Questions for Solicitation F2K2AC6056A002 ISWM

1. See “Attach_2_-_ISWM_2016_Work_Loads_Tables_A1A_thru_A7_and_B1_-

_26_Apr_16”; Table A5 does not list Plastic as a collected commodity and “PWS 1.2.1 Materials” does not list it as a collected commodity; however, Table A1A lists plastic historical tonnage, and Table A6 – Recycle Roll-off #11 informs the contractor to provide a BRC Plastic #1 and #2 30 CY roll-off. Can the Government please clarify if the Contractor is to collect plastic as a recyclable item?

Any known reference to plastic has been removed or should have been removed from the requirement.

2. See Bid Sheet CLIN 0001 Municipal Solid Waste Base Collection: Can the Government please clarify if tables A1, A2, and Table A3 from “Attach_2_- _ISWM_2016_Work_Loads_Tables_A1A_thru_A7_and_B1_-_26_Apr_16” are all to be priced under CLIN 0001? I believe the CLIN 0001 PWS reference should be 1.1.1.2 instead of 1.1.1.1. Please clarify.

Added language to the bid sheet and RFP that clarifies this CLIN and which Tables are applicable.

3. See Bid Sheet CLIN 0015 Operate Recycle Center: Can the Government please clarify that CLIN 0015 should ONLY be priced for providing scrap metal containers, collection, and marketing?

This CLIN applies to all recycling and the following Language was added to Clarify:

““Operate Recycle Center (PWS 1.2) THIS CLIN SHOULD BE THE AGGREGATE VALUE OF ALL:The contractor shall provide a unit price for each of the following items within this CLIN: This applies to handling recyclables and data collection under

PWS 1.2-1.2.5.

All Recyclables handling, collection, sorting, and marketing data. In accordance with

PWS 1.2-1.2.5.”

4. See “Attach_2_-_ISWM_2016_Work_Loads_Tables_A1A_thru_A7_and_B1_- _26_Apr_16”; Table A6 lists scrap metal containers at the C&D Landfill ( 2 30 CY – Contractor provided), CE Yard (1 30 CY – GFE), and StarFire/66041 (1 – 30 CY – GFE). Are these the only 4 scrap metal roll-offs to be hauled under CLIN 0015?

Revisions were made to the bid sheet, tables, and CLIN structure in RFP to be more specific on where costs should fall. Any on call CLIN is specified in the description of CLIN 0008, Unscheduled Items, Pick-ups, and Special Events.

The Scrap metal roll-offs on tables A6. Fall under CLIN 0008 under description “On-call pick-up Recycling Large bulk Container roll-offs. 30-40 CY recycling roll-offs specified as on call in Table A6. Furnish Large Bulk Recycle Roll-Offs and Provide Transportation to off-base market.

Includes all recyclables including Scrap metal.(Estimate 252 per year)” or

“Unscheduled items and Special Events, Recycling Large bulk 30-40 CY Container Roll-offs any location not specified in table A6. Furnish Large Bulk Recycle Roll-Offs and Provide Transportation. Includes all recyclables including Scrap metal.(Any COR-designated location to off-base market); (Estimate 180 per year)”.

5. CLIN 008 Unscheduled Items Pick-up and Special Events, more detail is needed to price the sub-items for this CLIN:

Agree, the government added a significant amount of detail to the Tables, bid sheet, and CLIN structure, in hopes of clarifying any confusion.

a. Municipal Solid Waste / Bulk Waste collection (All Roll-Offs Contractor Furnished);

(Estimate 192 per year): Do we price hauls/collections for containers listed in Table A3: Refuse Compactor and Roll-Off Services in this line item?

Yes the on call are priced under this description of the CLIN 0008. The following language was added to specify:

“On-call pick-ups; Municipal Solid Waste / Bulk Waste collection specifierd in Table A3 (All Roll-Offs Contractor Furnished); (Estimate 192 per year)”

b. What is the difference between “Recycling Large Bulk Container Roll-Off and Trailer Collection; (Estimate 252 per year)” and “Furnish Large Bulk Recycle Roll-Offs and Provide Transportation (e.g., from Bulk Recycle Center or other COR-designated location to off-base market); (Estimate 180 per year)”?

Both these items deal with Recycling Roll-offs. One is On- call the other is unscheduled. The Following language has been added to clarify:

“On-call pick-up Recycling Large bulk Container roll-offs. 30-40 CY recycling roll-offs specified as on call in Table A6. Furnish Large Bulk Recycle Roll-Offs and Provide Transportation to off-base market. Includes all recyclables including Scrap metal.(Estimate 252 per year)”

“Unscheduled items and Special Events, Recycling Large bulk 30-40 CY Container Roll-offs any location not specified in table A6. Furnish Large Bulk Recycle Roll-Offs and Provide Transportation. Includes all recyclables including Scrap metal.(Any COR-designated location to off-base market); (Estimate 180 per year)”

6. Could the Government provide an extension of proposal submissions to Wednesday, June 29th , 2016? Given the breadth and complexity of proposal submittals, and the unanswered questions at this point in the proposal process, this would give each contractor adequate time to deliver the most cost competitive proposal to the Government. Additionally, having the due date on a Wednesday would allow for proposals to be sent overnight Monday, and in case the proposal did not make it, would allow for Tuesday overnight delivery as well.

The RFP has been extended to 7 July 16 to allow contractors to revise their proposals based on the added information.

7. PWS 1.1.8 states “The Contractor-furnished MSW and recycling dumpsters, as well as the Government-furnished recycling dumpsters, shall be freshly painted not later than six (6) months after contract start. The color scheme for all containers must be approved by the CO with coordination through the COR.”

a. What is the Government approved color scheme?

Currently the approved color scheme is chocolate brown and white.

b. Can the contractor utilize Bldg 641 to paint the containers?

No, the PWS specifies in section 1.4 that all cleaning, painting , and other maintenance will be done off base.

8. Appendix B, GFE/CSA: It is not listed, but will the contactor be allowed to utilize BLDG 621 to store GFE and Contractor recycle containers?

Building 621 is not going to be given to store any GFE/ property. Only the Contractor storage yard and Bulk Recycling Collection area will be available to store equipment.

9. Attach_2_-_ISWM_2016_Work_Loads_Tables_A1A_thru_A7_and_B1_-_26_Apr_16;

Table A2, TLF 95 Gallon Carts: Could the Government please provide the number of container required at each TLF unit (and total # of carts required for the overall effort) and clarify if these containers are Contractor or Government owned?

Table A2 has been changed to state all these 95 gallon carts are contractor furnished.

Please review table changes.

10. PWS 1.2.1 Materials states, “The following items shall be recycled: solid white ledger paper, corrugated cardboard, mixed paper, shredded paper, aluminum beverage containers, toner cartridges, and scrap metal. All recyclable material shall be bid independently.” Specifically regarding toner cartridges, if the only market to receive rebates on toner cartridges is out of the Albuquerque area, would the contractor be required to provide the labor and incur the expenses in order to ship the cartridges off versus an option to have them collected and recycled at no cost locally?

Toner cartridges can be recycled locally. The cost should be specified in your proposal.

Under CLIN0003 Description, “Toner cartridges (All Containers) Placed next to curbside in box as needed. (Avg 7 TONS per year) Table A1A”.

11. Attach_2_-_ISWM_2016_Work_Loads_Tables_A1A_thru_A7_and_B1_-_26_Apr_16;

Table A1; Bldg 2404 Base Shredder (On Call): Please clarify what the contents are in this container and the operational requirements/expectation of this container?

This container is Government furnished equipment. The purpose of this equipment is to shred/pulverize paper.

12. PBWS 1, Description of Services. “Provide supplemental office recycle bins.” Will the government please confirm that this language refers to the provision of wheeled recycle carts as identified in PBWS 1.1.8?

Yes, however for totals refer to table A5 in Appendix A.

13. PBWS 1.1.1.3 “Curbside” recycling services. Will the Government please confirm that this service will be provided to the carts, slim jims, and cardboard boxes placed immediately adjacent to the curb, or right-of-way, accessible to the collection vehicle?

Yes the service will be to pick up recycling adjacent to curb in certain pick-up locations.

Slim-jims and Aluminum CB’s have been removed from the GFE list in table 5 as contractor is not expected to go in and collect these inside the facilities. If they are for some reason placed by the curb they are expected to be emptied.

14. PBWS 1.1.1.4 Bulk Containers. Many of the MSW and recycling roll off containers are not scheduled for collection. Will the Government please provide the most recent 12 months historical collection frequency for each roll off container?

The best we can provide is yearly estimates for each type of service. In the case of table A6 the government has an estimate of 252 calls per year as specified in CLIN 0008 under description, “On-call pick-up Recycling Large bulk Container roll-offs. 30-40 CY recycling roll-offs specified as on call in Table A6. Furnish Large Bulk Recycle Roll-Offs and Provide Transportation to off-base market.

Includes all recyclables including Scrap metal (Estimate 252 per year)”.

For bulk collection our annual estimate for On-call is service under CLIN 0008 is 192 Per year as specified in description. “On-call pick-ups; Municipal Solid Waste / Bulk Waste collection specified in Table A3 (All Roll-Offs Contractor Furnished); (Estimate 192 per year)”

Additional containers are needed on hand for unscheduled items and special events. Which the descriptions have been edited under CLIN 0008 to attempt to Clarify.

15. PBWS 1.1.8.1 Will the Government please confirm that the wheeled carts are required to be numbered? If so, will the manufacturer’s pre-stamped number suffice?

Yes and the pre-stamped number will suffice.

16. PBWS 1.2.1 Materials, Materials listed as items to be recycled in this section do not include plastic beverage containers. Are plastic beverage containers required to be collected for recycling?

Plastic has been removed entirely from requirement.

17. PBWS 1.2.1 Materials. Will the Government please describe the current procedure to collect toner cartridges? What type of container are they deposited in for collection?

Is collection at the curb?

Toner cartridges are placed in the toner box and placed by the curb. There are no containers specifically associated for Toner.

18. General. Are the payments made to the contractor for the performance of this contract subject to the New Mexico Gross Receipt Tax?

Yes the following information has been added to the bid sheet and RFP. “New Mexico Gross Receipts Tax (NMGRT) NMGRT is applicable to this acquisition. Please factor that into the pricing of each of the CLINS. Since the rate is based on your office location the Government will not clarify a standard rate. Please include your percentage and location for government verification.”

19. CLIN x0003 “Office Curbside Recycling Collection –(Provide cost for adding a recycle commodity to the curbside collection program)” It is almost impossible to price this line item, without knowing the commodity to be added and the method of collection it will require, depending upon the material it may be necessary to add an additional cart or more at each location, the material may need to be collected separately vs along with a current commodity, an additional roll off container may need to be purchased and staged for the material. Could the government provide more details for the additional service to be priced or alternatively delete this line item and negotiate for the addition of the commodity when the specifics of the material and service requirements are known.

Agree and this requirement was removed.

20. Are we required to enter pricing into the CLIN narratives on pages 1 through 26 of 89 in the solicitation document, or only in the excel price worksheet “Attachment 6 Bid Sheet”?

No the Bid sheet has been added to mitigate the amount of required effort on the contractors part in filling out that information. As long as it is understood that the CLIN structure in the RFP is how the contract will be written there is no issue in just filling out the bid sheet. Please be sure to fill out all sheets in the bid form and provide a total amount for the base plus four options period.

21. Proposal Organization. The Technical Proposal is limited to 20 pages, however we are required to submit a full Quality Control Program, please consider either excluding the QCP form the 20 page limit or increasing the Technical Proposal limit to 30 pages.

The government has extended the Technical proposal limit to a 30 page limit.

22. Price Proposal 4.3. “Provide a summary breakdown of direct labor, material, equipment, subcontracts, overhead and profit for the listed item(s) to be priced.”

Please confirm whether we are required to provide this information separately for each of the priced CLINS and Sub CLINS i.e. x001, x003, x008, x0013, x014, x015, x019 and 0020, or one breakdown for all services to be performed under the contract? It is to be provided separately for each CLIN is it also to be provided for each un-numbered SUBCLIN of the price sheet e.g. in 0003 should we provide a separate price breakdown for each of the separately priced Aluminum Cans, shredded Paper, mixed paper etc collection?

A General summary for all services under the contract will meet this requirement along with a filled out bid sheet that prices each of the requested items.

23. 1. Do all 95, 65 and 55 gallon toters for curbside recycling require the use of plastic bag liners?

While driving around the base, we noticed that only about 50% of toters had liners in them.

Most of the toters used for plastic and aluminum were without liners.

Per 1.1.8 in PWS, yes the contractor will be providing liners for containers set by the curb.

24. 2. Does the contractor have to pay the New Mexico Gross Receipts Tax on the work performed at Kirtland AFB? Do you have information or a contact number for calculating the tax?

Yes the contractor is required to pay New Mexico Gross Receipts tax information was added to RFP to help specify this.

25. How far is it to the C&D landfill on base?

Landfill on base cannot be utilized to dispose of waste. However, pick-ups of roll-offs will be needed from landfill. From Gibson Gate the Landfill is approximately 5 miles.

26. 4. Table A3 shows 4-40cy roll off containers for MSW at the landfill. Table A6 shows another

40cy roll off used for OCC and 2 30cy roll off containers used for metal. Are these numbers accurate? Do you have any historical data on the number of pulls annually for these containers?

Revisions have been made to Table A3 and A6 these tables are specified under On-Call Pick-ups under CLIN 0008. The Estimates for these two descriptions are based on the historical data. That the base has.

On-call pick-ups; Municipal Solid Waste / Bulk Waste collection specified in Table A3 (All Roll-Offs Contractor Furnished); (Estimate 192 per year)

On-call pick-up Recycling Large bulk Container roll-offs. 30-40 CY recycling roll-offs specified as on call in Table A6. Furnish Large Bulk Recycle Roll-Offs and Provide Transportation to off-base market.

Includes all recyclables including Scrap metal (Estimate 252 per year).

This estimates includes all on-call roll-offs in table A3 or A6 depending if we are talking Solid Waste or Recycling. In table A1A it provides an average amount of tons/ per year.

27. What commodity is collected in the 55 gallon roll carts (190) listed in Table A5?

These carts vary in their use and collect any of the identified recyclables in table A5.

28. What commodity is collected in the slim jim containers (21) listed in Table A5?

Slim Jims have been removed from the requirement. See answer to question 13.

29. One of the line items in CLIN X003 is for the collection of toner cartridges but there is no information about pickup frequency or container sizes for this commodity.

See table A1A for estimated amount. These are placed outside next to the curb in a toner box to be recycled and collected when it is needed.

30. Under which CLIN should the hauling for the one 30 cubic yard roll-off for OCC that is scheduled for once per week pickup be charged? (Listed at the top of Table A6). Note: Under CLIN X003 on the bid sheet, the line item for OCC just states dumpsters and not roll-offs.

This has been clarified to be in CLIN 0003 under the cardboard description in the revised bid sheet.

31. Can you explain the difference in the last two line items of CLIN X008? (i.e. Is the one with the

252 quantity for moving roll-offs to the BRC and the one with the 180 quantity for transporting the roll-off to an off-site recycling vendor?)

Please see answer to question 5b. A revision to the Bid sheet attempted to make this clearer.

32. What is the frequency of pickup for each type of container listed in Table A5?

Based on PWS 1.1.1.1, and 1.1.1.2 both MSW and recycling are done weekly unless otherwise specified.
