Question:
There are several sites in this project that require contractor provided escorts. How many workers can one escort oversee and is the escort allowed to be a working member of the crew?
Answer 11:
(1) The number of people each escort can oversee is based on the scope of the work to be done at each project site. The escort must maintain positive control (line of sight) with each employee at all times. If the work crew is spread out over a distance such that a single escort can't maintain positive control over of all employees, then additional escorts would be needed. If all employees are working together and one escort can maintain positive control over all employees, then one is enough. Positive control at all times includes work, break, lunch, bathroom breaks, etc. A smaller work area with fewer workers would require fewer escorts at one time.
(2) There is no prohibition against a crew member serving as an escort, as long as that crew member is able to do their job and maintain positive control of all employees they’re escorting.
If the crew person/escort turns their attention to their job and an employee moves out of sight, it will cause a security response.

1. How is the asbestos containing pipe and/or connections to be quantified on the above referenced drawings > construction flag notes?
2. Drawing DBEH 11-1535J, sheet CD-103, Concrete Testing, indicates concrete shall be sampled for asbestos prior to saw cutting or demolishing. How is the number of samples and locations to be quantified? Will this requirement also include testing thrust blocks?
Answer 12:
(1) The contractor is responsible for determining the amount of asbestos pipe that can be abandoned in place and the amount that must be removed in order to safely make the connections between the new and existing pipe.
(2) The contractor shall, at his discretion, determine the location and number of samples that would be representative of common material. This note refers to an EPA requirement for recovered materials; it would only apply to thrust blocks if the blocks were to be recycled (which is not typical).

The reference to sheet "CD-104" is a typo. The correct reference is to sheet CD-114.

Note 74 says directional bore. Are we boring under the sidewalks or removing and replacing them?
Answer 14:
For FAC 41109, flag note #68 applies and flag note #74 does not. The #74 is a typo; it should refer to flag note #73 on sod restoration. On page CD-114, View 12, flag note #75 is also a typo;
it should refer to flag note #74 for horizontal directional drill.

Answer 15:
Yes, the concrete pad is to be removed and replaced. Refer to flag note #57 on drawing sheet

The drawings provided do not have any profile sheets or show existing utilities. Can the bid form be revised to include conflict crossings 2” – 12”?
Or are we going to be required to address each unknown conflict during construction?
Answer 16:
Known existing utilities are shown on the Demolition and Restoration sheets (CD sheets in the drawing packages). Any additional conflicts arising from unforeseen sight conditions will be addressed during construction.

Answer 17:
Yes, the base operations contractor will perform all locates. There is no charge to the construction contractor for this service, but the construction contractor is responsible for contacting the operations contractor directly to schedule the locates.

Yes, the contractor shall base his/her bids on native soil backfilling and bedding.

There shall be no disposal of Horizontal Directional Drill (HDD) fluids on CCAFS. As noted in the specifications, excess HDD drilling fluids “shall be hauled off U.S. Government property and deposited at a disposal site selected by the Contractor. Disposal shall be in accordance with federal, state, county and city ordinances and at the expense of the Contractor.”

Answer 21:
No, HDPE piping will not be accepted in lieu of fused C-900.

On CC-101, DBEH 11-1535B, The drawing indicates a 2” water line running along back of the ball park, but the flag notes indicate both a 2” and 8” water main. Can you clarify?
Answer 23:
Disregard Flag Note #5 on sheet CC-101 “Proposed Water Systems Skid Strip Road”. Only Flag Note #3 applies to the 2” line running behind the ball field.

On CC-103, DBEH 11-1535B, your note indicates that we are to have the base Contractor to flow test the new fire hydrants. Are we to pay the base contractor for that scope of work? Or is that cost associated and paid for through a separate contract? If we are required to include that cost, do you know what that cost is?
Answer 24:
Yes, the base operations contractor will perform flow tests on the hydrants. There is no charge to the construction contractor for this service, but the construction contractor is responsible for coordinating/scheduling the flow tests.

There are several sites in this project that require the replacement of fire water piping. The drawings notes call for the use of DR-14 & DR-18 piping and the specifications are calling for the use of only DR-14 piping. Please advise.
Answer 26:
DR-14 is required for 12" diameter piping and smaller. DR-18 is required for 16" diameter piping and larger.

The drawings and specifications for this area of work call for potable and fire water lines to be installed but the solicitation only asks for the pricing of fire water lines. Please advise.
Answer 27:
All new piping required per the drawings and specifications for both the potable and fire water systems is to be included in the applicable bid, regardless of any shortcomings in the text of the solicitation that describes the acquisition, i.e., CLIN description only references fire water lines.

Answer 28:
Disregard the "bid alternate" text. There is no bid alternate for Drawing Package 1535-B; all work described in this package shall be included in the base bid.

The symbol for “Grout Plug” on G-001 shows up throughout the plans. Is it the intent to grout fill each abandoned water line complete between the plugs, or just plug the ends?
Answer 31:
As indicated in the flag notes, the plug goes on the open end only of the abandoned pipe.
