About this file
This is a Bid Letter form issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for an Invitation for Bid (IFB) process. The document establishes the formal commitment requirements for bidders responding to LACMTA service opportunities. Bidders must submit a firm offer at specified prices listed in the accompanying Schedule of Quantities and Prices, with the bid remaining valid for a specified number of calendar days after bid opening or until contract execution, whichever occurs first. Upon contract award, the successful bidder must execute the contract and deliver it to LACMTA within ten calendar days of receiving the Letter of Award, along with required Certificates of Insurance, Performance Bonds (if applicable), Payment Bonds (if applicable), and Alcohol and Drug-Free Workplace Program documentation. The contractor must proceed with service delivery upon receipt of a fully executed contract.
Bidders are required to submit a bid security in the form of a certified check, cashier's check in U.S. dollars, bid bond, or combination thereof in an amount not less than ten percent of the total bid price. LACMTA reserves the right to retain this security if the bidder fails to execute the contract or provide required bonds, certificates, and documentation within the specified timeframe. The form identifies Medium-Size Business Enterprise (MSZ) program classifications, including MSZ-I and MSZ-II designations, as defined by Metro program guidelines. Bidders must acknowledge receipt and understanding of all IFB documents, amendments, and certifications, and must provide notarization of authorized representatives' signatures attesting to the bid's accuracy and preparation without collusion.
