Joint Base Andrews Video Security Surveillance System 28 June 2018
ATTACHMENT 1
11 Wing Command Post (AFDW) Internet Protocol Video Security Surveillance System
For Joint Base Andrews, MD PWS dated 28 June 2018
1.0. INTRODUCTION.
This PWS defines the requirements for the contractor to replace the current Internet Protocol Closed Circuit Flight line Video System (CCFV or here-in-after referred to as “system”). This system will support 89 APS, 89 MXG, 11 SFG and 11 WG Command Post anti-terrorism and physical security requirements for Joint Base Andrews, MD. The system will help insure the security of PL-1, PL-2, PL-3 assets, provide personnel security and key views for Emergency Operations Center, Crisis Action Teams and key Senior Leadership.
2.0. SPECIFIC TASKS AND REQUIREMENTS.
2.1. General Requirements. The contractor shall provide a turn-key Internet Protocol CCFV system to the government. The contractor shall provide all services, equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to troubleshoot the requirements as stated in this PWS. Wherever possible, a wired solution should be used; existing camera infrastructure may be reused, though the contractor is responsible for ensuring that there is sufficient connectivity to support the system. If in the course of installing the system, equipment or cabling is required to support the system; the contractor shall use new, not refurbished, equipment, supplies, and materials that are of current technology.
All wall penetrations shall be restored to original condition as required for the facility fire ratings of NFPA-70 and ANSI/TIA/EIA-569A. The contractor shall be responsible for all damages and surface restoration as defined below. Restoration at each location shall be subject to final inspection and approval by the Contractor Officer Representative (COR) in coordination with the Base Civil Engineer (BCE).
3.0. SPECIFIC SYSTEM REQUIREMENTS. See para 3.10 for requirements and placement.
1. 3.1. The Video Security and Surveillance System. Contractor will provide connectivity to the Command Post camera system in order for the on-duty controllers, MOC and ATOC personnel to monitor the flight line area. Cameras for the Command Post CCFV will consist of a mix of fixed field of view, Pan/Tilt/Zoom, remote-zoom, IR night capable, and in weather and vandal resistant enclosures. Camera locations will be chosen to minimize tampering, jamming, and intercepting all signals associated with the system.
Contractor will provide detailed “as-built” documentation for the entire project.
Contractor shall provide specified Relay Server(s) and associated software running on a computer or network appliance device. If a computer is specified, it will be delivered to the 744 CS/SCX for formatting to the latest version of Standardized Desktop Configuration and approval for use on NIPR network. All software must be approved by the Air Force or have a current Authority to Connect documentation. All equipment and software shall be coordinated with the 744 CS/SCX prior to connection to the network.
3.2. Specialized View Station Software. Contractor shall install specialized view station software with functions and capabilities for providing scheduling of various functions such as, multi-up camera displays, alarm management, preset view touring, sequential video feed displays at one or more designated view stations, custom control panels, custom information displays, all on a standard PC monitor or flat screen LCD displays.
3.3. System Architecture. The Video Security Surveillance System must have the following architecture (no exceptions or exclusions). Each Camera and each Relay Server must have an IP address on a TCP/IP Ethernet network (i.e. LAN, WAN, VPN). All control commands must be transmitted over the network using TCP/IP protocol. All video must be transmitted as a sequence of JPEG images over the network from each Camera to a Relay Server, where it must be relayed to viewers. Control commands must be transmitted over the network to all designated devices through the Relay Server. All video temporarily and/or permanently must be stored in the Relay Servers up to 30 days and also burned for review later.
The video system must be scalable by adding Relay Servers incrementally. All Relay Servers must have the ability to be synchronized and share individual video feeds from individual cameras simultaneously. System administration functions must be achieved from a web browser from either local or remote locations.
3.4. Central Control Station. The contractor will troubleshoot the Central Control Station for CP at a location to be disclosed at the site walkthrough. The equipment located at this location will be completely capable of controlling the functions of all cameras in the system. The Central Control Station will be scalable to allow the addition of future cameras.
3.5. IP Based Server. The control station will provide an IP network capability to extend video images and camera control to ten (10) authorized clients. Clients will use an IP web-based browser. The web-server will only allow access to clients authorized via password or CAC.
3.6. Software. The number of software licenses shall be determined by the contractor based on quantity of cameras. Contractor will provide all username/password combinations and furnish the government with any/all proprietary software/firmware and configuration files.
3.7. Dedicated Network. The contractor must troubleshoot the certified system that is using the existing JBA data network.
3.8. Viewing Devices. The video system must be capable of utilizing standard computer display monitors of desired resolution and must not require analog CCTV monitors or any proprietary viewing devices. The contractor must provide a capability to directly interface CCTV camera system to a future “Creston” type A/V control system.
3.9. Integration with Third Party Alarm Systems (no exceptions or exclusions). System must be capable of interfacing with various access control systems, alarms and all Air Force approved alarm annunciation systems (see AF/XOS-F memorandum dated 17 Mar 06) using Windows commands, XML, URLs, ActiveX or other “C” programming languages. System must allow for conditions based activation of cameras in conjunctions with the reception of an alarm signal and must have the capability of tying in multiple cameras to single alarm points/alarm types. System must also be capable of directly interfacing with alarm sensors via contact closures or TTL signals. Connections to sensors must be capable of being made near the access control system panels or directly to the cameras. System must have the capability to bring up a camera view in direct response to an alarm signal. The image should pop-up immediately at the monitoring station. System must accept auxiliary alarm inputs to allow a single camera to interface with multiple alarm points.
3.10. Camera locations. Information will be provided by the using agency, 11 WG/CP.
Contractor shall be responsible for installing the system at each designated location to the electrical and network connectivity points that are designated by the 11th Civil Engineering Squadron and 744th Communications Squadron. Furthermore, contractor shall be responsible for troubleshooting all necessary materials required of the system between those points designated by the Government and each end camera. Contractor shall be responsible for providing all media converters, data and video cabling, from the camera through and including cross-connect jumpers up to the Government network switch. All work performed within government communications room shall be coordinated with 744th Communications Squadron, Plans and Programs Flight personnel. Additionally, 744th Communications Squadron personnel will perform cross-connects utilizing contractor provided jumpers.
2. CONTRACTOR will provide and install nine (9) interior fixed IP 5mp or better cameras within the command post office area as indicated on the security plans.
3. CONTRACTOR will provide and install four (4) exterior fixed IP 5mp or better cameras, four (4) exterior wall mounts and four (4) POE surge protectors on the exterior command post building positioned to view entry doors as indicated on the security plans.
4. CONTRACTOR will provide and install, one (1) network video recorder (NVR), and required network support equipment (patch panels, switches, PoE injectors, etc.) to be mounted into an existing owner provided rack within communications room 109. The new building and site cameras will terminate in communications room 109.
5. CONTRACTOR will provide and install one (1) workstation, and two (2) 22” video monitors for the command post desk. The workstation will be connected to the video network switch located in communications room 109. CONTRACTOR will also provide four (4) additional client licenses that will be added to existing workstation in the command post operation area for access to system cameras as needed.
6. CONTRACTOR will provide and install nine (11) exterior PTZ cameras, nine (10) wall mounts, eight (8) corner mounts and two (2) Parapet mounts, cameras will be positioned to view the general tarmac, and runway areas. All cameras will be have optical zoom capabilities permitting operators to clearly read aircraft tail numbers from a 1/4 statue mile distance.
a. Cameras located at the tower will utilize existing fiber optic cable and local power.
CONTRACTOR will provide and install Two (2) new POE media network converters interfaced with two (2) new PTZ cameras.
b. Camera located at the command post building mounted to view the generator area and will utilize existing fiber optic cable and local power. CONTRACTOR will provided and install one (1) new POE media network converter interfaced to one (1) new PTZ camera.
c. Camera located at the command post building mounted to view the general tarmac and runway area and will utilize existing fiber optic cable and local power.
CONTRACTOR will provided and install one (1) new POE media network converter interfaced to one (1) new PTZ cameras.
d. Camera located at hanger 1 mounted to view the general tarmac and runway area. A second camera located on the North side of Hanger 1 to view the APS ramp.
CONTRACTOR will provided and install one (2) new PTZ camera and necessary network connectivity equipment.
e. Camera located at hanger 3 mounted to view the general tarmac and runway area.

3.11. Backup Power for Control Stations. Each central control station will have its own backup power to maintain operations during emergencies that could result in temporary loss of normal base utilities. The control stations will have 4 hours of backup power under continuous load.
3.12. Wiring and Infrastructure. The contractor shall troubleshoot signaling wiring, if necessary, to include fiber optic or copper cables to provide control of the camera system.
3.13. Electrical Power. Contractor shall troubleshoot electrical power to support the Video Security System by connecting to base utilities. Contractor will coordinate with JBA 11 Civil Engineering Squadron for all connections to existing utilities.
3.14. Project Residue. All residues from this project shall be disposed of off base and IAW Federal, State, local, and Joint Base Andrews environmental laws and regulations.
4.0. Management.
4.1. The contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the troubleshooting of the components and systems.
4.2. The contractor shall remain in compliance with all Federal, State, county, and base security and safety laws, regulations, policies, and requirements.
4.3. At day’s end, the contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
4.4. Environmental Management. The contractor shall comply, and their subcontractors, shall comply, with the most stringent environmental federal, state, and local laws and regulations; and Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Joint Base Andrews. The prime contractor shall ensure their sub contractors comply with these specifications.

6.0. ACCEPTANCE CRITERIA.
6.1. Testing. Data/results shall demonstrate compliance with standards set forth herein. The Government will accept services based upon test data, witness of test and/or independent test, at the Government’s discretion. Any discrepancies identified/detected during testing and/or by inspections conducted either by the Government or the contractor shall be resolved by the contractor. The Government reserves the right to refuse final acceptance until all discrepancies have been resolved.
6.2. Training. Contractor shall provide formal training and training materials for both operators and administrators of the system.
6.3. Fiber Optic Tests. If fiber optic cables are installed, they shall be tested. The following tests shall be performed.
6.3.1. Optical Attenuation: End to end attenuation tests shall be conducted on all fiber optic cable strands. Tests shall be accomplished to ensure the installed cable is within the specified parameters. The bi-directional optical power meter method or equivalent shall be used to perform this test.
6.3.2. Distance: Test to determine the installed cable length between optical patch panels (if applicable).
7.0 WARRANTY. The contractor shall provide warranty stating that all contractor provided hardware/software materials and workmanship is free from defects and shall operate in accordance with the manufacturer’s specifications. The contractor shall provide extended warranty if available.
8.0. PERFORMANCE.
8.1. Place of Performance. The place of performance is various locations on Joint Base Andrews, MD.
8.2. Hours of Work. The contractor shall perform all work during normal working hours (typically 0800 to 1700), Monday through Friday, excluding of federal holidays.
9.0 Security and Privacy.
Installation team members will be required to provide their full name, date of birth, and drivers’ license number and state of issue. All Privacy Act information will be protected accordingly.
Information is required for background checks due to the anti-terrorism/force protection initiatives currently in place.
The Government will provide the contractor access to facilities from the commencement of the contract until task completion.
Contractor personnel shall comply with all Joint Base Andrews rules, regulations and security requirements. These rules, regulations and security requirements include, but are not limited to, the following: presenting valid identification for base entrance, obtaining and using vehicle passes for all contractor-owned and/or privately owned vehicles, obeying all posted directives, and providing strict adherence to Security Forces direction in instances where Security Forces have dispatched to a particular location.
10.0. SPECIAL REQUIREMENTS. Contractor shall submit all dig permits and building wall penetration permits with this project to the COR for approval. The contractor shall provide for restoring the grounds that are disturbed by any digging related to this contract. Debris, including brick, concrete, stone, asphalt, metals and similar materials shall become the property of the contractor and shall be disposed of off the base. The contractor shall dispose of material at an approved dump site and in compliance with applicable federal, state or local permits, rules and/or regulations. The contractor shall conform to all local regulations regarding load limits when transporting material. The contractor shall load all trucks leaving the site with loose debris in a manner that shall prevent dropping of material on streets. The contractor shall fasten suitable tarpaulins over the load before leaving the job site. Trucks bringing loose materials over paved streets to the site shall be similarly loaded and protected.
11.0. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION/ACCESS/STANDARDS.
11.1. The contractor shall specifically identify in their proposal any government resources required during the performance of this PWS.
11.2. Government applicable documents and standards. The contractor shall comply with documents/regulations provided by the installation during the performance of this PWS.
