About this file

This document is an Evaluation Criteria exhibit for a state or local contract opportunity, likely involving Metro's Small Business Enterprise (SBE) program and Disadvantaged Business Enterprise (DBE) certification services. The proposal evaluation consists of two phases: Phase I establishes pass/fail minimum qualifications requirements that all proposers must meet to advance consideration, while Phase II applies weighted evaluation factors to responsive proposals. Phase I requires proposers and subcontractors to demonstrate a minimum of five years of documented experience analyzing certification documentation under programs such as the DBE program (49 CFR Part 26) and Metro's SBE program, with key personnel from both the prime contractor and subcontractors required to have five years of direct experience analyzing complete certification applications, conducting site reviews, reviewing personal net worth, and providing technical assistance for vetted certification programs.

Phase II evaluation criteria, applied only to proposals passing Phase I, allocate scoring weight as follows: Prime Contractor's Qualifications (Skills and Experience) accounts for 35 percent and encompasses demonstrated experience with eligibility recommendations, financial information review aligned with statutory thresholds, North American Industry Classification System (NAICS) verification, technical assistance capabilities, satisfactory performance references (minimum one, maximum five required), document collection and verification abilities, and knowledge of applicable laws and regulations governing small business certification programs. Effectiveness of Management Plan/Understanding of Work and Appropriateness of Approach for Implementation comprises 35 percent and requires demonstration of organizational capacity, coordination of program requirements, clear implementation planning, commitment to labor and professional services, monthly reporting capabilities, and availability of qualified personnel. Price Proposal constitutes the remaining 30 percent of the evaluation score, calculated by multiplying the lowest proposed price by the price weighting factor.
