Q. Is a certified Wastewater treatment operator required for this project?
A. No, the contractor just has to comply with the requirements listed in the SOW.
Q. Would you be able to tell me the total quantity within the lagoons?
A. There is currently around 800,000 gallons but the contract only covers the amount that can be processed within the GPM that the Town will allow within the number of on‐site listed in the SOW. Any above and beyond will be considered a modification if needed.
Q. Will there be humane waste in the Process?
A. All contents comes from our industrial waste (closed) system that contains no humane waste.
Q. Will there be additional water added during the treatment process?
A. The lagoons will be filtered separate and once a lagoon is started no additional water will be added during filtering.
Q. If we bring out multiple frack tanks we can run on a continuous bases. Will this be allowed?
A. Absolutely, as many as you would like to bring that can fit in the area of the lagoons.
Q. What disposal method will be allowed for the carbon and other waste streams?
A. The contractor is responsible for the proper disposal under the appropriate environmental requirements.
Q. What will be the stopping point in the water removal? With our last project we had 18” of sludge.
A. The contractor is only responsible to the level of any sludge, they are not responsible for sludge removal or water below the sludge line.
Q. Please provide a copy of the discharge permit?
A. The Town of New Windsor will give us a release rate to the sanitary system once the COD sample comes back along with the ND PFOA/PFOS.
Q. Please clarify the analytical method and list of analytes and if the lab must meet DoD QSM 5.1?
A. The sample must come back from a certified lab with a non‐detectable level of PFOA/PFOS.
Q. Please clarify if the FRAC tank discharge occurs AFTER the analytical results confirm that PFAS/PFOA results are ND?
A. Each lagoon gets tested ONCE. Based off those successful results, that entire lagoon can be discharged. The FRAC tank does not get filled until it is proven that the filtering system works. The filter system can be looped back into the lagoon in order to take test sample.
Q. Please confirm in that scenario and with a rush TAT for PFAS/PFOA analysis of 3 work days, the FRAC tank is filled on Monday, the sample collected at the outlet, and the tank will be discharged on Thursday after the analytical results are received? Or can the FRAC tank water be discharged BEFORE the analytical results are received?
A. See previous question answer which will clarify.
Q. Please indicate where electrical power is available near the two IW lagoons?
A. There is 110VAC available at building 110, see attached map. All other power is at a distance.
Q. Please clarify what electrical power is available (voltages and number of phases) or if a generator needs to be provided?
A. 110VAC is available in building 110, see attached map.
Q. Please clarify if an electrical line should be installed and metered and who will pay for the electric power?
A. If the contractor chooses to run electrical for use during the filtering operations they will be responsible for the installation and tear down but not for the use of electricity as long as it is reasonable consumption.
Q. Please indicate on the aerial view where the treatment system and FRAC tank should be located?
A. See attached map for suggestion.
Q. Please identify the location of the discharge to the Town of New Windsor sanitary sewer system?
A. See attached map.
Q. Please clarify what treatment is performed in the IW lagoons. The aerial view seems to show an air diffusion system?
A. Currently there is an aeration system used only to help breakdown the COD levels.
Q. Please clarify if these two IW lagoons are independent or if waste water flows from one to the next after treatment?
A. Both lagoon can and are isolated to allow flow into one at a time.
Q. Please confirm the number of samples. Since the SOW indicates 18 weeks of 2 discharges of discrete
FRAC tanks per week, we assume 36 rush PFAS analyses will be required (one per FRAC tank volume)?
A. It is only required that each lagoon be sample once as long as they come back as ND. If changes to the filtering system are required additional samples will be required to prove the changes meet the ND requirement.
Q. Please confirm that there are no reporting requirements for analytical results, or coordination efforts/meetings/discussions with Town of New Windsor sewer district?
A. The Town will review the lab results indicating ND levels and will give the go ahead for release into the sanitary system.
Q. Please confirm offerors are to submit the SF1449 and the SF1449 Continuation Page and paragraph b of section 52.212‐3, if the company’s representations and certifications in SAM are up‐to‐date. Please also confirm this information is to be emailed to you?
A. The favorable option for offerors is to submit the SF 1449 and the SF 1449 Continuation Page, but they can propose an alternative line item structure as outlined in 252.204‐7011. If the company’s representations and certifications in SAM are up‐to‐date, they do not have to complete paragraph b of
52.212‐3.
