About this file

This document is a Contractor Construction Guidelines exhibit from Clifton T. Perkins Hospital Center, a Maryland state healthcare facility operated under the Maryland Department of Health. The guidelines establish operational requirements and conduct expectations for all contractors, subcontractors, and personnel engaged in construction and renovation projects at the facility. The document addresses the unique operational environment of an active psychiatric hospital and establishes protocols for maintaining patient safety, security, and confidentiality throughout construction activities. Key requirements include prohibiting fraternization with patients, securing all tools and materials to prevent patient access, installing dust barriers when necessary, and obtaining written approval from the designated hospital representative at least 72 hours in advance of any service disruptions. Prior to commencing work, contractors must complete a Pre-Construction Risk Assessment meeting with hospital representatives and comply with all Interim Life Safety Measures throughout the project duration.

The guidelines further mandate that contractors maintain compliance with the facility's smoke-free and drug-free environment policies, with zero tolerance for smoking, tobacco use, alcohol, drugs, weapons, or other contraband on hospital premises. Contractors must immediately report any conditions affecting patient or staff safety to the hospital representative or Director of Maintenance at (410) 724-3000 and cease any activities deemed unsafe by hospital personnel without additional compensation to the facility. The document emphasizes strict patient confidentiality protections, prohibiting photography of patients or patient information without prior written approval, and requiring professional dress and appropriate language at all times. All work areas must remain secure to prevent unsupervised patient access, and vehicles, equipment, and trailers must be locked except when actively entering or exiting the facility.

This request should be made to the designated Hospital Representative 72 hours in advance of any planned disruption. The Contractor must receive approval from the Hospital before proceeding. The Hospital may waive this requirement at its sole discretion, depending on the specific situation.
