About this file

This is a Data Security Requirements exhibit from the Texas Department of Agriculture (TDA) establishing mandatory security standards for contractors handling sensitive personal information and agency data under this solicitation. The exhibit outlines comprehensive security protocols that contractors must implement and maintain throughout the contract term and any renewal periods. Contractors are required to meet NIST SP 800-53 standards or achieve full TX-RAMP compliance, implement quarterly vulnerability scanning and reporting to TDA's IT department, report system breaches within 24 hours with resolution required within 72 hours, and adhere to Payment Card Industry Data Security Standards for payment processing. Additional requirements include encryption of all personally identifiable information (PII) using AES 128-bit compliance at minimum, establishment of strong password standards requiring 10 characters with uppercase, lowercase, numeric, and special character components, and implementation of TLS 1.2 or higher certificate authentication for HTTPS connections.

Contractors must ensure TX-RAMP compliance and OWASP compliance for client-facing web applications, provide quarterly security reports detailing vulnerability tests and remediation efforts aligned with TX-RAMP guidelines, and conduct background checks for all personnel with access to PII, including subcontractors and third-party vendors. Upon request, contractors must provide basic network diagrams and disaster recovery plans. Contractors are required to submit a Service Organization Controls Report (SOC 2 - Type 2) annually or provide a Bridge Letter by the first business day after September 1st of each contract year to TDA's Chief Information Officer and Information Security Officer. All contractors must represent and warrant compliance with the state's Cloud Computing State Risk and Authorization Management Program under Texas Government Code Section 2054.0593 and maintain all certifications throughout contract performance.
