About this file

This is an amendment document issued by the Kansas Office of Procurement and Contracts on behalf of the Kansas State Department of Education regarding a Request for Proposal for universal reading screener services to be provided to Kansas public school districts and accredited nonpublic schools. Amendment Two, issued on September 30, 2026, provides questions and answers related to the procurement and does not contain substantive changes to the original solicitation requirements. The closing date for bid submission remains October 21, 2026, at 2:00 p.m. CST. The contract term runs from January 1, 2027, through June 30, 2030, with an option to renew for one additional twenty-four-month period. The screener must be a single nationally normed universal reading assessment tool for pre-K through 8th grade that identifies students at risk for reading difficulty and must be administered three times per year with comprehensive scoring and reporting capabilities.

Vendors must provide per-student rates for screener administration covering all associated costs, as well as separate rates for professional development and training in multiple formats. Cost proposals must detail base rates, proposed rates, and discount percentages across multiple budget periods. No state funding has been appropriated; costs are paid directly by individual school districts and nonpublic schools at rates negotiated by the Kansas State Department of Education. Payment terms are Net 30 days via electronic funds transfer or Kansas Procurement Card. All bidders must register with the State of Kansas, submit a tax clearance certificate from the Kansas Department of Revenue, and provide required certifications. Kansas Bidder Preference programs, including Disabled Veteran Owned Business and Certified Business categories, apply where vendors provide appropriate supporting documentation. A signed copy of Amendment Two must be submitted with the bid response by the closing date.
