The solicitation specifies a custom BMW motorcycle build with mandatory specifications including Night Black and Alpine White III coloring, standard order features such as heated rider seat, tire pressure control, dynamic cruise control, and weather protection fairing elements, and factory special-order options including automated shift assistant, riding modes pro, and LED auxiliary driving lights. Additional required components include emergency signaling and lighting packages featuring blue identification lighting, emergency warning strobes, duplex rear lighting, take-down lights, and auxiliary turn signal and brake/tail lights. The solicitation requires WSP equipment installation including lidar holster adapter plate, MPH Bee III radar, antennas, radio, power ports, and side stand extension, with 25 points available as a desirable scored requirement. Delivery of all motorcycles must be completed by June 30, 2027. Bidders must complete and submit Exhibit B for evaluation, responding with either "Yes" or "No" to indicate compliance with each requirement and providing written responses for all applicable criteria.

The performance requirements document does not contain information regarding pricing terms, set-asides, incumbents, funding sources, or contract duration. Bidders must respond to all mandatory pass/fail requirements to remain eligible for consideration, with mandatory scored and desirable scored requirements evaluated based on the degree to which responses meet specified criteria. The document specifies that no product substitutions or alternative manufacturers will be accepted, reflecting WSP's existing BMW fleet and training infrastructure. Equipment installation location preference is identified as within Washington State. Completed exhibits must be returned to the Procurement Coordinator at erica.oswalt@wsp.wa.gov.
