RFI’s Questions # 4 06 August 2019

QUESTION:

We did review the changes brought forward in the answer to our question of the basis for the commodity pricing itself. Unfortunately , the changed proposed did not in any way answer my question.

It only made it less clear than before. You refer to the “current market index cost”, that means nothing unless you are specifically referring to a daily OPIS index, of which there are 18 daily market indexes published.

So additional questions still need answered please.

1) With the initial award to three proposals based on their submitted transportation quotes, do you then request the task order quote at the time of need to these three awardees only? And at the time of task order, the initial awardees would submit back a completed task order price sheet that would represent their final, all inclusive price for the delivery of the quantity specified? And so, if that the previous question is answered in the affirmative, you would not be using an index price at all for the commodity itself, you would be asking for a fixed price, right?

2) If your answer to our previous questions does not affirm our understanding, please detail the specifics to the various steps that would be expected to perform.

ANSWER:

The Government is in the process of issuing another Amendment to remove any and all terminology referring to the use of the market index. The Government will not specify which index the contractor is required to use.

QUESTION:

Another question, the SOW references:

Offerors will submit Attachment A with proposed Multipliers included.

The Total Evaluated Price will be the sum of the estimated quantities multiplied by the Proposed Multipliers as shown in the sample provided in Attachment B.

Pls provide examples of Attachment A and B.

Attachment A is the Statement of Work, there is no need to submit that .

Question:

There have been a number of changes to this solicitation and a number of RFIs.

1. In responding to this solicitation, specifically what documents does the government need: Do you need the SF 1449 and the SF 30?

2. There were a couple of examples of the TEP worksheets. Do you need only the transportation costs/gallon without the actual cost of fuel or do you need both the transportation cost/cost plus actual cost/gallon?

3. Lastly, in addition to clarification of the required documents above, do you also require proposal/technical approach document?

No we do not need the SF1449 or SF30, these are all Government forms
