About this file
This is a Questions & Answers document from a pre-proposal conference for Solicitation 2404-001, issued by Travis County Healthcare District dba Central Health, regarding professional legislative services. The RFP seeks qualified firms to provide legislative consulting and agency services, including attending meetings, advising on legislative agendas, coordinating with government representatives, and monitoring regulatory impacts. The initial contract term is two years with optional two-year renewal periods. A pre-proposal conference was held and attendance was recommended but not mandatory. Proposals were due by April 30, 2024 at 2:00 PM Central Time. Minimum qualifications require experience working with similar organizations during at least four regular sessions of the Texas Legislature.
Central Health does not have a specific Disadvantaged Business Enterprise (DBE) goal for this solicitation but requests good faith efforts from vendors to partner with certified HUB vendors. A list of certified HUB vendors and pre-proposal conference attendees was provided in Addendum No. 2. The RFP does not disclose an upfront budget, and proposers must provide their own pricing. The solicitation will not result in adding to the incumbent lobbyist currently registered with the Texas Ethics Commission; rather, it seeks to select a single professional legislative services firm. Contract award was expected around the proposal expiration date, with all proposers to receive formal notification of the solicitation determination.

Q2 Question: Pre-Proposal Conference
A representative from HillCo, the incumbent vendor, was present at the pre-proposal conference and is identifiable in the video at the link in addendum 2. Is the pre-proposal conference mandatory for bidders and if so, may the addendum be corrected?
Answer: The pre-proposal conference is not mandatory, it is recommended. This is specified under the
"Pre-Bidding Events" section on Bidnet.
In addition, all vendors were asked to sign into the meeting. If they did not give their information, their name was not included on the Addendum.

Q3 Question: DBE Goal for Solicitation
What is your DBE goal for the solicitation?
Answer: There is no goal for this particular solicitation. We ask vendors to do a good faith effort.
Because of this, we encourage you to look at the list of certified HUB vendors that our HUB Coordinator has pulled. This list can be found on Addendum No. 2 (as Attachment A) along with a list of the attendees at the Pre-Proposal Conference. That way, you can reach out to any of the vendors that were at the Pre-Proposal Conference as well as any other vendors that were not in attendance that may qualify to assist with your proposal.
