About this file
This is a technical specifications document for Bid No. MA141253 issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the procurement of strip-insert carbon components with a light reflectance value (LRV) of 42 inches. The contract is structured as an indefinite delivery/indefinite quantity agreement with a specified duration but no fixed quantity commitment. The estimated monthly consumption is 50 units per 48-hour period across Division A24, with deliveries required within 10 calendar days of order release to the Metro receiving dock. Bidders must submit requests for approved equal substitutions by July 22, 2026, at 1:00 PM, with all supporting documentation including literature, data, and specification sheets. Metro Item Code 175472 has three qualified manufacturers and suppliers: Mersen USA BN Corp. (Part No. PAN 24), Schunk Carbon Technology LLC. (Part No. SK1147), and Trans-Tech, Inc. (Part No. 86443301).
The contract explicitly reserves Metro's right to source equivalent products from other suppliers, and LACMTA serves as the sole judge regarding quality and suitability of proposed alternatives. Suppliers must maintain sufficient stock to meet the 10-calendar-day delivery requirement, with Metro retaining the right to cancel the Master Agreement or terminate the contract if this obligation is not met. Metro agrees to purchase the estimated quantities specified for stock maintenance. The solicitation permits bidders to request sample submissions as determined by Metro, with additional critical dates and procedures outlined in the Letter of Invitation Section 14. Site location information for division deliveries is referenced in Solicitation Exhibit 20.

If Metro determines that testing or other investigation of the alternate product cannot be accomplished prior to the completion of the current solicitation’s evaluation period, Metro shall not delay award of the Contract. In such case, if the alternate product is subsequently found to be an Approved Equal, it will be included for award consideration in the next solicitation that Metro conducts for the same requirement.
