About this file

This is a scoring criteria document for the City of Sarasota's Downtown Master Plan Update request for qualifications from consulting firms in Florida. The procurement seeks consulting services to review and analyze existing conditions, identify needs, and develop recommended solutions for updating the Sarasota Downtown Master Plan 2020. The anticipated timeline includes evaluations in March, interviews and negotiations in March/April, and Commission approval in April, with specific dates to be confirmed and posted on OpenGov.

The scoring framework allocates 100 total points across five categories: Qualifications of Company (25 points), Personnel (25 points), Approach (40 points), Capacity (5 points), and Cost/Pricing (5 points). Price scoring uses a relative formula methodology, with the proposer submitting the lowest price receiving the maximum available points, while all other proposers receive points calculated by dividing the lowest price proposal by their price proposal and multiplying by the maximum points available. Proposals must be organized into six tabs corresponding to each scoring category as specified in the Terms and Conditions.
