About this file
This is Exhibit B (Mandatory Requirements and Detailed Specifications) from an Invitation for Bid (IFB 27-190) issued by the State University of New York at Downstate Health Sciences University (SUNY-DHSU) for the procurement and installation of operating room surgical tables. The project requires the replacement of twelve (12) obsolete Skytron operating tables with new universal powered operating tables. The scope of work includes safe removal and disposal of existing equipment, delivery and installation of new systems, assembly, functional testing, calibration, commissioning, and coordination with hospital staff to minimize operational disruption. Bidders must submit evidence of comparable experience, provide three hospital references with similar scope operations, demonstrate a minimum five-year history in the operating room surgical table business, and commit to a two-week trial period prior to final clinical decision. The contract term includes a two-year warranty period commencing from the installation date, with preventive maintenance, parts, labor, and software/hardware upgrades included during the warranty period.
Offerors must provide forty (40) hours of clinical in-service training covering both day and night shifts with basic and advanced user training, three technical training sessions for biomedical engineering staff, and certification of achievement upon completion. The solution must be hosted entirely within the United States with 24/7/365 system support and willingness to participate in the Remi Equipment Maintenance Management Program. All operating tables must meet specific technical requirements including a minimum patient capacity of 1,000 pounds in normal surgical position and 800 pounds at full powered articulation, radiolucent carbon-fiber modular tabletop, powered articulation capabilities, handheld wireless controllers, FDA clearance, and compliance with IEC 60601-1, IEC 60601-2, AAMI, and NFPA 99 standards. Installation must be performed by factory-trained, certified technicians, and the offeror must provide as-built drawings, operation manuals, warranty documents, service schedules, and source materials for ongoing education.
