About this file

This is a Certificate of Compliance document related to Federal Transit Administration (FTA) requirements under 49 CFR Part 655, which addresses the Drug and Alcohol Testing Program for transit operators and safety-sensitive employees. The certificate confirms an organization's compliance with federal drug and alcohol testing regulations applicable to public transportation services. The document serves as attestation that the transit agency or contractor maintains required testing protocols, maintains records of testing results, and has established policies and procedures consistent with federal transportation safety standards. The certificate typically applies to employees in safety-sensitive positions, including operators, maintenance personnel, and other staff whose duties directly affect public transportation safety.

The compliance certificate requires documentation of established drug and alcohol testing programs, including pre-employment testing, random testing during employment, post-accident testing, reasonable-suspicion testing, and return-to-duty testing procedures. The document confirms that testing is conducted through federally certified laboratories and that results are properly documented and maintained in accordance with privacy and confidentiality requirements. This certification is essential for any entity receiving federal transit funding or operating under FTA programs, as it demonstrates the organization's commitment to maintaining a safe transportation system and protecting public welfare through regulatory adherence.
