About this file

This is an Amendment to a Request for Proposal issued by the Kansas State Department of Education for statewide universal reading screener services. The amendment extends the closing date from the original October 7, 2026 deadline to October 21, 2026 at 2:00 p.m. CST due to the volume of clarifying questions received from potential bidders. The scope of work calls for a nationally normed universal reading screener designed for pre-kindergarten through eighth-grade students to identify those at risk for reading difficulties. The screener must be administered three times per year, with services commencing July 1, 2027, following an initial budget period devoted to professional development and training. The contract term extends from January 1, 2027, through June 30, 2030, with an optional renewal period of twenty-four months. Selected vendors may be required to present proposals before the Procurement Negotiation Committee.

Vendors must submit per-student rates covering all costs associated with screener administration, scoring, and reporting, along with separate rates for professional development and training options available in hourly, daily, in-person, and virtual formats. The cost proposal must detail base rates, proposed rates, and discount percentages across multiple budget periods. No state funding has been appropriated for the screener; costs are paid directly by individual school districts and accredited nonpublic schools at rates negotiated by the Kansas State Department of Education. Payment terms are Net 30 days via electronic funds transfer or Kansas Procurement Card. Bidders must register with the State of Kansas, submit a tax clearance certificate, and provide certifications regarding immigration compliance, sexual harassment policy, Israel boycott restrictions, and telecommunications equipment standards. Kansas Bidder Preference programs apply, including designations for Disabled Veteran Owned Businesses and Certified Businesses where appropriate documentation is provided.
