About this file

This document is Exhibit 4.4 (In-Flight Projects) of a Request for Proposal issued by the State of South Carolina State Fiscal Accountability Authority (SFAA) in conjunction with the Department of Administration's Office of Technology and Information Services (OTIS) for Digital Government Services under RFP Solicitation No. 5400021069. The exhibit outlines the framework for a service provider to assume responsibility for projects that will be active at the commencement date of the contract. Upon OTIS's request, the selected service provider must take over all in-flight projects and perform all necessary duties and activities to complete them in accordance with contract requirements. OTIS will facilitate knowledge transfer to the service provider regarding in-flight projects, including information about project requirements and expectations. The specific project descriptions were to be populated at a later stage in the procurement process.

The service provider will be responsible for identifying and notifying OTIS of significant risk factors relating to in-flight projects and, upon request, designing plans and contingencies to mitigate such risks. At a minimum, the service provider may be required to provide reasonable training to personnel designated by OTIS regarding the in-flight projects, with training methods to be mutually agreed upon by both parties. The exhibit emphasizes knowledge transfer and risk management as key components of the service provider's responsibilities during the transition and completion phases of existing projects.
