QUESTIONS SET 4

RFQ : F1D2598180AW11

PWS QUESTIONS: Additional questions can be answered at Site Survey on 29 August 2018 Verbiage in red is prior to survey Verbiage in blue is post survey

1. Sec 1.0 Introduction This PWS defines the requirements for the contractor to replace the current Internet Protocol Closed Circuit Flight line Video System.

a. Please advise who the manufacturer is of the current Internet Protocol Closed Circuit Flight line

Video System? The manufacturer who installed the system is believed to be DRS Defense Solutions, but is no longer in business. Item can be discussed at Site Survey on 29 August 2018

2. Sec 2.1 General Requirements Wherever possible, a wired solution should be used.

Please advise if there are any locations included in this PWS that do not have existing wired infrastructure? Per the survey done on the 29 August 2018 only building 1900 will need new nonexistent wiring. For the three add cameras possibly four.

3. Sec 2.1 General Requirements All wall penetrations shall be restored to original condition.

a. Please advise if there are any existing or new locations included in this PWS that will require wall penetration(s)? To our knowledge there are none. Existing infrastructure can be used for wiring, but if that changes current rule applies. Base on the survey possibly building 1900.

b. If yes, please advise which existing or new locations will require wall penetration? N/A. It will depend on how the contractors will go about installation and wiring to connect to Hangar one Fiber Optic.

4. Sec 3.1 the Video Security and Surveillance System The contractor will provide connectivity to the Command Post camera system in order for the on-duty controllers, MOC and ATOC personnel to monitor the flight line area.

a. Please advise who the manufacturer is of the current Command Post camera system? The manufacturer who installed the system is believed to be DRS Defense Solutions, but is no longer in business. Item can be discussed at Site Survey on 29 August 2018.

b. Please advise if the contractor needs to replace the existing IP CCFV and/or integrate into the existing Command Post IP CCFV? Currently there is no IP installed, but we are looking to have contractor install if practical. IP was discussed with having a master or NETWORK VIDEO RECORDER (NVR) in the communication room in building 1220 in case network issues.

NETWORK VIDEO RECORDER (NVR) remote log in to server with 3-4 IP clients possibly 5 (2 for ATOC, 2 for MOC, and a possible one for CP).

c. Please advise “what level of connectivity” is required if the contractor needs to integrate into the existing Command Post IP CCFV? Currently there is no IP installed, but we are looking to have contractor install if practical. We discussed of a closed network not connected to the base or any outside sources users.

5. Sec 3.1 the Video Security and Surveillance System The contractor will provide detailed “as-built” documentation. Please advise if the Government has existing “as-built” documentation for the existing IPCCFV system? Currently there is no IP installed, but we are looking to have contractor install if practical.

6. Sec 3.1 the Video Security and Surveillance System The contractor shall provide specified Relay Server(s) and associated software running on a computer or network appliance device.

a. Please advise if the Government will consider installing Relay Server software on its existing VM machines to perform Video Relay Server functionality? Any software will have to go through cybersecurity approval before install.

b. If the Government will not consider using its existing VM machines to perform Video Relay Server functionality for the new IP CCFV system, we need to know what server hardware platform(s) are certified and permitted to be connected to the Government network? Unknown at this time. Question can be answered on 29 August 2018. Discussion was had about ideal IP configuration would involve a closed network. Using Base Network could affect performance and may open the door for outside user to access system.

7. Sec 3.1 the Video Security and Surveillance System All software must be approved by the Air Force or have a current Authority to Connect documentation.

Please advise if AF EPL certification satisfies this requirement? Yes, Approved Product List certification works. Be advised, Government reserves the right to have additional requirements for National Capital Region systems.

8. Sec 3.3 Specialized View Station Software The contractor shall install specialized view station software

a. Please advise if this software also requires Air Force approval/certification? Yes, software requires Air Force approval/certification.

9. Sec 3.3 System Architecture all video must be transmitted as a sequence of JPEG images over the network from each Camera to a Relay Server, where it must be relayed to viewers.

Please advise if H.264 video compression is acceptable? Additional questions can be answered at Site Survey on 29 August 2018. Base on the survey H.265 is what was recommended. H.264 is not optimal for storage require for high efficiency recording

10. Sec 3.3 System Architecture all video temporarily and/or permanently must be stored in the Relay Servers up to 30days and also burned for review later.

a. Please advise if the Government will consider using its existing SAN infrastructure for storing video on the new IP CCFV system? Unknown at this time. Question can be answered on 29 August 2018.

Will have to get with Cybersecurity office. The NETWORK VIDEO RECORDER (NVR) will take care of all the storing the IP will only provide video feed to the computer at the controller. A storage capability of 30 to 31 days was discussed.

b. If the Government will not consider using its existing SAN infrastructure for storing video on the new IP CCFV system, we need to know what storage hardware platform(s) are certified and permitted to be connected to the Government network? Unknown at this time. Question can be answered on 29 August 2018. Will have to get with Cybersecurity office. While it is still possible, based on a possible future discussions with Comm Squadron, the system discussed does not involve connecting to the Government Network due to possibility of Networks connectivity and security issues.

11. Sec 3.4. Central Control Station The contractor will troubleshoot the Central Control Station for CP at a location to be disclosed at the site walkthrough.

Please advise if there is a scheduled site walkthrough for this PWS? Site Survey on 29 August 2018.

12. Sec 3.7. Dedicated Network The contractor must troubleshoot the certified system that is using the existing JBA data network.

a. Please advise what level of troubleshooting is required? This statement was put in the PWS for post system installation. Any systems installed by the contractor should be fully functional and coexist with JBA network. If not contractor will fix issues.

b. Please advise if problem(s) are found, who is the responsible party to fix the problem(s)and does this fall outside the scope of this PWS? Government is responsible for JBA network. Any systems installed by the contractor should be fully functional and coexist with JBA network. If not contractor will fix issues.

13. Sec 3.8. Viewing Devices The contractor must provide a capability to directly interface CCTV camera system to a future “Creston” type A/V control system.

Please advise what type of connection is required to directly interface CCTV camera system to the “Creston” type A/V control system? Unknown at this time. Additional questions can be answered at Site Survey on 29 August 2018.

14. Sec 3.10. Camera locations The contractor shall be responsible for providing all media converters, data and video cabling, from the camera through and including cross-connect jumpers up to the Government network switch.

a. Please advise if there are any wiring conduit requirements for individual camera locations?

Unknown at this time. Additional questions can be answered at Site Survey on 29 August 2018. The only location that might require conduit is building 1900.

b. If there are camera locations that do require wiring conduit, please advise if the contractor can decide what type of conduit to use? Unknown at this time. Additional questions can be answered at Site Survey on 29 August 2018. A more detail information can be accomplished once the plan on has been made.

15. Sec 3.10.2 Contractor Requirements CONTRACTOR will provide and install nine (9) interior fixed IP 5mp or better cameras within the command post office area as indicated on the security plans.

a. Please advise how can we obtain a copy of the security plans? Unknown at this time, but possibly not given out until after contract is awarded.

16.Sec 3.10.6 Contractor Requirements CONTRACTOR will provide and install nine (13) exterior PTZ cameras, nine (10) wall mounts, eight (8) corner mounts and two (2) Parapet mounts, cameras will be positioned to view the general tarmac, and runway areas.

a. Please clarify the type and number of camera mounts required? Reworded in revised PWS.

Additional questions can be answered at Site Survey on 29 August 2018. Many of the hangers have cameras with existing mount. Base on this information the contractor will be able to use this mounts if possible.

17. Sec 3.11 Backup Power for Control Stations Each central control station will have its own backup power to maintain operations during emergencies that could result in temporary loss of normal base utilities.

a.Please clarify how many battery backup systems are required? Enough to sustain 4 hours of uninterrupted video and recording during power loss.

18. Sec 3.12 Wiring and Infrastructure The contractor shall troubleshoot signaling wiring, if necessary, to include fiber optic or copper cables to provide control of the camera system.

a. Please advise is there are any current wiring issues with the existing CCTV system? Unknown, questions can be answered at Site Survey on 29 August 2018

b. If yes, please advise what locations are having wiring issues? N/A

19. Sec 3.13 Electrical Power The contractor shall troubleshoot electrical power to support the Video Security System by connecting to base utilities.

a. Please advise is there are any current electrical power issues with the existing CCTV system?

Additional questions can be answered at Site Survey on 29 August 2018. This is irrelevant in the case that a new system is ask to be install.

b. If yes, please advise what locations are having electrical power issues? N/A

20. Sec 4.1. Management The contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the troubleshooting of the components and systems.

a. Please advise if the contractor is required to submit a complete milestone schedule as part of the bid/proposal or if the Government is requesting this post award? YES

21. Sec 4.3. Management Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.

a. Please advise if the Government will permit aerial lifts, bucket trucks and other equipment to remain on site until PWS completion so long as they are stored in a safe manner? At this time it is unknown, but any movement will need to be approved/coord by multiple base agencies.

No aerial lifts.

22. Sec 7.0 WARRANTY The contractor shall provide extended warranty if available.

a. Please advise how many years of extended warranty the Government is requesting for this PWS? Standard 5 years. They are many different option with different variables. Here are some examples, a five year warranty with man and labor will not cover equipment; a full maintains warranty covers everything in the system but its and annual feed with every year increasing; SLA one year factory repaired but removal and reinstall will have to be comply by the Air Force. We tried to stay away from detailed discussions as it would have leaned into cost and price of packages.

b. Is the Government requesting extended warranty beyond five (5) years? Anything beyond 5 years would need continued maintenance and upgradability. We did discussed of a future proof system so in the case that the cameras were not sufficient for day to day operation the cost for upgrading will be lower with only cameras needing to be replace.
