Floor Specifications Summary
This document is the Floor Specifications exhibit (Exhibit B) for Alameda County General Services Agency Bid No. 902791, detailing the PWA Flood Office Carpet Replacement project located at 951 Turner Court, Hayward, California. The project encompasses complete floor replacement services including removal and disposal of existing flooring, substrate preparation and moisture testing, installation of new resilient flooring systems, base and transition installation, furniture moving coordination, and protection of adjacent finishes. Two primary flooring products are specified: ShawContract Abide Luxury Vinyl Tile (LVT) in Coriander Oak color (Style 4107V, 07720) with a 20-mil wear layer and 2.5mm thickness for resilient flooring applications, and PatCraft Natural Form Carpet Tile in Tree Line color (Style I0499, 00705) featuring 24" x 24" tiles with 15 oz/yd² face weight and multi-level loop construction. The project requires compliance with Alameda County Green Building Ordinance and Environmentally Preferable Purchasing Policy, adherence to multiple ASTM standards and California Building Code requirements, and comprehensive submittals including product data, shop drawings, samples, moisture testing reports, and environmental/sustainability documentation. Work must be phased to minimize disruption to the occupied office environment, with excessive noise or odor work restricted to evenings, nights, weekends, or approved off-hours.
The specifications mandate heavy commercial-grade materials with minimum performance standards including Class I fire rating, smoke density less than 450, static electricity less than 3.5 kV, and slip resistance compliant with ADA requirements. Contractors must employ manufacturers with minimum five years' experience and installer qualifications certified by manufacturers where programs exist. All adhesives must comply with SCAQMD Rule 1168 and CDPH emissions standards with VOC content of 50 g/L or less, while carpet tile products must achieve NSF/ANSI-140 Platinum certification and CRI Green Label Plus compliance. Moisture mitigation systems are required where substrate moisture exceeds manufacturer limits, with comprehensive testing conducted per ASTM F2170 and F1869 standards prior to installation. Warranty requirements include 10-15 year manufacturer coverage and minimum 2-year installer warranties. The contractor is responsible for furniture moving, coordination, and protection during installation; managing all waste through approved recycling programs; and delivering attic stock consisting of 2% of installed materials in unopened original cartons with complete labeling and documentation of recycling certificates for removed flooring.
