QUESTIONS and ANSWERS ADDENDUM 0001 Dated JULY 25, 2017
Offerors shall consider the following questions and Answers when preparing your proposal for this project.
NOTE: Another addendum will be issued with additional questions and answers soon after he cutoff date for questions which is AUGUST 1, 2017 10:00AM
1. Instructions to Offerors states to submit proposal by close of business August 10th while the SF 1442 states to return proposal by 1500 local time, please confirm submission deadline.
ANSWER: AUGUST 10, 2017 3:00 PM MST is the deadline for receipt of proposals—delete or disregard all references to Close of Business.
2. The SF 1442 states zero calendar days are required for bid acceptance, is this correct?
ANSWER: Offerors will be required to hold their proposal ( bid acceptance period) for 45 calendar days.
3. The RFP, A. TECHNICAL CRITERIA 1. Capabilities/Past Performance, asks us to provide “overview of your company and its organizational structure.” Are you looking of our company’s structure or the structure we will use to run this specific project?
ANSWER: See page 36 of 42 Amended solicitation; Structure for this project.
4. The RFP, A. TECHNICAL CRITERIA 1. Capabilities/Past Performance, asks us to submit our firm’s Safety Plan. However, Safety Plans are often in excess of 100 pages. Is the intent that we should provide a complete example safety plan or is a safety narrative more in line with the client’s desires? If you are looking for a complete Safety Plan, would a table of contents be sufficient and if not could we include this as an Appendix as this proposal is limited to 60 pages?
ANSWER: See page 37 of 42 Amended solicitation; Language has been changed
5. The RFP, A. TECHNICAL CRITERIA 1. Capabilities/Past Performance, asks us to submit our firm’s Safety Plan. However, Safety Plans are often in excess of 100 pages. Would the client accept a Table of Contents in lieu of a safety plan in order to gain understanding of what our plans typically include?
ANSWER: See page 37of 42 Amended solicitation;
6. For “history of contract change order percentage,” is the client looking for the percentage of our contracts that experience change orders or the percentage change in contract value our applicable projects experience on average?
ANSWER: This item was deleted in AMENDED SOLICITATION
7. Under Project Approach/Schedule, page 36 of 41, we are directed to provide “detailed Quality Control Plan” however the specific items listed seem more related to our firm’s quality control approach. Is the intent that we should provide a complete example quality control plan or is a quality control narrative more in line with the client’s desires? If a detailed Quality Control Plan is required as they are often in excess of 100 pages. Would you like this submitted as an appendix, as proposals are limited to 60 pages?

8. In describing our “surveillance process” referenced in Project Approach/Schedule, page 36 of 41, of the RFP are you looking for how we will interact with the government during project execution (i.e. progress reports, etc.)?
ANSWER: SEE AMENDED SOLICITATION
9. Please confirm that the title page, table of contents, and any divider pages are excluded from this proposal’s 60 page limitation.
ANSWER: We will not count the Title page, table of contents and dividers as part of the 60 page limit in the technical proposal.
10. The existing specification 321113 for the asphalt concrete pavement calls for a grade AR-4000 asphalt cement that doesn't exist here in Colorado. Additionally, the required prime coat has been determined to be environmentally damaging. Please provide a revised specification.
ANSWER: We will be issuing the proper asphalt specification in the next addendum. ( on a or around August 2.)
11. The cutoff date for submitting clarification questions and requests for clarifications is AUGUST 1, 2017 10:00 AM – submit in writing to Steve_Gess@fws.gov and copy Chuck_Gess@fws.gov if they are technical questions.
12. When do we anticipate breaking ground or starting construction?
ANSWER: We estimate making a selection on the contractor within 20- 30 days after receiving offers (currently due August 10, 2017) and issuing a Notice to Proceed within 15 days after award. Estimated start date 15 -20 September 2017 if current dates are not moved.
13. Is there restriction on 8A Joint Ventures or Mentor Protégé?
ANSWER: Yes according to the approval letter we received from the Denver SBA office, this solicitation is restricted to Colorado 8A’s and approved Joint Ventures (the joint ventures have to be approved or recognized by the Denver SBA office Carolyn Terrell) The approval letter does not authorize Mentor –Protégé’s – If this affects your firm please contact the Carolyn Terrell of the Denver SBA office. I believe the intent is to prevent 8A firms from joining forces with large businesses for this particular procurement, as is typical with Mentor –Protégé program.
