1.0. SSPARS General Requirements:
1.1. Mission. The Solid State Phased Array Radar System (SSPARS) Program is comprised of five radar sites at the following 21st Space Wing (21 SW) Geographically-Separated Units (GSUs) in the Northern Hemisphere: 7th Space Warning Squadron (7 SWS) at Beale Air Force Base (AFB) California (CA); 6 SWS at Cape Cod Air Force Station (AFS) Massachusetts (MA); 13/213 SWS at Clear AFS Alaska (AK); Royal Air Force (RAF) Fylingdales, United Kingdom (UK); and 12 SWS at Thule Air Base (AB) Greenland (GL). Combined, these sites provide missile warning, missile defense and space surveillance mission capabilities in support of the 21st Operations Group (21 OG) missions. Radar operations are performed by military members assigned to the five GSUs. The contractor performs operations and maintenance (O&M) of installation and site requirements in support of the missions.
Site Applicability: Beale AFB, Cape Cod AFS, Clear AFS, RAF Fylingdales and Thule AB
1.1.1. SSPARS Scope. The contractor shall provide all non-personal services, administrative, financial, and managerial resources necessary on a continuous 24-hours-a-day, 7-days-a-week (24/7) basis to support the five SSPARS installations/sites in the following mission and services areas: radar operations support, radar maintenance, mission computer, technical assistance, exercises, testing, simulation trainers, training development and support, military satellite communications, communications-electronics, electronic system management, supply, fuels, Non-Classified Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), environmental, occupational health, medical and public health, civil engineering, vehicle and traffic management, services (food and morale/welfare activities), industrial, physical and operational security, information management, and transition (phase-in/out) activities. Includes security classification up to Top Secret (TS)/Secret Compartmentalized Information (SCI) level in support of site SCI Facility (SCIF) and communications requirements. SSPARS contracted services vary by site; applicability is clearly stated in individual PWS paragraphs.
1.1.1.1. Long Range Discrimination Radar (LRDR). A new radar is being built at Clear AFS. It is anticipated that system and facility O&M will be required on this contract in support of the LRDR in approximately the FY20/FY21 timeframe. The type of work required is covered within the existing PWS requirements, but the level of effort cannot be determined at this time and will be separately negotiated sometime after contract award.
Site Applicability: Clear AFS
1.1.2. Continuance of Performance/Mission Essential Services. In a time of crisis, other services to increase security and well-being may be required on a 24/7 basis as determined by the Installation/Site Commanders and directed by the Contracting Officer (CO). In the event of a crisis declared by the President of the United States and/or the Secretary of Defense, the contractor shall continue performing all PWS requirements. The contractor shall continue services through all Force Protection and Defense Conditions without interruption. The contractor shall make written notification to the Installation/Site Commander, the 21 SW Government Program Manager (PM) and CO of any cost impact resulting from declared crises and states of emergencies within 30 days of CO direction to continue work.

1.1.3. Contingency Planning. The contractor shall develop a contingency plan to provide for continued operations and timely return of systems at all sites to operational status in the event of a declared crisis, catastrophic and non-catastrophic events and work stoppages.
Performance Standard:
a) STD: At contract start and within 30 calendar days of changes Deliverable:

1.1.4. Installation/Site Operations. The Installation/Site Commander may direct the contractor in writing to remove any employee from the installation/site when presence of such employee endangers life, property, or security, or where such employee violates reasonable and necessary regulations or lawful order of the Installation/Site Commander. Categories of violations or misconduct, which may cause employees to be removed from the installation/site include, but are not limited to:
· Security violations
· Negligence, willful damage to, or destruction of property.
· Injuries inflicted upon other personnel
· Alcohol or drug abuse
· Engagement in unauthorized private business transactions Site Applicability: Beale AFB, Cape Cod AFS, Clear AFS, RAF Fylingdales and Thule AB
1.1.4.1. Withdrawal of Privileges. Contractor employee abuse(s) of installation/site privileges may, upon investigation of facts and circumstances of any incident, be withdrawn by the installation/site Commander on a permanent or temporary basis.
1.1.5. Third-Party Support. The contractor shall provide technical information and logistical support for other contractors, subcontractors, or Government agencies in support of upgrades, projects and other efforts impacting PWS requirements and installation/site operations. It is permissible for the contractor to separately contract with third-parties under the following conditions: (a) the services are performed on a non-interference basis with the contractual services performed under this contract, (b) no Government property provided under this contract is used in performance of third-party services without written approval of the CO, and (c) the 21 SW Government PM and CO are informed of third-party contracts prior to final agreement.

1.1.6. Uncleared Personnel Escort. Escort uncleared personnel as requested by the Installation/Site Commander. Provide escort support, except in circumstances where the support will cause mission degradation. Notify the on-site Contracting Officer’s Representative (COR) and CO if requested support is in excess of seven calendar days per project, either consecutive or intermittent.
Performance Standard:

1.1.7. Site Briefings and Tours. Provide familiarization tours, site orientations and operations briefings for visiting officials when requested by the Installation/Site Commander.
Include as part of all briefings a warning on radiation hazards and areas that pose a threat to human safety within the installation/site.

1.1.8. Contractor Support of Government Directed Exercises. Support installation/site and higher headquarters evaluation and inspection teams as requested by the Installation/Site Commander. Participate in exercises and provide after action information. Exercises with contractor participation may occur on a no-notice basis to meet exercise objectives.

1.1.8.1. Trusted Agents. Designate trusted agents at the request of the inspection or exercise team chief.

1.1.8.2. Exercise Reports. Provide inputs for the final inspection/exercise report, as requested.

1.1.8.3. Crisis Response Element (CRE). Participate on the unit CRE during activations for real world events, headquarters inspections, or local exercises as determined by the Installation/Site Commander based on the situation or exercise objectives.

1.1.8.4. Recall of Contractor Personnel. The Installation/Site Commander will determine the level of contractor participation for any given exercise or inspection including recall of contractor personnel back to the site. Overtime requests must be recommended by the Installation/Site Commander and approved by the CO.

1.1.9. Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs). The contractor shall provide on a FFP basis non-personal services for all labor, management, transportation, equipment, materials, supplies and parts (not available through the Enterprise Solution-Supply (ES-S) for mission equipment maintenance) and services necessary in performance of PWS requirements that are foreseeable and can be forecasted. Requirements shall be covered in the fixed price even if the contractor chooses to subcontract to a certified company to perform the work. Consumables (custodial supplies, light bulbs, paper, etc) and parts, supplies and materials needed for normal maintenance and in performance of day-to-day contract requirements are included in the fixed price and will not be reimbursed by the Government. The contractor shall cover all employee expenses to include unofficial travel, for example leave, to and from site(s). The contractor shall cover any collective bargaining agreement (CBA), or other agreement, employee meal costs and unofficial travel expenses as agreed to between the contractor and the contractor’s employees. The Government will not reimburse these costs on a cost reimbursable basis.

1.1.10. Cost Reimbursable (CR) CLIN. The contractor shall be reimbursed for Government-approved equipment, materials, supplies and parts which are not foreseeable and cannot be forecasted. Submit all proposed CR CLIN items through the on-site CORs, Government PM and CO for approval. The contractor shall be reimbursed for Government-approved TDY and non-local travel. The contractor shall be reimbursed for labor hours resulting from approved minor labor surges. G&A is allowable on CR CLIN purchases if applicable; however, neither profit nor fee shall be allowed.

1.1.11. Individual Job Orders (IJOs). This paragraph outlines the Government’s requirement for work which is not specifically identified in the PWS, but which is still within the general scope of this contract. The Government anticipates using FFP or CR IJOs, to be determined by the CO on a case-by-case basis depending on the nature of the work. The contractor shall develop initial technical and cost proposals for Government review and approval at the request of the CO. The contractor shall perform planning, development, and distribution of plans and specifications, installation instructions, bills of materials, as-built (red-lined) drawings, specifications, drawings and bills of materials and inspection to complete the job at the work location. Provide all necessary management for IJOs to include technical management, logistics support and services, administrative support and services, engineering, drafting, and similar requirements as they occur. Examples of IJOs include, but are not limited to, generation of threat scenarios for system test and evaluation, generation of exercise simulation media for system tests and exercises, special reports or surveys related to the technical operation or maintenance of the mission equipment or support systems, special civil engineering tasks or projects for renovation and minor construction. IJOs shall be negotiated by the CO prior to any action occurring. Work shall commence once a bi-lateral modification is completed and signed.

1.1.12. PWS Organization. PWS requirements have been organized in a manner that facilitates clear and concise description. The grouping of requirements is not intended to imply a preferred organizational structure to meet requirements. A requirement, once stated in the PWS, applies regardless of its location in the PWS. The contractor is expected to understand the interrelationship between requirements and to organize and perform accordingly. Acronyms are listed in Appendix A, Acronyms. Italicized terms are defined in Appendix B, Definitions, which are an extension of PWS requirements. Publications, or directives, stated within the PWS are listed in Appendix C, Publications. Many PWS paragraphs state deliverable requirements which are detailed in Appendix D, Deliverables, which may contain further directive requirements. 1.1.12.4. Publication Updates. All contractor operations shall comply with the current version of all directive publications. Publications listed as “Reference” from which PWS directive requirements originate, shall also be reviewed to ensure that the intent of the requirements from which the PWS language originated have not changed. The contractor shall notify the CO in writing within 30 days of publication, directive revisions, requirement changes, supplements and rescissions. If there is any cost impact resulting from such revisions, changes, supplements and rescissions, the contractor shall provide any potential cost impacts with the notification. If proper notification is made, directive revisions, changes, supplements and rescissions that increase price will not become effective until the contract is modified and signed by the CO. If the CO is not notified in writing within 30 days, the contractor shall perform in accordance with directive revisions, changes, supplements and rescissions at no increase to contract price.

Ratings will be assigned based upon the rating criteria in the CAsPR Matrix for each CPAR category.

1.1.17. Contractor Program Management. The contractor shall integrate and coordinate all activity needed to execute the SSPARS requirements ensuring timeliness, completeness and quality of contract deliverables, identification and resolution of issues, corrective action plans, proposal submittals, scheduling and proper allocation of resources to minimize impacts of personnel turnover, issues with shift coverage, gaps in qualified personnel and requirements coverage and early identification of subcontract problems and the timely application of corporate resources to preclude subcontract problems from impacting overall prime contractor performance. The contractor shall immediately report problems affecting functional area accomplishment or contractor performance to the Installation/Site Commander, Government PM, and CO.

1.1.17.1. Contractor Program Integration. The contractor shall maintain continuity and oversight of the support operations at the five SSPARS installations/sites and the contractor’s Program Management Office (PMO). The PMO shall communicate and coordinate activities seamlessly, sharing information across installations/sites when such information is beneficial to the program overall and to prevent the same issues being worked independently at multiple sites. The PMO shall maintain current comprehensive schedules of installation/site projects and activities. Conduct joint Government/contractor Program Management Reviews (PMRs).

1.1.17.4. Contractor Personnel Qualifications, Training, Certification, and Licensing. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet PWS requirements.

1.1.17.5. Contractor Vehicle Licensing, Training and Operation. Personnel operating general-purpose motor vehicles and special-purpose vehicles/equipment will be licensed in accordance with the applicable United States (US), UK, or Greenlandic standards and will be trained and/or certified.

1.1.17.6. Government-Furnished Training. The Government will furnish the training identified in Appendix E. The contractor shall identify Government-furnished training requests in writing to the on-site COR, 21 SW Government PM and CO for approval, funding and contractual action. If turnover of personnel creates the need for another Government-furnished training quota within 1 year of completion of the last training, the contractor is solely responsible for all costs of obtaining training (including course, travel and per diem costs) and any failure in meeting contract requirements. Additionally, the contractor shall complete Computer-Based Training (CBT) courses identified as required training in individual PWS chapters. Knowledge gained by contractor personnel at Government training courses and conferences shall be disseminated to other contractor personnel requiring the same information.

1.1.17.7. Contractor Common Access Cards (CACs). Contractor personnel will require a CAC for site/installation access and to complete various tasks in this PWS. The contractor will coordinate with the appointed Trusted Agent Security Manager (TASM) to acquire a CAC.

1.1.17.9. Travel/TDY Requests. Note: The CO will authorize travel authorizations and will determine whether travel/traning is reimbursable on the CR CLIN or not.

1.1.17.9.1. Transportation Authorizations. 1.1.17.10. Limited Health Services at Clear AFS AK and Thule AB GL. Contract Performance in support of the 21 SW GSUs at Clear AFS and Thule AB requires work in a remote environment. Except as otherwise provided in the contract, the contractor accepts the risks associated with required contract performance at these GSUs. Emergency medical and dental care is provided if US contract employees are injured while and living on location supporting SSPARS contract performance. Medical care beyond this standard may be provided on a space available basis for general health concerns (illness).
Site Applicability: Clear AFS and Thule AB
1.1.17.10.1. Medical Evacuations at Clear AFS AK and Thule AB GL. If medical evacuation off Clear AFS AK is required for contractor personnel, the contractor is responsible for all transportation and associated costs. If medical evacuation out of Thule, GL is required for US contractor personnel, the contractor will be required to charter a flight/transportation at their own expense, or reimburse the US Government for all costs associated to medically evacuate US contractor personnel out of Thule AB GL (to include airlift support and associated costs).
Site Applicability: Clear AFS and Thule AB
1.1.17.10.2. Preliminary personnel requirements at Thule AB. The contractor shall ensure that the following requirements are met prior to US personnel placement at Thule AB GL. contractor must ensure that all personnel in support of contract performance at this location are medically, dentally, and psychologically fit for performance of their contracted duties. At the recommendation of the on-site physician/medical personnel staff, the CO may direct the contractor, at its own expense, to remove and replace any contractor personnel who jeopardize or interfere with mission accomplishment or who fail to comply with or violate applicable requirements of this contract. Such action may be taken at the Government’s discretion without prejudice to its rights under any other provision of this contract, including the Termination for Default clause. The contractor shall be responsible for notification of the employee-designated next of kin in the event an employee dies, requires evacuation due to an injury, or is isolated, missing, detained, captured, or abducted. The contractor shall incorporate the substance of this language in all subcontracts when subcontractor personnel are supporting contract performance at Thule AB GL.

2.0. Mission and Installation/Site Requirements:
2.1. Mission System Equipment. Maintain mission system computer equipment and perform system administration on a 24/7 basis. Provide, at a minimum, a primary and alternate system administrator at each site. Maintain system configuration of Upgraded Early Warning Radar (UEWR) applications, Mission Application Software (MAS), Signal Processing Software (SPS), Receiver-Exciter Software (RES), and Data Reduction. Perform Information Assurance Technical (IAT) Level II requirements and maintain Cybersecurity certification and current applicable operating system and/or computing environment certifications. Perform emergency actions as requested by the Crew Commander (CMDR), Crew Chief (CCH), or Unit Control Center (UCC).

2.1.1. Site Reporting Events. Respond to site reporting events initiated by Missile Warning Operations Center (MWOC) personnel upon activation of the site reporting loop. Establish verbal (telephonic) communication with the CMDR or MWOC CCH.

2.1.2. Mission System Status and Reporting. Report to the CMDR or CCH any equipment failures, power changes, maintenance actions, and all equipment and communications status that could cause system degradation or adversely impact the mission. Respond to on duty MWOC personnel requests for information and provide direct operating support of the MWOC in areas of system operations and equipment control. Coordinate with on duty MWOC personnel on power shutdown, changeover, and system reconfiguration and restoration actions that could impact operations. Record computer operations events and maintain supporting data.

2.1.3. Electromagnetic Interference (EMI). Immediately notify MWOC personnel of external or internal system EMI and track the EMI until it ceases. Identify the interference source and coordinate actions to resolve the EMI. When co-channel interference is suspected, the local Installation Spectrum Manager (ISM) will attempt to determine the location of frequency assignments that fall within the bandwidth of the victim receiver. After exhausting all local resolution efforts, the ISM or Major Command (MAJCOM) Spectrum Management Office (SMO) can contact the 85th EIS (AFSPC) located at Keesler AFB MS directly for an initial assessment of the problem, obtain consultation, and recommendations regarding actions, coordination and techniques that can be used to identify the source and resolve the EMI. Verbally confirm termination of internal interference and provide signal characteristics of external interference to the MWOC for EMI reporting.

2.1.6. Unit Requirements Validation Board (URVB) or System Requirements Validation Board (SRVB). Support and coordinate URVB and SRVB processes. Identify and prioritize new requirements for, and changes to, the operational system. Participate in system life-cycle activities such as program management reviews, design reviews, tests, and physical and functional configuration audits and document results as required. Participate in unit Operational Review Panels (ORPs), Initial Assessments, Unit Review Boards (URBs), and Operational Review Boards (ORBs).

2.1.6.1. Maintain System Software and Support Documentation. Maintain a copy of the most current baseline software and support documentation. Integrate changes to the baseline software and documentation as required to assure software and documentation reflects the most current operational baseline. Make master copy of all delivered software and related documentation.

2.1.6.2. Testing and Evaluation Support. Serve as the focal point to coordinate and de-conflict all weapon system upgrades, tests, trial periods, software deliveries and hardware deliveries. Coordinate and schedule approved tests. Participate in the planning, preparation, review, running, and analyses of system test plans and procedures. Support test plans, procedures, and activities for evaluating system capabilities; modifying and improving existing hardware, firmware or software; or, testing newly installed hardware, firmware, or software. Interface with military personnel and other contractor personnel to support testing activities to include Development, Test and Evaluation (DT&E) and Operational Test and Evaluation (OT&E), and Installation and Checkout (ICE) processes providing feedback on the adequacy of test procedures and results; data and documentation in support of tests; and noting system deficiencies or anomalies. Provide recommendations on the operational effectiveness and suitability of a system under realistic operational conditions, and if specified operational performance and supporting requirements have been satisfied.

2.1.6.3. Software Configuration Control. Perform software configuration control for Integrated Tactical Warning & Attack Assessment (ITW/AA) Missile Warning and Space Surveillance Assets. Perform functions of the Operations Approval Review Board (OARB) Secretariat and participate in the software version design, development and testing process. Perform systems analysis and data reduction functions. Maintain existing baseline software and assist in DT&E of new software version releases.

2.1.7. Cybersecurity Controls. Maintain situational awareness and initiate actions to improve or restore cybersecurity posture. Conduct annual security reviews of all cybersecurity controls and test selected cybersecurity controls as directed by the AFLCMC Systems Program Office (SPO). Provide necessary, site responsible artifacts to the requesting Mission System Information System Security Manager (ISSM) for IA control validation and inclusion into the AF Assessment and Authorization (A&A) package, using Mission System ISSM provided guidance. Provide site generated artifacts in support of mission system accreditation package.
