About this file

This is a Scoring Criteria document for an Invitation to Negotiate (ITN) issued by the City of Sarasota, Florida, to select a consulting firm to update the Sarasota Downtown Master Plan 2020. The scope of work includes reviewing and analyzing existing conditions, identifying needs, and developing recommended solutions for downtown improvements. Proposals were due by March 3, 2026, with evaluations scheduled for March and interviews and negotiations planned for March/April, followed by City Commission approval in April. The contract term is three years with two potential one-year renewal options, allowing for a maximum contract period of five years.

The evaluation criteria allocate 100 total points across five categories: Proposer Experience and Company Information (25 points), Personnel Team Experience and Qualifications (25 points), Approach and Service Delivery Details (40 points), Firm Capacity and Resources (5 points), and Cost/Pricing (5 points). Price scoring awards maximum points to the lowest-priced proposal, with all other proposals scored using a proportional formula based on the ratio of the lowest price to each proposer's price. Proposers must submit all-inclusive pricing for the initial three-year term and two potential one-year renewals through the OpenGov portal. Minimum qualifications require at least two years of urban master planning experience, with a project team that includes a Florida-registered architect, a Florida Professional Engineer, and an American Institute of Certified Planner (AICP) certified professional. No specific set-aside designations for disadvantaged enterprises are explicitly stated, though minority business enterprise certifications are available.
