An industry day will be held in the fourth quarter of fiscal year 2016 to provide additional details to interested parties.

MARKET RESEARCH
SSPARS – SOLICITATION NO: FA2517-15-R-8001
RFI No. 1 – General Questions
The following questions are for market research purposes only to assist the United States Air Force (USAF) in development of the acquisition strategy for the new contract. This is not a request for proposal. Your responses will not be shared with anyone outside the USAF.
The Air Force is committed to continuous improvement and is working on new initiatives to achieve affordable programs, control costs and incentivize innovation. The goal of these initiatives is to successfully accomplish the mission within the constraints of a declining defense budget. To achieve these goals it will be essential to partner with industry and realize savings from contractor controlled costs and innovations.
1. For the next SSPARS contract, the USAF is considering a Firm-Fixed-Price (FFP) contract type. If you agree with this contract type, please explain why. Is there a different contract type you feel would be more appropriate? If so, please list specific reasons.
2. Based upon the requirement, what length of contract would be most advantageous and why? If longer than five years, please list specific reasons and/or benefits for the longer contract length.
4. What other type of incentives, if any, other than Award Fee, would you like to see on this contract? What are the reasons for this incentive and how would it help control cost and/or performance?
5. In order to assume full contract responsibility on 1 Sep 18, what phase-in length is necessary? In order to be prepared for phase-in, by what date should the Government award the contract?
6. Describe evaluation factors you believe could be used as discriminators in this acquisition. What type of tradeoff, if any, would be appropriate and why?
