Question:
What is the approximate distance between Construction Areas?
Answer 2:
The distances between construction areas vary. The distance between B and H and between H and J are only about 1/2 mile. The distances between K and I, I and C, C and B, and J and E are all in the 2-3 mile range.

What are the costs for badging and background checks to work on the base?
Answer 3:
In accordance with AFFARS 5352.242-9000(2)((f)(1), “The 45th Security Forces will conduct the background check at no cost to the applicant.” There is also no cost to the contractor to obtain badges.

Is it too late to submit Attachment 19 – Badge for visitation request?
Answer 4:
Yes it is too late, Badge Requests were required no later than 09 JUN 2015 for the 17 JUN 2015 Pre-Bid Site Visit. Reference FAR 52.236-27(d) on page 46 of the Invitation for Bid (IFB).

Is it possible for a single contractor to be awarded all Contract Line Item Numbers (CLIN) 0001- 0004, if funding is available?
Answer 5:
No. Please see Section M, BASIS FOR AWARD, wherein it states “This Invitation for Bid will result in award of one Contract Line Item Number (CLIN) only, subject to receipt of funds.”

Question:
(1) If funding is available, will work run concurrently or will it be phased?
(2) If work will be phased, can a Performance and Payment Bond be separated to each Contract Line Item (CLIN)?
Answer 6:
(1) There is requirement for the construction to occur in phases or concurrently. The contractor has discretion over the number of work crews assigned and the sequencing of individual work sites.
(2) No, Performance and Payment Bonds shall be submitted pursuant to FAR 52.228-1 for complete contract in the time set forth under the clause.

Is it possible to move the bid date? You are requesting bids 9:00 AM the Monday after a Holiday weekend. This will require us working through the weekend to have ready for Monday morning.
Answer 7:
No. Bids are due 9:00 AM on 07 JUL 2015. Reference SF-1442 Block 13A and Section L-5

Question:
Flight Control Road – View 9 on this page indicates trenching along the side of the road but does not show the pipe. We understand that it is to be 8” PVC but the pipe is not shown therefore we do not know if any valves or fittings are needed. Can you please provide drawings showing this line to clarify what is needed?
Answer 8:
Time constraints prohibit us from issuing new drawings for bid purposes. All required fittings are called out in the flag notes shown on View 9.

Question:
The civil legend on G-001 states “bold notes new items” but it appears in all the following pages of this design that none of the new work has been bolded. Can you please provide drawings with the new work shown in bold to help clarify what is new versus existing?
Answer 9:
Time constraints prohibit us from issuing new drawings for bid purposes. As described in the flag notes, all piping and electrical within the highlighted areas is NEW service. As described in flag notes but not highlighted, NEW 16" pipe is to be run through abandoned 36" pipe (from one highlighted area to the other). All necessary fittings and equipment required are called out in applicable flag notes.

Question:
At the upcoming site visit will the use of cameras be allowed at all locations?
Answer 10:
No, the use of cameras will not be allowed at all locations. No camera use will be allowed in Area 59 or Launch Complex 41.
