix D are the basic submittals required from these front-end specifications. The Contractor shall amend this submittal register during the design process to list the additional submittals required from the technical specifications from paragraph 3.1.2 above.

ATTACHMENT #1: Dig Permit Confirmation Letter

This document and all attachments help ensure the contractor has coordinated all applicable entities prior to excavation and indicates they are responsible for all damages. The requirements herein are in conjunction with the contract documents (see Division 01 Specifications, 01 11 00, The contractor shall fill out this document ensuring all requirements have been met prior to digging on Schriever AFB. If the contractor would like to leave comments/additional information, they shall create a document titled “Comments” and include as an attachment to this letter. By signing off, the Contractor’s Representative (CR) is confirming each requirement has been met per direction herein and within the contract documents.

1. From 103 (Base Owned/Maintained Utilities)

a. Map/Plans: The map provided clearly represent the location where excavation will be performed and clearly indicates the extent where field locates need to be performed. This map(s)/plan(s) are included as an attachment to this document.

Contractor’s Representative: Initial _________ date _________

b. Form 103: The Form 103 is complete, including signatures and comments from all stakeholders. The final version is included as an attachment to this document.

c. Field Locates: Written confirmation has been provided from all applicable stakeholders, confirming physical field locates have been performed (to including the date they were performed). These written confirmations are included as an attachment to this document (e.g. emails, etc.). Note: If field-locate confirmation and date is provided on the 103 form, it will meet this requirement.

2. Commercial Locates (Non-Base Owned/Maintained Utilities)

a. Utility-Locating-Entity: The local utility-locating-entity has been contacted and a list of all commercial utilities has been provided. This list is provided as an attachment to this document.

b. Field Locates: All applicable commercial entities have been contacted and all field locates have been performed by these entities.

3. Contractor’s Independent Investigation (All Other Utilities or Obstructions)

a. Independent Investigation: An investigation has been performed per the contract requirements. Note: If this service is not required within the original contract documents, the CR shall fill in as Not Applicable (N/A).

b. Final Utility Site Map: All information from the processes herein has been compiled into a final utility site map and is provided as an attachment to this document. Note: If this service is not required within the original contract documents, the CR shall fill in as Not Applicable (N/A).

4. Final Signatures

a. Contractor’s Final Signature: The final signature below indicates the contractor’s confirmation that the area is safe for excavation (this includes all other reasonable measures not stated by the contract or herein, to ensure safe excavation). This signature is requesting permission to conduct excavation and also indicates the contractor is responsible for all damages due to excavation.

b. Government’s Construction Manager (CM): The CM holds no liability regarding damages. The CM’s signature is not indicating adequacy, sufficiency, or responsibly of the dig permit documents herein. The signature below only indicates the CM has no objections or questions for the contractor regarding this submittal and excavation can proceed. If the CM has questions they shall not provide a signature below.

If the CM has questions they shall not sign this document. Their questions/concerns shall be directed to the contractor. The contractor shall resolve the issues or concerns, document the resolution, attached with this document, and re-submit to CM for final signature.

1.2 SPECIAL SCHEDULING REQUIREMENTS

A) The Contractor shall have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.

B) The mission at SAFB will remain in operation during the entire construction period.

The Contractor must conduct his operations to cause the least possible interference with normal operations of the activity surrounding the issued contract.

C) Permission to interrupt any active roads / parking lots must be requested in writing a minimum of 14 working days prior to the desired date of interruption.

D) Utility outage requirements shall be in accordance with Section 01 11 00 SUMMARY

OF WORK.

E) The work associated for the life of the contract, requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor, which constitutes a potential interruption to operations.

1.3 CONTRACTOR ACCESS AND USE OF PREMISES

1.3.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey

Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear appropriate personal protective equipment (PPE) in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.

1.3.1.1 Subcontractors and Personnel Contacts [SD – 01]; G

[Edit as appropriate to project] Provide a list of contact personnel of the Contractor and subcontractors on site, as well as the superintendent and/or project manager. The list will include addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.3.1.2 Additional Personnel Requirements

1.3.1.2.1 General Construction

General construction includes construction activities such as building site work, utilities, foundations, structure, and enclosure or shell, including doors, windows, façade work, utility work that penetrates the secure area and installation of doors.

1.3.1.2.2 Finish Work [SD – 01]; G

U.S. companies using U.S. persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. § 1101(a)(20) or who is a protected individual as defined by Title 8 U.S.C. §1324b (a)(3)) must accomplish finish work within the secure area. Finish Work includes construction activities such as insulation, floor/partition/ceiling systems, cabinet work, conveyor systems, specialties, building furnishings/ fixtures/equipment, mechanical/electrical services and equipment including those specialized for fire protection, security, communication, control, energy conservation, safety, comfort, convenience, and similar purposes.

1.3.1.2.3 Electronic Security and Controls Systems Equipment [SD – 01]; G

Electronic Security Systems equipment such as processing control units, workstations, field panels, sensors, card readers, cable installation, system programing, and testing and training must be performed by U.S. citizens who have been subjected to a trustworthiness determination and U.S. companies using U.S. citizens who have been subjected to a trustworthiness determination.

1.3.1.2.4 No Smoking Policy

Smoking is prohibited within and outside all buildings on the installation, except in designated smoking areas. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The

Contracting Officer will identify designated smoking areas.

1.3.2 Working Hours

Regular working hours must consist of an 8-hour work day plus a minimum of 0.5 hour lunch break between 7:00 AM to 5:00 PM Monday through Friday, excluding Government holidays.

1.3.2.1 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval. Submit an application seven (7) calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress. The application shall include the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work is lit in a manner approved by the Contracting Officer.

1.3.2.2 Exclusionary Period

1.3.2.2.2 Weather Days

The following schedule of monthly-anticipated adverse weather delays is based on

National Oceanic and Atmospheric Administration (NOAA) or similar data for SAFB and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent contract activities.

1.3.2.2.3 Work Interruptions and Delays

The Contractor may be required to temporarily suspend work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls (above what is listed in paragraph 1.3.2.2.2 of this section) will affect the Contractor’s work periods. The Contractor must make allowances for these events and resulting lost time is not reimbursable. The Contracting Officer shall provide notification to the Contractor.

1.3.3 Occupied and Existing Building[s]

The Contractor shall be working in and around existing, occupied buildings. Do not enter the building[s] without specific contract authorizing work in building[s]. The existing buildings and their contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer. Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the work area during the construction period.

1.3.4 Utility Cutovers and Interruptions

A) Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph

WORK OUTSIDE REGULAR HOURS.

B) Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

C) Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm and compressed air are considered utility cutovers

pursuant to the paragraph WORK OUTSIDE REGULAR HOURS. This time limit includes time for deactivation and reactivation.

D) Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.

1.4 CONTRACTOR VEHICLES

Prominently display Company Name on all Contractor vehicles operating on SAFB. The

Contractor may obtain temporary vehicle entry passes needed to transport materials and equipment at Building 15, the Pass and ID Facility. The Contractor shall be equipped to present proof of insurance, driver’s license, vehicle registration, and other documentation as needed to obtain a vehicle pass. Entry to the restricted area of SAFB will require a vehicle pass and additional clearances (i.e. for personnel) as described in section 01 55 04, Security

Requirements for SAFB.

1.5 CONTRACTOR STORAGE / LAYDOWN YARD

The Contractor may be assigned one of the available spaces/yards in the Contractor Lay down Yard for use during the execution of this contract. The individual yards provide approximately 30’ by 100’ fenced area that can accommodate Contractor provided office/storage trailer(s), and trash dumpster. The Contractor shall comply with all requirements of the tenant agreement or grant. The area provided to the Contractor must be maintained in a clean, neat, and serviceable condition at all times to include feed/vegetation free. Security shall be the responsibility of the Contractor.

1.6 FILL MATERIALS

Excess fill materials, including rock, gravel, broken concrete or asphalt, etc. shall be removed off the base grounds and disposed of by the Contractor, in accordance with applicable state and local regulations, or as directed by the CO. Excess fill shall not be disposed of in any 100-year floodplain as regulated by County Land Use Department.

Additional fill material shall be imported and delivered to the site from off the base grounds, by the Contractor, as a necessary part of the work. Material composition shall be subject to the requirements of Section 31 23 00, Excavation and Fill, in these specifications.

1.7 ROUTES

Only that route designated by the CO shall be utilized by the Contractor for access to the work site. The use of an existing elevator shall be arranged prior to use through the CO and subject to his controls. Such use will be of an intermittent and temporary nature. The

Contractor shall provide and maintain suitable and adequate protective covering for the elevator machinery, the hatchway entrance, and the interior of elevator during any period of temporary usage. In no case shall the load exceed the rated capacity of the elevator.

1.3 COLOR BOARDS [SD-04]; G [Delete if not required for project]

Submit one (1) set of color boards within XX calendar days after Contract Award. Each set of boards must include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. Present the samples on 8 by 10-1/2 inches boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Design modules to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, submit samples not less than 12 inches square with the board. If more space is needed, more than one board per set may be submitted. Certify that the color samples have been reviewed in detail, and that the color samples are in strict accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples does not relieve the Contractor of the responsibility to submit samples required elsewhere herein.

1.4 PROGRESS AND COMPLETION PICTURES [SD – 02]; G

Photographically document site conditions prior to start of construction operations.

Provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color in JPEG file format, showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire project from a minimum of ten views from points located by the Contracting Officer. Submit with the monthly invoice two sets of digital photographs, each set on a separate compact disc (CD) or data versatile disc (DVD) or electronically, cumulative of all photos to date.

Indicate photographs demonstrating environmental procedures. Provide photographs for each month in a separate monthly directory and name each file to indicate its location on the view location sketch. Include a date designator in the file names. Cross-reference submittals in the appropriate daily report. Photographs provided are for unrestricted use by the Government.

1.5 MINIMUM INSURANCE REQUIREMENTS

Provide the minimum insurance coverage required by FAR 28.307-2 Liability, during the entire period of performance under this contract. Provide other insurance coverage as required by State Law.

1.6 KEY PERSONNEL [SD – 01]; G

1.6.1 Minimum Communication Requirements

Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the American English language, on the job-site at all times during the performance of contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent

American English communication skills.

1.6.2 Architecture and Engineering Design Personnel

If architecture or engineering design is required to successfully execute this requirement, either in an explicit Design-Build capacity, or simply incidental to the construction activities, then the Contractor must be able to demonstrate suitable qualifications of the personnel directly supporting the design effort. Minimum qualifications must include a

Licensed Engineer or Registered Architect in the United States, with discipline(s) directly related to the design being conducted. If the Prime Contractor is partnering with a consultant to perform these designs (i.e. the design work is not performed organically within their organization), then the same requirement must be demonstrated of the consultant rendering those services in support of this contract. In addition, in the latter case, the consultant identified must be able to identify no less than three (3) projects that corroborate sufficient historical familiarity with the work outlined in this contract.

1.6.3. Superintendent Qualifications

Provide project superintendent with a minimum of 10 years’ experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.

For projects where the superintendent is permitted to also serve as the Quality Control

(QC) Manager as established in Section 01 45 00.00 10 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.

The superintendent is permitted to also serve as the Site Safety and Health Officer.

1.6.3.1 Duties

The project superintendent is primarily responsible for managing subcontractors and coordinating day-to-day production and schedule adherence on the project. The superintendent is required to attend Red Zone meetings, collaboration meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.

1.6.4 Project Manager

The Contractor shall assign a Project Manager (PM) with the responsibility for the overall management of the project. The Contracting Officer may request proof of the

Project Manager's qualifications at any point in the project if the performance of the

Project Manager is in question. The PM must have a minimum 10 years of experience as a Project Manager on projects of similar size and complexity.

1.6.5 Program Manager

The Contractor shall provide a Program Manager who shall be responsible for the performance of the work. The name of this person and alternates who shall act for the

Contractor when the primary is absent, shall be designated in writing to the Contracting

Officer as a part of the management plan (see paragraph 1.7).

A) The Program Manager shall have 10 years of experience in the management of government, commercial, or industrial construction and renovation projects, involving all of the following different disciplines: architectural, civil, mechanical, and electrical.

B) The Program Manager and designated alternates shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract with no dollar amount restrictions.

C) The Program Manager shall be available by cellular telephone at a minimum.

D) During normal duty hours, the Program Manager or designated alternate shall be available to meet on the installation with Government personnel within one hour.

After normal duty hours, the Program Manager shall be available to meet on the installation within two hours from the time of notification for an emergency or urgent matter.

1.6.6 Lead Craftsmen / Tradesmen

Certified or licensed at the journeyman level (or equivalent for non-standard trades).

1.6.7 Quality Control Officer

Must have 5 years of experience with quality control of multi-trade projects. This person is the overall corporate quality control officer who will ensure the task order quality control is met. The Quality Control Officer shall comply with specification section 01 45

00.00 10 QUALITY CONTROL.

1.6.8 Environmental Officer

Must have 5 years of experience with environmental control of multi-trade projects. The environmental officer shall comply with specification section 01 57 20.00 10

ENVIRONMENTAL PROTECTION.

1.6.9. Site Safety and Health Officer (SSHO)

There shall be an overall contract SSHO with a minimum of 7 years of experience with safety compliance of multi-trade projects IAW 29 CFR. Each contract shall also have an

SSHO on site, at all times, to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor. Refer to Section 01

35 26 of these specifications for details.

1.6.10 Draftsmen / CAD Professional

All personnel developing or modifying drawings must have a minimum of five (5) years of experience in this type of position. Draftsmen/CAD professionals will develop, update, and ensure compliance of all drawings with drawings standards established in the contract specification. Personnel must demonstrate proficiency with AutoCAD by becoming, at minimum, an Autodesk Certified Professional.

1.6.11 Non-Compliance Actions

The Quality Control Manager is subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken.

No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.

1.6.12 Professional Certification

The Contractor shall ensure that employees have current and valid professional certifications and licenses as stated in the accepted contractor’s management plan (see paragraph 1.7) before starting work. The Contractor shall ensure that all employees maintain proper certifications and licenses for the length of the contract.

1.7 MANAGEMENT PLAN [SD – 01]; G

The Contractor shall create, maintain, and implement a Management Plan within 10 days of issuance of the contract. This plan shall then be continually maintained throughout the life of the Contract by all successful bidders and resubmitted when requested or whenever changes in key personnel are made.
