The City of Sarasota, home to approximately 58,000 full-time residents within its 25-square-mile jurisdiction, seeks a consultant to conduct a thorough review and analysis of existing downtown conditions, identify future needs, and develop recommended solutions across multiple planning dimensions. The downtown area encompasses approximately 7,400 housing units, 3.185 million square feet of office space, 6.2 million square feet of commercial space, and 1,500 hotel rooms, along with significant cultural institutions including performing arts facilities, galleries, the Selby Public Library, and the Marie Selby Botanical Gardens. The consultant must deliver a comprehensive written and graphically illustrated Master Plan Update addressing building form, land use, public open spaces, pedestrian environments, vehicular circulation, economic development, resiliency, public art, place-making, and parking, along with proposed amendments to the Sarasota City Plan and Zoning Code. The contract term is three years with two optional one-year renewal periods, allowing for a maximum five-year engagement. Part 1 deliverables (first two years) include project schedules, progress reports, community engagement documentation, preliminary needs assessments, draft and final plan updates, zoning code amendments, and 50-100 printed copies of the finalized plan in multiple digital formats. Part 2 deliverables (years two through three) involve assisting city planning staff with drafting, processing, and adoption of amendments to the Comprehensive Plan and Zoning Code, including related public hearings.

The total budget allocation for this project is up to $500,000. The solicitation requires proposers to submit all-inclusive pricing proposals for the initial three-year term and two potential one-year renewals through the OpenGov portal. Minimum qualifications mandate at least two years of urban master planning experience, with five years preferred, and the project team must include a Florida-registered architect, a Florida Professional Engineer, and an American Institute of Certified Planners (AICP) certified professional. The evaluation criteria allocate 25 points for Proposer Experience, 25 points for Team Experience, 40 points for Approach, 5 points for Capacity, and 5 points for Cost. Proposals were due March 3, 2026, with evaluations scheduled for March and interviews and negotiations planned for March and April, leading to City Commission approval anticipated in April. The file does not reference explicit set-aside designations for disadvantaged enterprises, incumbent vendors, or specific funding sources. Proposers must provide commercial general liability insurance coverage of one million dollars, utilize the E-Verify system, and submit comprehensive documentation including conflict of interest disclosures, non-collusive affidavits, public entity crime certifications, and scrutinized companies certifications. The City reserves the right to reject any or all proposals and to negotiate pricing with selected respondents prior to final award recommendation.
