EXHIBIT A SCOPE OF WORK
A. Project Background The City of Sarasota is requesting qualifications from consulting firms to update the Sarasota Downtown Master Plan 2020 (Plan). The scope of work to include a review and anaylsis of existing conditions, identifying needs, and developing recommended solutions.
The City of Sarasota is roughly 25 square miles in size and is home to approximately 58,000 full-time residents, while the larger Sarasota-Manatee Metropolitan Region is home to approximately 935,000 residents. Sarasota is a diverse community with residents from a variety of backgrounds and cultures.
Known as Florida’s “Cultural Coast,” Sarasota provides residents and 2.9 million annual visitors with a wide range of opportunities to experience and participate in the cultural offerings of the area. Sarasota is also known for its natural heritage, active lifestyle and amenities, including world-class beaches and coastal and upland nature preserves.
Downtown Sarasota existing uses include:
1. Housing: Approximately 7,400 units
2. Office: Approximately 3,185,000 square feet
3. Commercial: Approximately 6,200,000 square feet
4. Hotel: Approximately 1,500 rooms
The downtown is also a significant cultural center that includes:
1. The Van Wezel Performing Arts Hall containing 1,741 seats
2. The Sarasota Opera House Containing 1,119 seats
3. Numerous Small Live Theaters
4. The Selby Public Library
5. A Concentration of Art Galleries
6. The Marie Selby Botanical Gardens
7. A new potential performing arts center containing approximately 3,000 seats with one large and one small theater
8. The Bay Park (Phase I complete, Phase II is under construction, Phase III and IV future Phases)
The Plan Update will include the area of the existing Downtown Future Land Use (FLU) classifications, nearby parks, as well as potential study areas. The project boundary is outlined in the diagram on the following page.

B. Project Scope of Work Description The successful consultant (hereinafter referred to as Consultant in this scope of work) shall provide all labor, materials, travel, supplies, and equipment required to produce a written and graphically illustrated Downtown Master Plan Update.
C. Objectives
The City’s overarching objective for the Downtown Master Plan Update is to create a framework that will facilitate development to achieve the following objectives that align with the City’s long-term vision, strategic objectives, and community priorities.
• Enhance Sarasota's Unique Character, Public Realm, and Environmental Resilience:
Preserve and celebrate the city's historic resources and cultural heritage, and promote opportunities for exceptional urban design, architecture, public art, and cultural installations. Create and incentivize opportunities for vibrant, accessible public spaces, including those that strengthen connections to and along Sarasota Bay. Enhance the pedestrian experience and actively cultivate community well-being, while championing environmental sustainability and building a robust community with infrastructural resilience.

• Strengthen Local Economy and the City’s Identity:
Develop strategies to attract and retain businesses and retail, enhance workforce development, and create employment centers. Identify key industries and sectors for targeted growth and investment and recognize initiatives that promote small businesses and local economic resilience.
Position downtown as a visitor and tourist destination while preserving historic resources and landmarks, and identify zoning and policy changes that support high quality architecture and sustainable resilient urban design.
• Promote Connected, Sustainable, and Robust Mobility:
Develop a comprehensive, multi-modal transportation network that identifies and prioritizes walkable and bikeable options, enhances connectivity, reduces environmental impact, considers new mobility and parking strategies, offers diverse choices for residents and visitors, and recommends infrastructure improvements.
• Foster an Inclusive and Thriving Community:
Strengthen neighborhood identities and preserve community character, ensuring downtown is a place for all ages and socioeconomic backgrounds. Expand and incentivize initiatives and programs to increase the supply of attainable and workforce housing.
D. Contract Term
The term of the contract will be for three (3) years with two (2) optional one-year renewals from the date of execution or until the City Commission renders a final decision on Part 1 of the deliverable (listed in Section F of this document), whichever occurs first for up to two years, and Part 2 through the third year of the contract and/or upon renewals. The total budget for this project is up to $500,000.
E. Scope of Work Requirements
Consultant shall facilitate stakeholder engagement, leverage best practices to promote sustainable urban growth and quality urban design for a vibrant community. The scope of the Consultant’s work shall focus on achieving the following objectives through the provision of services:
The process for updating the Plan will include: a review, update, and analysis of an inventory of existing conditions; identification of needs; development of alternatives; and drafting an updated downtown master plan. The process will also include making presentations to, and receiving feedback from community groups, city advisory boards and committees, the Planning Board, and the City Commission.
Consultant will be responsible for producing a written and graphically illustrated Master Plan Update including but not limited to building form, land use, public open spaces, pedestrian environment, vehicular circulation, economic development, resiliency, public art, place making, and parking. The Plan Update will include recommendations for implementation including revisions to the Sarasota City Plan (Comprehensive Plan), the Zoning Code, a capital improvement program for public improvements, and options for strategic public/private initiatives.

Consultant shall use a data-driven approach, leveraging advanced analytics and best practices.
Consultant shall also ensure broad stakeholder engagement through public meetings, digital platforms and surveys and incorporate these diverse community perspectives into its work. The final Plan Update shall serve as a strategic framework guiding future downtown development and investment while preserving the City’s unique identity and vision.
F. Deliverables:
1. Deliverables Part 1 (First two years or less of the contract.)
Consultant shall do the following:
i. Generate an overall project schedule.
ii. Provide regular progress/update reports.
iii. Coordinate public outreach and provide City staff with community engagement reports.
iv. Draft preliminary report of identified needs and opportunities.
v. Produce a Draft update to the Plan.
vi. Produce a Final updated Plan.
vii. Propose amendments to the Sarasota City Plan and Zoning Code.
viii. Secure a final decision for Downtown Master Plan Update by City Commission.
ix. After Master Plan Update is finalized, provide approximately 50-100 printed copies to be provided for members, such as the Commissioners, Advisory Boards, Committee Members, Directors, and Staff.
x. The Final Updated Downtown Master Plan will need to be provided with digital versions (Word, Excel, Publisher, GIS, Illustrator / InDesign, etc.).
2. Deliverables Part 2 (Second to third year of the contract, with potential renewal(s).)
In order to implement the adopted Downtown Master Plan Update, the Consultant would assist the City Planning staff with the drafting, processing, and adoption of the amendments to the Sarasota City Plan and the Zoning Code, including related public hearings with the Planning Board and City Commission
