OHIO AIR NATIONAL GUARD

HEADQUARTERS 179

TH

AIRLIFT WING

MANSFIELD, OHIO

19 August 2016

Limited Sources Justification and Approval for Order Placed Under

Federal Supply Schedules

1. This document constitutes limited sources justification and approval for the following acquisition described herein, which is to be placed against a Federal Supply Schedule, under the authority of the Multiple Award Schedule Program. It is executed on behalf of the 179 th

AW/MSC, Air Guard Contracting Office, Mansfield, Ohio 44903-8049.

2. Nature and description of action being approved.

The 179 th

AW Communications Flight has requested the purchase of Aruba wireless access points (WAP’s) equipment as “Brand-name” specific.

3. Description of supplie s or services requir ed to meet the A gen c y’s needs.

The required item is necessary, in order requiring activity to maintain 179AW base security system, at an estimated total cost of $34,612.14

4. Identification of statutory authority permitting only one responsible source.

a. FAR 6.302-1(a)(iii)(A), One responsible source and no other supplies or services will satisfy agency requirements (existing wireless communications network access points and network infrastructure).

a. While other manufactured WAP’s are technically acceptable, per guidance and previous brand history (information provided by NGB/A7

Communications), other brands are authorized for system security accreditation, and would result in having to replace existing equipment being utilized (Aruba WAP’s) as well as a complete network recertification.

b. See attached justification data provided, for complete history of this type of acquisition and system operations.

5. Determination that the order repres ents the best value for the Government’s needs .

Awarding this contract to a qualified contractor who can provide the required equipment provides the best value to the Government, for the following reasons:

(a) ) Continuity of current wireless network system (substantial cost savings; with alternative being to replace entire system with another brand – consisting of access points

(~$1K per WAP cost average), subsequent parts, pieces and equipment, as well as complete system re-certification.

(b) Aruba access points have been purchased previously; therefore pricing can be determined to be “fair and reasonable”, IAW FAR 8.404(d).

(c) Numerous companies small businesses (including those that are veteran-owned) have ability to provide the required equipment; therefore, small business program goals can continue to be supported, IAW FAR 19.5.

6. Description of market research conducted.

Market research was conducted in previous contracts; equipment is readily available/accessible for being provided by potential bidders.

7. Other facts supporting this justification.

See attached subject matter expert’s supporting documentation, regarding this requirement.

8. A statement of the actions the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

Government cannot dictate manufacturer system capabilities, nor the compatibility of other manufactured brands; only replacing current existing systems and most/all of the critical components that make up system, will alleviate brand-name specification requirement for some of the parts and components currently required.

9. Technical requirements personnel certification.

I hereby certify that this justification and approval for other than full and open competition is made in good faith, that the supporting documentation and information is accurate and complete to the best of my knowledge, and that I would not be making this request if it were feasible to fully compete this requirement as the FAR and applicable supplements and regulations direct.
