Responses to Potential Offerors’ Questions
1. QUESTION: Reference Section L, L3.3.5.a Program Management/Team Approach and
Capability Support on page 71 and 72 of 89. Section L states “offerors shall provide a staffing table that includes the proposal labor category, organization, PWS paragraph, and number of Full
Time Equivalents (FTE) proposed to satisfy each of the PWS paragraph requirements” and “The staffing plan shall be submitted IAW Table L-2”. Is it permissible to modify RFP Table L-2 –
Staffing Plan to include addition information?
RESPONSE: No, offerors shall not modify Table L-2 to include additional information.
However, Factor 5, Subfactor 1 allows offerors the flexibility to provide any details or additional information which the offeror deems necessary as part of the proposal to explain or clarify the information in the table.
2. QUESTION: Reference PWS, 2.1, on page 5 of 23: States “Refer to paragraph 3.14”. Please provide paragraph 3.14 to further explain mission essential services.
RESPONSE: Para 2.1 should state “Refer to paragraph 3.13.” The PWS is updated to implement this correction.
3. QUESTION: Reference PWS, 2.4.2, third bullet, on page 8 of 23 and PWS Section II on page 14 of 23. Bullet states: “….these changes should be installed within five (5) business days…..” PWS, Section II, SS-4 states “…. Within two (2) business days….” What is the correct time requirement for change installation?
RESPONSE: Two (2) business days is correct. The PWS has been updated to correct the third bullet in paragraph 2.4.2 to state “two (2) business days.”
4. QUESTION: Reference PWS, 3.1.2 on page 9 of 23. PWS states: “… enumerate labor hours by labor category.” Is this a valid requirement since this is a FFP contract?
RESPONSE: Yes, this information is still required by the government for reporting purposes.
See changes to paragraphs 3.1.1 and 3.1.2.
5. QUESTION: Reference PWS, Section IV, 2.2.2 on page 20 of 23. WebDart and the AOAC tool are not listed in the OMINS Software GFE list. Is it the Government’s intent to provide these tools for use in execution the OMINS contract?
RESPONSE: The AOAC s/w products are listed in 2.2.2 (STK Pro & Integration and Global mapper); the laptop host is also listed. The software for the maintenance and distribution of the
Network Common data (aka WebDart) are shared resources which are hosted on Schriever AFB;
these assets are available to be scheduled for use by the OMINS contractor. A statement to this effect has been added to Section III, paragraph 1.2 on page 15 of the PWS.
6. QUESTION: Section L5.4 requires Section B-I. However the tabs requested in Section 5.1 only require B, G, H and I. What tab should include the C-F Sections?
RESPONSE: There is no Section C in this solicitation, nor will there be in any resulting contract. Also, there is no information for offerors to complete in Sections D, E, or F; therefore, there is no need for offerors to include these sections in their proposals. Please tab according to
Section L, paragraph 5.1 and include only those sections indicated.
7. QUESTION: The government identified a demonstration would be provided regarding the
AOAC tool, this did not occur during the Pre-proposal Conference/Site Visit on 8 Dec 2010. Is the government still planning to give a demonstration of the AOAC and the Net-C data system?
RESPONSE: The Government determined that providing the demo/sample of the AOAC tool in the Bidders’ Library system would be preferred over a one-time demo, as offerors could peruse the software at their convenience. The Net-C data system was demonstrated. There will be no further demonstrations.
8. QUESTION: Is the AOAC tool considered to be GFE?
RESPONSE: Yes; the AOAC tool will be GFE; see question 5.
9. QUESTION: The Government has indicated it will evaluate the technical responses to the
Factors and Sub-factors as Pass/Fail. If more than one organization successfully passes all factors, what other differentiating criteria will be used for the Evaluation of Factors?
RESPONSE: In accordance the Solicitation Section L, paragraph 1.0, subparagraph b, this acquisition will utilize a Lowest-Price Technically Acceptable source selection. All offerors whose technical proposals pass all Factors and Subfactors will be considered “Technically
Acceptable” and will proceed to the price evaluation phase of the source selection. There will be no differentiation of technical proposals other than on a Pass/Fail basis.
10. QUESTION: In all of the Materials/Supplies/Travel CLINs there is a statement that says
"Material and Supplies expenses are not subject to profit or fee." It refers to the OMINS PWS paragraph 3.8 "Hardware, Software and Material Cost Reimbursement". This paragraph states
"these amounts are not subject to profit, fee, and overhead charges." Question: Does section B wording take precedent over the draft PWS? Will the Draft PWS wording be corrected in the final PWS?
RESPONSE: The PWS has been corrected such that paragraph 3.8 now states “these amounts are not subject to profit or fee.”
