About this file
This document is a Request for Offer (RFO) proposal instruction set issued by the Texas Office of Court Administration for the Judicial Information Security Project. The RFO solicits offers for an online system designed to detect and request the removal of covered information (personal details of judges, clerks, court personnel, and their immediate family members) from publicly accessible websites in compliance with House Bill 5081 from the 89th Legislative Session. The system must facilitate removal of such information within 10 business days of receiving written requests from protected persons. Prospective offerors must submit responses by February 23, 2026, at 2:00 PM Central Time, with questions due by February 2, 2026. The procurement schedule includes an evaluation period from February 24 to March 6, 2026, a potential Best and Final Offer deadline of March 11, 2026, and an estimated contract award date of March 27, 2026. The contract term is three years beginning on the last signature date of the Purchase Order, with two optional 24-month renewal periods available at OCA's discretion under the same terms and conditions.
Responses must address all required exhibits including a Statement of Work, Terms and Conditions acceptance or exceptions, a Requirements Response Workbook, and a Cost Workbook with per-license pricing for each contract year and optional extension years. Respondents must provide documentation of qualifications and experience, project team resumes, at least three references for similar work completed in the preceding three years, financial statements, prior contract cancellations or terminations, and a completed Antitrust Certification Statement. The evaluation criteria weights responses at 30 percent for qualifications and experience, 40 percent for Statement of Work and Requirements compliance, and 30 percent for cost. No pricing information may appear outside the Cost Workbook, and HUB subcontracting opportunities have been determined to be improbable for this solicitation. The project is contingent upon available funding and appropriated authority to OCA to expend funds.

Offer Submission Instructions
1. BACKGROUND
The Texas Office of Court Administration (OCA) invites submissions of offers for an online system to detect and request the removal of Covered Information (CI) of certain persons (“System”) from a publicly accessible Internet website, as contemplated by House Bill 5081 from the 89th Legislative Session.
House Bill 5081 prohibits the dissemination or display of CI of a protected person (judges, clerks, court and judicial branch personnel, and immediate family members) if the protected person has submitted a written request that the information not be displayed or disseminated by a person (which includes individuals, businesses, and data brokers). The law requires the removal of CI displayed online within 10 business days of receiving the written request. The bill creates civil and criminal remedies for violations.
2. PROJECT INFORMATION
The purpose of the project is to procure a System in accordance with all requirements included in the Requirements Response Workbook attached as Exhibit C, training on use of the System, and reporting regarding System activity.
3. CONTRACT TERM
The contract term shall begin on the last signature date on the Purchase Order and shall be a 3-year contract. OCA may extend the term with the same terms and conditions for two additional 24-month periods by written notice in advance of expiration.
4. TERMS AND CONDITIONS
OCA proposes the terms and conditions attached as Exhibit B. Respondent must agree to the terms and conditions or provide written alternatives to any terms or conditions with which it disagrees.
